"Yeah, it's really a pretty simple design. We're currently thinking electric pumps for transfering the fuel to the reaction chamber, but pressure fed could work just about as easily. What we've been able to model shows that once it reaches steady state operation, there's no danger of it blowing up the chamber. Maximum flux occurs just as the stream reaches the exit. Exhaust velocity is high enough that it exceeds escape velocity for the system. The thrust is great enough to be practical for nearly all uses. We just don't think it should be used for atmospheric work."

Multiple guards were in attendence, in their normal ceremonial outfits of jet black and silver. Not visible were the fact that the chrome helmets were in fact rated to withstand .30 caliber rifle round, nor that the heavy jackets were actually layered over body armor. Two of them flanked Duke Ezekiel, their silver chased pistols hung in cutaway holsters.

"What the hell were you thinking?" thundered Huang Di Beowulf

"Your majesty?" asked Ezekiel, Duke of Tian Jiao

"Yesterday, I get informed that one of your generals tried to browbeat the duty officer at the reaction weapon storage facility into releasing an 'arrow'. Then I find out that a good portion of your fleet is out for exercises, and that they're really forming a cordon of an island. That sounds like you were planning on a demonstration."

"Well, yes, my lord. The King of the Vineyards made threatening remarks, combined with the general tone of the Frequesquan continent, dictated that I order the demonstration."

"Because you haven't made the least attempt to be diplomatic towards them since the Uranium War! Instead, you've been a paranoid who's been arming up for the final war, thinking you'd have to fight everyone on the continent! You've been spending the province into the ground, trying to create a fortress impregnable to assault. I've seen the budget reports. The ones you've been trying to hide from me. You've raised taxes, and are still deficit spending! Yeah, your nationals are wealthy, but there's only so much you can squeeze from them before they start leaving. But this... demonstration of yours, thwarted only by Major Portillo, who refused to be intimidated into submission, is the last straw. I've lost confidence whether this will work out. I should have forced you to accept the help of what are now the FTO, and saved this country the blood and treasure in bailing you out. But what's done is done. I can't cast you to the wind, not now. Not anymore. So I am faced with a decision: what am I going to do with you? You, Duke Ezekiel of Tian Jiao, plead your case!"

Duke Ezekiel replied, "It was with the best of intentions!"

"So was Duke Xie's invasion of Cascadia! And we both know how that turned out."

The anger in the Huang Di's voice shook Ezekiel, momentarily. He began again, "After the PRSF's invasion in the summer of 2008, international response seemed overwhelmingly -against- Tian Jiao, the country that was defending itself in the first place. The CSR stepped in and essentially wrapped the PRSF in a bear hug for its' own ends, leaving the colonial military and Imperial forces unable to press into the People's Republic and force a regime change. Instead, the PRSF was reformed into the AFSR, equipped with brand-new weapons, and has remained a growing threat since.

"This, coupled with the inflammatory speeches of first Raj and then King Brandon, turning the majority of the FTO against Tian Jiao simply for defending itself, forced me to begin preparing for a potential major invasion by either Socialist or FTO powers within the next five years. I increased spending for the sake of the security of the people of my province, because diplomacy seemed pointless unless conducted by direct representatives of the Empire.

"As of this year, the country is essentially impregnable, but I did not want King Brandon to be able to convince the FTO that Tian Jiao would be an easy target. That is why I ordered the demonstration. I wanted them to know they weren't contemplating war with a weak agricultural state, but a nuclear-armed province of the Empire of Tian Xia."

Beowulf thought for a minute, "There were many points along this path you could have turned, and brought better relations with your neighbors. My decision is thus: We remove you from your post as Imperial Governor of Tian Jiao, said province to now by governed directly by the Crown. We give you a fate worse than death: a desk job. New MESS Space Agency Facility hosts Grand Opening Party

After billions placed into the multinational space agency the time is drawing near where its second launch compelx, after the existing sites in the Old Dominion, will be opening for business. In the wake of the One Wek War the member nations of the MSA poured huge sums of money into developing a new laucnh complex that would be safeguarded from troubles on either the Old Continent or with Shepistan. Having put the money forward into the basic infrastructure even the demise of Shepistan was not cause to slow development and today a whose who of the international space community, with the notable exception of its current biggest star Alan Shoompard, were welcomed to the central command and cordination center, itself completed but not outfitted yet, for a reception to toast the opening of the complex.

With roughly a dozen pads planned for the current site and excellent location for both high and low inclination orbits, the complex sites at roughly 14'N with no settlement downrange to the north, officials expect the coming summer season to be busy. With the planned first flights of the newest "Delta" line of rockets using a new main engine, the RS-27, excitemnt is running high. The Royal Space Agency is paticularly thrilled about getting new scientific satellites up to begin a long planned geological mapping mission in conjunction with the Wilkonian Imperial Geological Survey.

FASTA bulletin

Mercury 4 hardware rolled out to Atlas-Sputnik Launch Pad B

With Mercury 3 flight data analysis complete, the second manned flight in the Mercury program has been given the go-ahead. Crewed by Colonel Zakoscielny, the first PeZookian astronaut to actually fly in space, the mission will conduct further engineering tests on the capsule, and last an order of magnitude longer than the last: four full days.

FASTA administration has expressed utmost confidence in the capsule and support personnel, expecting the mission to proceed smoothly.

8K78 prototype test fails

Excessive vibration was cited as the reason for failure of the first test launch of an upgraded Atlas-Sputnik series rocket at the Comrade Stanislav Rocket Factory, the 8K78 "Lightning". Computer analysis revealed that design parameters have been incorrectly calculated, which may result in scrapping the project altogether.

"This will not mean the end of the R-7 program - just a radical redesign of the restartable upper stage of the rocket. This is actually a contingency plan we established a way back, and are fully prepared to solve this problem.", said the factory's chief designer.

Failure of the test launch may push the R-7 derivative program several months.

Saturn I, Proton mockups tested in aerodynamic tunnel

With succesful engine tests in Byzantium and Shroomania, the two new FASTA boosters have entered the next design stage: now that engine sizes and performance is known, mockups of the proper size and proportions have been constructed in order to analyze potential failure scenarios.

Mockups of the Saturn I - first stage of the Saturn booster - and the entire Proton rocket - have undergone a series of test in a specialized aerodynamic tunnel at the King Paul Technical Institute, Orena.

Already, plenty of important data has been uncovered, and engineers are hard at work improving the basic shapes of both designs.

Third and fourth Atlas-Sputnik launch pads opened at the JSC

With pomp and fanfare, the last two projected Atlas-Sputnik launch pads have been opened for duty at the JSC. Construction crews will now shift their efforts to the larger and far more complicated Saturn-ready pads. In combinatoin with the VAB, these two pads will form the infrastructure necessary to launch medium and heavy boosters.

Unmanned LRO program opened

Contracts were handed out to Canissian companies for construction of several unmanned lunar probes, to be launched by the end of 2011 on board the improved R-7 derivative rocket. These probes will perform photographic reconeissance of our closest satellite, scouting out potential landing locations.

Eagle launch "impossible", says director Kaklamanis

"At this point in time, no country has a rocket booster capable of lifting the Eagle Transporter to orbit. The heaviest boosters currently operational - the Lucrelance II and OD Atlas rocket - would require four separate launches to lift this vehicle. I'm afraid the Eagle will have to wait for the coming of superheavy lifters, capable of moving 100 tonnes or more. Even our current projected Moon rockets will not be able to lift the Eagle to LEO."

The first mission of Camp Kittyhawk's newest space vehicle is a succes..." the excited presenter talked on, tossing out some of the few facts the limited press release allowed him to.

President Sidney Hank smiled, the sweet taste of success on his lips. He picked up a pen and was about to sign the executive order authorizing the final go-ahead for the KINGDOM COME and MAJOR TOM projects, when he was interrupted by a hasty knock on the door. Not bothering to wait for him to say 'enter!', executive director Helena Skye of DEPICOR stormed into the office. There was a glitter in her eyes.

"Sidney, I thought you might like to know", she began, "that Tian Xia has just removed imperial governor Ezekiel from Tian Jiao. The Empire has revoked the province's semi-autonomous status, bringing it under direct Crown-control."

"What? Why?"

"That's what we're still trying to figure out, but EIA and MIC agree that it's probably got something to do with King Brandon's speech in the ASFR. A day after the speech, the Tian Jiaoan navy sortied almost in its entirety. We sent the Kraken to shadow them, the ships were apparently headed for the Pacific. Then three days after that, long-range surveillance picked up a flight of Imperial B-1C bombers and a single C-17. They landed at Chengdu Air Base, and left only a few hours later, apparently headed straight for Tian Xia."

"Chengdu... Isn't that the place MIC thinks the Imps have stashed their nukes?"

"It is. What do we make of that?"

The President briefly pondered the chain of events. "A fleet headed for the Pacific, followed by upheaval at a nuclear ordinance storage base? I'd say the governor wanted to make a statement the Emperor didn't approve of."

"You think he tried to hijack a nuke?" Skye frowned. "Uh, he was always an ungrateful xenophobic prick, but he can't possibly have been that stupid, can he?"

Sidney Hank shrugged. "Never underestimate human stupidity, particularly that of people who think they've got powerful friends. Still, it might pay to ask the Emperor what he's planning to do with the province."

"Right on it, sir."

If anything, it may even be beneficial.", the junior analyst was just about finished with his presentation on the status of the Goddammned Fucking Continent. Several hi-ranking RIS officials were listening to it, as they did every week - or when anything important happened.

"Thank you.", general Kulinsky said once the lights came on, "The next part of this meeting is classified Violet or above. Anyone with a lower security clearance must leave the room now."

The analysts and technicians all got up and left. After it was assured everyone left present was cleared Violet or above, colonel Sawicki stood up and connected his pendrive to the presentation laptop.

"Gentlemen, this is an update on the status of the Von Schrom Hotel fiasco..."

"You mean the wildly succesful operation which resulted in death of a known international criminal?", one of the other officers commented sarcastically. It was no secret that the RIS was never satisfied with the operation's outcome - especially the massive death count amongst special operators involved in it.

"Yes, that one.", Sawicki opened his presentation. The first slide showed clearly the monitoring picture of Ana at the Shroomdsdorf Astoria, right before the attempt on King Paul's life. Predictably, it caused a bit of an uproar amongst the gathered.

"What the hell does she have to do with the case?"

"This is an obvious question, of course", Sawicki smiled and flipped a slide, "We think now that she was the anonymous source which tipped off the Shroomanians to Karic's whereabouts. There is some corroborating evidence for that, including voice analysis and monitoring recordings...", Sawicki made a dramatic pause and the slide flipped again, to a picture of a gruesome crime scene with several bodies laying on white, puffy snow, "...and very shortly before the entire fiasco, Vulpesian police stumbled upon this scene. Someone killed three people who were later linked to Karic's operations. Based on the follow-up investigation, we are now almost certain miss Midzic was the one who did it."

"Conclusions, colonel", general Kulinsky cut to the point

"Ana Midzic was no longer working for Karic during the Von Schrom fiasco, and ratted him out to Shroomanian authorities."

"And how does this revelation relate to our current operations?"

"Well, we've managed to locate her, and she's available for hire. I believe PARADISE LOST needed a way to ensure deniability..."

"...and you want us to use this ruthless mercenary to provide it?"

"It's an option..."

"Very well, we'll take it under consideration."

"You have all the money you need. Is there need to hire people with the skills to solve the problem?"

"We are doing the best we can, and yes I have hired a number of people already and talked to others in the SNC and Shroomania about possible collaborations to solve the problems. Don't worry, we will get the rocket ready in due time. But patience is needed. In any case, the proposed Vulkan rocket won't arrive until some 4-5 years later."

"True, but we need to be assured of progress."

"You have my word on it. We have shown you our latest progress. Patience!"

[OOC: I'm eyeballing the Silver Streak costs as follows: The orbiter costs approximately $220 million. A single Lucrelance II booster rocket costs $110 million.

Of course, apart from three orbiters and a number of (strictly single-use) boosters you'll also need the infrastructure: the civilian Silver Streak is launched from an ordinary launch pad; the military version is launched out of ICBM-style underground silos. Open-air pad construction cost I'm estimating at $150 million, whereas a hardened underground silo would set you back $220 million.

So for three orbiters, three booster rockets, and three underground silos, you'd spend $1.6 billion. Toss in training, spare parts, rocket fuels, overhead cost, profit margin, etc. and you'd easily reach $2 billion.]

CANISSIAN COMMUNIQUE: "AN IDEAL SITE FOR AN INTERNATIONAL LAUNCH CENTER"


In a diplomatic announcement today, the Canissian Foreign Ministry released a report stating that there is an ideal spot for an international launch facility exactly on the equator in the Canissian allied state of Katangwa.

"Colonel Johan S'vimbi has given his support for such a base," said Foreign Minister Ren Lars. "It would bring a great deal of international investment to his country and hopefully spark a boom in education for his people." Katangwan plans currently are to use any foreign direct investment from a 99-year lease to go to the building of schools in every village and eventually a university in the capitol of Khalid. The Technion University of Science & Industry, the leader in Canissian research in the engineering and science fields, has stated a willingness to help sponsor such an endeavor.

The plan has support from King Arik as well.

"We've got so many different space programs going on right now, all with the same basic goal," he said, in an addendum to the communique, "To an extent, this makes sense, since each country has its own unique interests. But for the common goals we all share, such as going to Selene and establishing a base; for certain GPS and communications satellites we would share for things like shipping; and for the eventual building of a joint space station, we can pool our efforts in one area."

While it is true that existing launch facilities are already in existance, and that building at Katangwa would be starting from scratch --the proposed site is literally a patch of bare ground at the moment-- the Canissian government is of the opinion that future space projects will require the construction of rockets that are much larger than those currently in use by the various nations today.

"Since new heavy-launch facilities will have to built to accomodate future heavy-lift vehicles, why not share the construction efforts for one tailor-made 'Extreme Launch Facility' that sits right on the equator, the ideal launch site?"

The proposed facility would also have housing for scientists, schools and centers for families of scientists and engineers working there, and could also be a site for a joint-government resolutions council.

"A shared launch facility-- something that displays in concrete form the endeavors we share as a species-- would be a very symbolic site for some sort of 'League of United Nations' where representatives could meet to resolve disputes peacefully," the communique added.

The proposed international zone would not be owned by anyone; neither Canissian nor Katangwan governments, but by an international trust where contributingnations would buy 'shares' in the land. The money from the shares would be put in a common endowment to help pay for maintenance and upkeep. Local Katangwan labor can provide the basic needs of the facility, as many are already being trained and are experienced in construction due to the infrastructure being provided by Canissian combat engineers and, increasingly, civilian contracts.

Infrastructure in Katangwa is new-made, some less than a year old, and is growing. Plumbing, roads, drainage, bridges, sewage and electricity are common in the capitol and some of the coastal areas, and continues to expand into the country.

Both men were diplomats, and both were also spies - professions which often came hand-in-hand. Relations between PeZookia and the CSR were cordial, naturally, but this didn't mean some spying wasn't happening. As far as intelligence games went, however, this one went by cordial rules.

"Well, Alexiei...I shouldn't waste your time", Colonel Karol Boruc, RIS, began after they had the customary glass of vodka, "So I'll cut straight to the point."

He passed a small pendrive to the Russian. It looked quite ordinarily.

"Your people are probably aware that the RIS is quite interested in the Caymans situation...well, I've been authorized to give you the data on this key", Boruc pointed to the pendrive, "I'm sure you will find them interesting."

"Could you do a run-down for me, comrade Boruc?", Alexiei Karelin, KGB, asked while choosing his apetizer from a wide selection on the table

"Basically, the RIS believes the Caymans are ripe for revolution, and wish to enact regime change on the islands. All totally deniable, of course, using local resources and revolutionary groups...the overall goal is to improve the situation of the populace, elliminate another potential terrorist hideaway and, of course, secure another source of oil for the SNC. The operation is currently in the planning stages, and all the documents are on this pendrive."

"This...is quite ambitious, and risky..."

"Perhaps. At this moment, the operation is nothing but a paper plan. The RIS simply wanted to llet our CSR allies know, to avoid...misunderstandings."

Alexiei nodded and pocketed the pendrive. When waiters brought their food, both men began eating, talking about mostly mundane things.

All over the SNC, similar meeting were taking place. In a way, this meant PARADISE LOST became official.

As Bulwark Battlegroup leaves on MESS Tour, the Dominion Military continues to re-organize
The ODN departed on it's first deployment of a battle group since the One Week War, a 6 month tour of MESS-affiliated nations, this morning. The Bulwark battle group includes 1 CD, 4 DDGs, one FFG, one AOE, one LHD, one LSD, and one SSN.

Meanwhile, Brickhall announced another series of restructuring measures. For the ODAAF: (1)That all F-4Js will be decommissioned and put into storage. (2)40 Super Griffins will be converted into a reservist air wing. For the ODA: The number of MBT(not including the Chieftains, which will be completely removed)s will be reduced to 800, the remainder being relagated to storage and some reserve roles. Operation Restore Order has now officially concluded with the return of the Rangataran civilian government to power after a nationalist military coup took over. Shinra Republic forces, who had been involved in restoring the government, are currently on their way home.

Launch Control, T-3 hours

The control bunker was crowded, but fortunately not as much as a month before. Mercury 4 did not bring as much attention of the world's press - funny, because when it came to importance for developing space technology, it would be far, far more important.

All launch controllers were seated at their stations. The rocket was barely visible, and then only through periscopes - but a multitude of huge plasma screens provided close-up views from multiple angles.

"Temperature at the pad within parameters. Weather forecast looks good."

"Technical crews report spacecraft preflight checks complete"

"Standby for capsule ingress"

The cage elevator jerked and began going up the launch tower, watched intently by launch controllers, and the mission control staff at Comona Island. It was not really a critical moment in the flight, but it would be pretty embarassing to lose an astronaut before he even got into the capsule.

Launch tower, T-2.5 hours

The technician put hit foot on colonel Zakoscielny's shoulder and pulled on the seat straps tight. Another one connected the suit cables to proper ports in the capsule. Both of them withdrew after a few minutes, having made sure the astronaut was secured. Maciek gave them a thumbs-up, and watched as they secured the hatch.

"Sunlight 4 secured and ready for launch", he spoke into the microphone

"Roger that. Fuelling 60% done."

Launch control, T-1.5 hours

"Atmosphere checks out...fuel cell test complete...pressurization test complete...", the technician was reading off his computer screen, as more and more systems displayed green. A manned flight of this lenght was never attempted before, and the Sunlight 4 mercury capsule had to be fitted with fuel cells instead of batteries for this flight. It also had enlarged fuel tanks for its attitude thrusters - and all those modifications had potential for creating problems.

"Start the fuel cells.", came a command once the systems check was complete. If they worked fine for an hour, they should work fine for more than that.

"Fuel cells starting...reagent flow nominal, voltage output nominal. Disconnecting EPU."

"Stand by for ignition test."

Launch tower, T-20 minutes

"All systems green. Confirm countdown to launch."

"Countdown confirmed. Clear the tower."

Warning sirens blared, and pad personnel headed for their shelters. Tension rose in both the launch control bunker and Comona Island Mission Control.

"Ten...nine...eight...seven...ignition sequence start...six...five...four...three...two...one...we have some lift...we have liftoff!"

The missile attack played back in grainy black-and-white on the the plasma screen bolted to the wall of the bunker. The cargo ship entered the harbor. A small tug approached. The brief discharge of the Katyusha, lighting up the deck of the small boat. Silent explosions ruptured the freighter, which quickly began to capsize in the harbor mouth. Speedboats pulled away from the tug pulled in the midst of the chaos. The tape ended, rewound, and replayed from the beginning.

“Well, at least it wasn't a CSR freighter”, one of the attendants commented, which earned her some chuckles. 'At least it's not a CSR target' was a running gag used whenever the Sons blew up something or shot someone, a reference to the heavy-handed manner in which that communist nation reacted to perceived slights.

“Laugh all you want, but as you know”, began the MIC major in charge of counter-insurgency in and around Shipborough, “this is the third major guerilla attack this month. That is, of course, if you don't count the numerous gun battles and other assorted 'lesser' attacks. Frankly, colonel, the Sons of Sabika are beginning to piss me off, and we've got these useless rules-of-engagement to thank for it.”

For some six months now the SDA's 2nd Airmobile Brigade had been stationed near Shipborough, liaising with the Sabikan government in both cleaning up the mess left by the Coilerburgian invasion and rooting out the insurgency movement that called itself the 'Sons of Sabika'. So far, they had made preciously little headway. The coastal regions of the country in the north and east were happy enough to cooperate with the government, with San Dorado and indeed with the FTO. But the innermost regions saw plenty resistance to modernization and fraternization, and that was where the Sons were strong. Their fighters infiltrated the coastal cities and engaged in a campaign of terror that threatened to bring the economy to a grinding halt. In short: stabilizing Sabika was proving to be a bitch and a half.

“The thing is”, Colonel Richard Eddington, the overall commander of SDA forces in-theater, responded, “this is Sabika, not the CFR. We can't just blow up everything that looks like the enemy. There is a central government to keep on our good side, and we're after hearts and minds here. If we did things your way major we'd be getting nowhere.”

“That may be so”, the intelligence officer shrugged. “But we're not getting anywhere here either. The harbor is blocked for at least a week, we haven't a clue where to look for the people responsible, and so the Sons continue to rampage unchecked. We're not getting the intel we need – half the country likes us but doesn't know anything, and the other half is ambivalent and scared out of their wits that they'll get offed as traitors by the Sons.”

“So what are you proposing?”

“You say we can't risk alienating the populace. You're right, of course. You also say we can't be seen to engage in heavy-handed operations against the locals. That's also right. But that's what we need to do all the same. So, I think it's time we bring in the Bureau.”

“The Bureau?” The Colonel frowned. “I admit, I don't really like the thought of that.”

“You know as well as I do that it's the best option we have right now.”

Colonel Eddington nodded. “Alright. Make the call.”

Ricardo Scaglione was a plant. He had infiltrated the Central Bureau of Investigations posing as a hopeful recruit whilst he was actually an operator for the Sirnothi mafia. Unfortunately the Bureau had only found out when Scaglione was already a decorated veteran lieutenant who had arranged a string of mob busts. Now it turned out that Scaglione had gotten the neccesary information for those raids from his Sirnothi contacts. All his raids had targeted the home-grown La Palma mob, and all of them had benefited his off-shore benefactors.

The Bureau had been played, and the Bureau didn't like to be played. But to arrest Scaglione in broad daylight would be painfully embarrassing. Questions would be asked. The integrity of the CBI would be in question. So another way was found. Messages were left to answering machines. Code-words were exchanged. And a division of the CBI that no-one would ever admit existed sprung into action.

In his garage, safely in the midst of a gated community on the outskirts of San Dorado City, Ricardo Scaglione got in his Universal Motors Towncar. A second later, the garage exploded in a ball of fire as the ten pounds of C4 strapped underneath the floor of the car detonated, tearing apart the vehicle, the garage, and the double-agent's body in a lethal wave of fire and shrapnel.

A subsequent inquiry by the Bureau would yield that the hero-cop had been assassinated by the Sirnothi mafia. He would receive a hero's funeral with all the pomp and circumstance required. And who knew, perhaps his death would spark a mob-war back in Sirnoth as the mafiosi wondered what had happened to their plant.

The man known as Van Zandt smiled faintly, tossed the detonator into a trash can, and turned away. Another job well done. Then his cell phone rang.

“Is the target dealt with?” a neutral voice on the other side asked.

“I got rid of the body” the assassin calmly replied.

“Excellent”, said the voice. “Your next job is in Sabika.”


Result: Van Zandt, San Dorado's most infamous 'cleaner' is contracted to neutralize (read: wipe out) the Sons of Sabika. :twisted:

"Well, since most of the research data has been released, we can at least start incorporating some of the Arkham research to the public as well, but of course these should be done on a case-by-case basis. After all, we did have a headstart."

"Alright, no problem with that."

The Minister of Defense waited, and said, "Your majesty, the Hall of Tigers are also interested in developing a space program."

"I thought we had a lot of people working with the MESS based program. Aren't we happy that now the MESS Special Funding has more purpose?" Yenchin smiled.

"Well the Hall thinks that we need some of our own, and since there isn't much R&D on military hardware we can use that extra money on something, well, actually beneficial."

"I'm hesitant on this but I'll agree for now. Don't forget we don't have big ROBs so we can't really do something very big. I'll personally see to it that the Legislative Hall carefully monitors the budget."

Tower Hyperion, Blue Sun Corporation HQ

Helios Bleu tossed the bundle of reports at his staff. "For about 2 years our Shenong Ga facility has been sitting next to this 'Arkham Asylum' and no one, I repeat, no one noticed that they were doing research on the HERV virus, until now. For this incompetence, Mr. Craig, you're fired."

"But..." The Shenong Ga facility director tried to explain about how far it was between the two facilities, not to mention two main peaks of the Shenong Ga were blocking between them.

"Shut up." Helios took out a cigar and lit it. The director silently left the room.

"Sir, I think it is time to present the proposal from our department." Jen Harkman, of the Aerospace Division clicked on his monitor.

While the naval contracts were going very smooth with the THI, news of the space program has led the high staff into chaos. The Blue Sun definitely had the upper hand, and this was not tolerable. However, the aerospace engineering department was still relatively new at THI.

After Ryotaro Tachibana's retirement a year ago, the successing Kenji has done zero progress to the company as well. Ryotaro's daughter, Miho, had various proposals, which were ignored or rejected.

While still developing their own rocket program, Miho's department did bring up decent proposals for microsatellites, which Miho decided to construct and test via an independent company set up by herself. No time to waste on Kenji.

Results: Serenity joins the rocket craze, on a smaller scale.

‘We need to discuss a way to secure our continent from events like the Shepistani “Rocket Barrage of Doom” we faced last year. We have also seen that the Old World’s system is effective at not only protecting the member states, but also peripheral states, like Vulpesia and Cialan. “In other news, the Shinra Republic has been sued by a Mr. C. Plot, suing the nation for its handling of the ‘Rangatara Incident’ claiming the Republic withheld information from their citizens during the incident. It is unknown the Republic’s response to this allegation.

“Also, a new large scale government works project has started, well two. The first is a massive overhaul of the Kingdom’s rail, sea and other public transportation networks. And the other is a tunnel between the AFSR and the Kingdom has broken ground.”

DEPICOR to day announced that the Corporate Republic will send a delegation to the Vineyards to attend the FTO conference called by that nation. King Brandon recently called for the FTO to commit to a continental defence plan similar to what exists on the Old Continent. "A lofty goal", a spokesperson for DEPICOR commented, "although we aren't sure about its viability. Nevertheless, it is a goal worth pursuing". Unclear at this time is whether the President will attend himself, although considering the hands-on approach to diplomacy favoured by President Hank, this is a distinct possibility.

SDN Receives Old Dominion Sub
The Old Dominion diesel-electric attack submarine High-Falutin' today arrived in La Palma harbour to be transferred into the hands of the Combined Navy and be given the name Stinger. The CNFN recently announced that it has reached an accord for the sale of two conventional attack submarines of the Scorpène-class to the city-state for a total of $210 million. "This is an excellent deal, the things are cheaper than dirt", said Commodore Ruchir Nehru, second-in-command of the CNFN. The submarines are intended to patrol North Frequesue's littoral waters and guard the ports of the city-state.

VEIL Agents Yolanda Honeybunny and Ringo Pumpkin walked into the diner like any other citizens of Shroomston, the capital of the politically weak province of the Southern Republic. Before the annexation the two agents had spent their lives living in the rundown southern CFR, striving for something more. They had found it in joining then Vinish Royal Intelligence, providing reports to a local drop box with information regarding the movement of militias, bandits and vagrants. During the annexation, the agents had took a more direct approach, directly spying on people who would presumably not take kindly to the Commonwealth’s take over of the lost territories. Unlike other days, where the two agents would enter the café silently, sit down, and then begin talking about things, the two agents entered the café arguing in hushed tones about something or other.

“Look, we have to do something, and calling him is the best option,” Ringo continued, “I mean, we know the hypercapitalists are up to something, we should definitely go to the best to find out what.”

“Yeah, but then we’re dancing to San Dorado’s tune, which is not something indicative of longevity,” Yolanda responded, “We should just ignore it.”

The two agent’s argument lasted for another few minutes, striking surprisingly loud tones for the later part of it. The argument was loud enough for a man dressed in a suit to wander in and buy a cup of coffee before walking to the table the agents were at.

“Now, what is this about having a job for me?”

“Ah, Reverend Fuller, please, sit down, we were just discussing you,” Ringo said.

“You called him already? You fucking scumbag, you called him already? Seriously?” Yolanda questioned.

“Yes, now shut up, we’ve got company,” Ringo turned to the Reverend, “Rev. Fuller, I apologize for my associate’s lack of manners, but yes, VEIL does have a new mission for you to carry out.”

Reverend Jacob Fuller, known as Winston Wolf to some, Death to others, pulled a chair from a nearby table and sat down, “Now, what can I do for you?”

Ringo, now visibly unnerved said, “Well, Reverend Fuller, we have noticed heightened hypercapitalist intelligence in Sabika, and we want you to find the source of this, and to judge how to best ingratiate ourselves, all three of us, into this operation.”

“And what is in it for me?”

“Well, um…”

Yolanda jumped in, “Simple, we have an intricate categorically organized database of every criminal in this province, we hand that over to you to do with as you want, and in exchange you help us here.”

“Deal, I can’t argue with that,” the Reverend responded.

Ministry of Defense releases FY11 progress report on "New Horizons"
Ministry issues first draft report on "Far Horizons"


New Horizons programs
Alleigance-class STAR Cruiser
First vessel launched and in service with RSN. Sea trials have compelted acceptance and Hulls 2 through 5 are expected to be christened prior to the end of the year. Keels have been laid at all shipyards contingent upon final authoization in FY12 Defense Spending Bill. Initial procurement dollars invested when New Horizons began have continued to move towards mateials purchases for the full production run at all three contract shipyards. Contract delivery is still expected to completely replace the existing cruiser fleet by 2025.


Imperator-class STAR Destroyer
First vessel launched and in service with RSN. SM-4 family
RIM-168 (SM-4A) Anti Ballistic Missile has compeleted trials and been accepted into service with all SPY-3 capable craft. Units cost is listed as $7.8mil, initial procurement for New Horizons program vessels included within existing project budget, re-equipping costs on existing vessels is currently based on FY10 Defense Spending Bill.

RIM/MIM-169 (SM-4) Surface to Air Missile has compelted trials and been accepted into service with all AEGIS and STAR capable craft. Unit cost is currently $450k and all vessels will be re-equipped with FY10/FY11 budgets providing for complete re-armament NLT end of FY12. New Horizons program dollars already cover initial procurement for new vessels.

RIM/MIM-170 (SM-4 Block II) Iniital program testing has been initiated. Program represents incremental improvements in tracking and terminal guidance specifically with design goal to engage supersonic wave skimming cruise missiles.

KIM-171 (SM-4C) Kinetic Energy Intereptor is in intiial deisgn evaluation and field testing at Centennial Weapons Range. All evaluation will occur through the liason office with the Homeland Security Command. This includes program dollars for fized and mobile launch systems. Seperate program dollars for RIM-168 and RIM-172 allocation are not included in the draft Homeland Budget for FY12 though they have been included in the FY11 budget.

RIM-172 (SM-4B) Anti Satellite Missile is currently in Low Rate Initial Procurement and final evaluation trials at sea on HIS WHORE Maryse Ouellet, an Alleigance-class STAR Cruiser. Trials are expected to be finalized NLT end of FY12 with no planned adoption for vessels not equipped with the full STAR suite. Unit cost is now predicted to be $12.5mil.


SPY-XX
SPY-3A system architecture is now finalized as Block 10/15 for inclusion with Alleigance-class and Imperator-class vessels, work has already begun for SPY-3B for FFG(X). Initial system requirements for Block 20/25 have already been laid out and overall program directives call for all ships launched after 2015 to carry the Block 20/25 upgrade. Currently contracts will be coming open for reconfiguring the SPY-3A system into the ASPY-3A for use in the next generation AWACS, procurement target being first operational flight in FY14. SPY-3 retroffiting is already underway on cruisers and destroyers slated to be retired in the 2020-2030 timeframe, all other vessels will not receive SPY-3 or the SLEP-IIA/SLEP-IVD upgrades as they are set to be retired and replaced by CGN(X) and DDGN(X) prior to the current end of life cycle.

Block 10/15 SPY-3 (not -3A) is being certified for limited foreign military sales agreements under advisement of the Foreign Ministry. No STAR integration suite or -3A enhancements are currently configured within the Block 10/15 SPY-3 architecture.


Ground Radar
Site aquisition for sensor faciliites, data integrations centers, C4I centers as well as seperate communications architecture have been approved and are moving forward. First site is now open and proceeding through series I testing and evaluation. Turnover to the office of the Home Secretary expected before the end of FY11. Homeland Defense Command is currently aquiring launcher systems for final system integration testing.


Systems Integration
Final award has been made to MicroProse of Hunt Valley for final terminal hardware and software construction. Initial system test is expected to co-incide with sea trials for CGN(X)-1 and then retrofitting of all C4I stations to follow on a 3 year aquistion cycle.


FFG(X)
Due to program restructuring requiring addition of the SPY-3B system this has been brough under the heading of the New Horizons working program. Final design work had been approved however critical design requirement changes have forced a re-bid of all initial contracts. Long lead components are already under order and stockpiling is expected. Foreign Military Sales have already been aproved for initial unit production.


Total program dollars spent: $942Bn
Total program dollars through FY15: $2.49Tn
Total dollars for complete retrofit: $68.4Bn
Additional aquisition costs not covered under program but anticipated: $284Bn
Percent of Aquisition Budget: 68.2% for FY10, 71.2% for FY11, 64.7% for FY12


Far Horizons

-Basic Reasearch-
Under this program heading approxmiately $1.1Bn has been distributed to multiple Wilkonian universities for fundamental and applied research on general program targets.

-5th Generation Carrier-
Under this program heading $642mil has been disbursed for initial program outlines and concept work. Money is also being sub programed into long lead fighter and fighter/bomber development

-Electroinc Warfare Department-
Approximately $540mil has been disbursed under total classification

-Other-
All other items are considered "ULTRA Secret" and only total program dollars are available for review at $4.7Bn.

The massive economic contraction due to the Pathogen Wats continues ; The government expects tax revenue to be significantly reduced in FY2011, necessitating budget cuts in several areas, including social services, health care, administration and defence.

While government officials expect production to recover fully from the slump thanks to the economic package adopted at the Old Continent Economic Summit, FY2011 is going to be a lean year indeed.

Military cuts necessitated a freeze in all expenses, except modest procurement sums used to replace equipment expended during training. Only 1.5 billion dollars remains for procurement of brand new equipment, which will all go to pay for the six Yer Mom class submarines laid down last year - with hefty interest added for delays in payment.

Commitments to FASTA and the nuclear program remain unchanged, however, despite staunch opposition from the parliament: while concern over HERV has raised questions about increasing PeZookia's commitments, the poor economic situation necessitated a delay.The funds will not be cut, however, and all FASTA missions will proceed on schedule.

La Palma Harbour

The massive vessel steadily found its way into La Palma International Harbour. Its three-destroyer escort flew all colours, and a multitude of lesser civilian ships followed at a respectable distance, carefully making sure not to make too much of a nuisance of themselves on the busy waterways.

The aircraft carrier slowly passed the cargo terminals and the petrochemical harbours, and finally found its way to the quay specially reserved for her. The atmosphere was festive. The flags of San Dorado and the Tanstaafl Raj flew from every mast, and hundreds of officials, lobbyists and officers had congregated here to watch the arrival of the new pride of the fleet, the first aircraft carrier to enter service with the Combined North Frequesuan Navy.

It had been a long wait, but it was worth it. The vessel would be christened the Monkeylord, after the demigod from ancient Tanstaafl lore, and accept a full squadron of 40 aircraft, the majority of which will be navalized versions of the Ralson Aerospace Rafale. Those would be complimented by several E-2D Hawkeye AEW&C aircraft, constructed in Byzantium, the same nation which also built the carrier.

Result: San Dorado finally receives her first aircraft carrier. And there was much rejoicing.
