It's the maker of the thing. Not God. I forget the name.

NP and 'he' is Hyram from either the tribe of Naphtali or the tribe of Dan, depending on do you take the word of 1 Kings 7:13-14 or 2 Chronicles 2:13-14 on the matter.

A bit more on the same topic. The "molten sea" is mentioned in 2 Chronicles as well.
KJV wrote:4:2 Also he made a molten sea of ten cubits from brim to brim, round in compass, and five cubits the height thereof; and a line of thirty cubits did compass it round about.
...
4:5 And the thickness of it was an handbreadth, and the brim of it like the work of the brim of a cup, with flowers of lilies; and it received and held three thousand baths.
-- 2 Chronicles 4:2 and 5
Now compare that to the figure 1 Kings gives.
KJV wrote:7:26 And it was an hand breadth thick, and the brim thereof was wrought like the brim of a cup, with flowers of lilies: it contained two thousand baths.
-- 1 Kings 7:26

BTW The Skeptic's Annotated Bible is a great place to check things like this out.
