Is there any real way to stop millions of people from downloading software? I mean...how much money would they have to spend to do that? How many laws would they have to pass to make it illegal and actually enforceable? How many people would they have to fine to do this? How many people do they have to convince that it's a good thing to do, before government officials aren't re-elected?

.....yes.......but that's not legal to fuck up ALL OF THEM. Even ones that were legally purchased or downloaded.
