Zor, given that Hadhramara has been listed as "a failed state, like Somalia", having some ambitious warlord perform a Reichstag fire as preliminaries to a plan to take over the country is rather silly, moreso, most of the ethnic groups in Hadhramara would have little to no nationalist sentiment for the nation itself. While an army that is devoted would help keep it down, they're not going to be so well-armed that the particularly well-armed Jihadi force, backed by their Saudi and Syrian financiers, will go down easily - moreso, local Muslim populations are more likely than not to be at least sympathetic to the Jihadis, and Muslim troops may start fragging their commanders over the issue.
Given the demographics of the region most of northern Hadhramara should be Muslim anyway, with a few minority animist/pagan groups in the interior. If this guy is anti-Jihadi, a northern support base would only be good for one thing; interfering with their southern approach routes to Dragonsnake River. Which, I suppose, is why you put him there. But it doesn't necessarily make as much sense as Davin being from the southwestern reach of the country, or the southern-most near the al-Ghazzara Isthmus and the border with that small theocratic kingdom.
Of course, it was perfectly reasonable to have things set up as you did, perhaps with only the coastal regions being Muslim or orthodox Muslim enough to back the Jihadis, but now I'm wondering if you bothered checking the list of Velerian states in the Map Thread for how they are structured internally. (It's only outdated in that al-Akharabat has been broken up.)

If Tonkin has issues with Zoria's actions, then it would appear to be up to Tonkin to do or say something about it, not anybody else. And what has Tonkin ever done in that general area anyway?
