While I agree that accidents can happen, please answer the following: Why in the Nine Hells are the SF dudes walking around while clicked off safe?

A difference in policy. While that might be unusual for infantry to be walking around in a hostile zone with safeties off it certainly wouldn't be a for say a city police officer walking around clearing a builing in much the same way the USCM were.
