I would say the charges are ridiculous because the kids were obviously not being victimized. That said, it is absurd that one can be charged for committing a crime, the action involved in which you cannot legally consent to. As a general rule that makes an amount of sense best quantified with negative numbers.

Generally the case against child pornography is that the child is being coerced into doing something that he/ she cannot conceivably consent to, which is why we punish their coercers. Since, hypothetically, in your situation, no coercion is taking place, I would not pursue charges. But that gets a bit hazy, because it's hard to imagine that the child is not receiving encouragement from those on the site.

That's the biggest problem I see. If you don't have a victim then you don't have a crime. Somehow you'd have to show that they were victimizing each other which sounds like it would be impossible to prove. I the OP case will fall of the face of the earth, no children will have felony records, and a politician will get a gold star.
To answer your question to me. I'm not really sure. You're getting into things that require more of an education in law than you get through the police academy.

Well, to be fair I don't know of any children whose lives have been ruined by these stunts. Doesn't mean it hasn't happened, but I can't recall any specifically.
