Cascadian Navy confirms sinking of Kida was deliberate attack

BREMERTON, OLYMPIA -
Cascadian Naval authorities have announced the findings of the crew of the CRS Puget Sound, a Cascadian Salvage/Recovery ship that journeyed to the Kida's last reported position. After 10 days of searching underwater drones have located the wreck of the Kida which was lost with all hands after a mysterious explosion nearly two months ago while en route to Rangatara from San Dorado. The last panicked radio message of the container ship said a "series of explosions" had rocked the ship.

The Puget Sound's technical experts and other shore-based sources have attributed the explosions to torpedo hits, stating that the damaged hull of the ship showed "clear signs" of "direct torpedo hits". "No less than two torpedoes, probably three, went off under the waterline, one beneath the keel. The blast under the keel was responsible for breaking the ship in half and explains why the crew failed to get to the lifeboats."

According to the Navy, the remains are being recovered by remote-controlled drones to be brought to shore for DNA identification before being handed over to families of the deceased. There are no current indications as to who sunk the ship, particularly as the vessel was clearly not Zorian and was far from the current area of pirate submarine activity.



1st Court of Appeals upholds lower court ruling in Burley case

VANCOUVER, OLYMPIA - The 1st Court of Appeals in Vancouver has upheld the lower District Court ruling in the case of John Burley and his daughter Mayuko, age 12. John Burley is fighting a request by Zorian authorities to have Mayuko brought back to Zoria, the home of her deceased mother Himiko Burley, to be raised by her maternal grandparents, who won a case in Zorian courts to have custody granted to them. Burley has admitted to authorities that he and Mayuko slipped out of the country the night of the court-ruling with the help of a friend with Trans-Pacific Air Freight Ltd., stating he believed his daughter had a right to live "a free life as a Cascadian citizen, away from the prying eyes of the Zorian police state". The Appeals court did not deign to respond to charges on either side of the bias of either the Zorian courts or of the 5th District Court in the case, merely upholding the ruling made by the lower court.

Despite arguments from Zorian authorities and their legal counsel that the court ruling of the Royal Zorian Judiciary was in the best interest of the child and that Mr. Burley acted inappropriately, 2nd District Court Judge Janice Call ruled last October that the father had the stronger claim to custody of his child and that "the ruling of the Zorian court, while certainly a factor in any ruling this Court could make, is not by itself sufficient to overturn Mr. Burley's right to raise his daughter". Judge Call did not make any reference to the accusations of bias by the Zorian court against Mr. Burley, merely stating that Mr. Burley's right to custody was greater than the maternal grandparents, but that has not stopped Zorian counsel from accusing Judge Call of "bias against Zoria". "Judge Call, as a card-carrying member of the Church of Christ, was clearly biased against Zoria because of our tolerant multi-religious society", one member of the team, speaking on the condition of anonymity, charged. "We will investigate whether similar religious prejudices influenced the Appeals Court or rather they were simply motivated by other considerations."

When asked about the legal basis of the case, the Zorian made their position clear: "Mr. Burley is a kidnapper and the ruling of the Royal Courts was a sound legal decision. Mayuko Sagamoto (the name of the girl's mother's family) is a subject of His Majesty King Leighton and it is the responsibility of the Cascadian nation to have her returned to her homeland and the Sagamoto family." The Zorian did not state whether or not kidnapping charge proceedings in Zoria would commence against Mr. Burley, a move that the Burley attorneys of Schatten & Miller believe is possible in an attempt to have Burley jailed as a result of the likely extradition request and thus paving the way for the Zorian authorities to press Olympian state officials to turn Mayuko over for return to Zoria.

Schatten & Miller is also petitioning the Appeals Court to grant a further injunction against Zorian officials and government agents from approaching John and Mayuko Burley or being within a mile of her school, the Burley home, and the road in between. They cite a fear by John Burley that officials may try to seize his daughter at school or elsewhere and have her put on a plane back to Zoria. An official at the Zorian consulate in Seattle considered the charge "utterly preposterous". "It is a sign of Mr. Burley's paranoia and intense pathological hatred of my country. Unlike him, we have complete respect for the Law."

Jan Torgensson, acting as Ambassador since the deadly Embassy bombing in Adams killed Ambassador Kanagawa, has said that the decision will be further appealed to the 1st Federal Court, the last step in the system before the case would be presented to the Cascadian Supreme Court.

The Caliph Ṣalāḥ ah-Dīn Yūsuf ibn Ayyūb IV of the Islamic world issues a fatwa declaring that slavery and growing of drug plants for sale is forbidden. Muslims who are involved in such heinous crimes must cease to be involved in such illegal trade and ask Allah for forgiveness. Allah is merciful and will forgive, provided we truly recant our sins and submit to him.

The Sultan has also declared that terrorism is against the tenets of Islam, and all who follow Allah must abide by his laws. He requests that Muslims focus their efforts in Veleria and not attempt to perpetrate violence against others.

The shieks and village elders gathered in the makeshift tent on the border with the Syrian representative. The representative read out the Sultan's fatwa to the group. "So the Caliph has said, so it shall be done. Any.. protests?"

The group shifted uncomfortably. Some of them were previously involved in trade with the now destroyed land of Astaria. "Who will then provide for our needs?"

"The Sultan will provide. He also sending an emissary to Cascadia to engage in talks for aid for all of you. However, what the Caliph says, you must obey. Is that clear?"

The group nodded, as it dawned upon them that the Sultan was now assuming more direct control of this "Jihad".

Zorian Embassy, Constantinople

Ambassador Mark Williams sealed the envelope and gave it it an official stamp. It was composed of a simple shield with a Norse, Shinto and Zorian Colonial infantryman standing at attention in support by a Zorian Marsupial Lion on the left and a Zorian Dragon (a giant monitor lizard, like the Komodo Dragon of the Original Earth) with a Compass Rose at the top and three ribbons stating the motto of "We Prevail as One" on the bottom in Latin Charecters, Runic and Zorian Kanji. He handed it to the secretary to be sent through the proper channals. The two letter were authorized by both Parliament and the King during a recess in the Pan Pacifica Conference, and was sent to the Byzantine Emperor.

The letter was a request for the Byzantine Emperor to host a meeting between King Leighton I and the Caliph at some point in the near future after the Pan Pacifica Conference to try to work out a diplomatic solution to attempt to defuse the scenario which was unfolding in the Dragonsnake River Valley in an attempt to try to defuse the scenario before things got worse, as well as stressing the severity of the matter.

In a stunning announcement made today, Aneta Krawczyk, former assistant secretary of the Royal Office, claimed that her child - a two year old named Patrick - has actually been fathered by King Paul during her tenure.

"I was sexually abused by the King throughout my stay. When I threatened to go to the authorities, I was given a large disbursement and a well-paying job in Corona - in exchange for my silence", Ms. Krawczyk said during her press conference, "I only intend for the truth to get out. Especially since it would appear the King is, again, cheating on his wife and getting ready to hurt another poor woman working for his court."

The Royal Office denied comment in this case. However, our sources claim that Ms. Krawczyk's claim has sparked a crisis in the halls of power, and especially within the Royal Family...

We shall make further reports as the case progresses.

It was early morning at 10 Shrooming Street, and Prime Minister was enjoying an excellent breakfast of florn cakes, Ford toasts and eggs in a basket. The latter was a dish popularized by masked revolutionaries during the time of Queen Asphyxia and had become a staple of all Prime Ministers henceforth, and Prime Minister Shroom found it simply scrumptious.

"How do you like 'em?" Alison, his aide, asked as she entered the dining room. She was wearing an apron and had a skillet in one hand, a spatula on another. She smiled warmly when she found her Prime Minister eating two slices at once, making him look like a duck with bread for beaks.

"They're very good," Shroom answered with his mouth full.

"Now, what do we say?" Alison chided him.

"Um, thank you?" Shroom grinned childishly.

"Very good," she said, praising him like a teacher would a particularly slow student who finally figured out what one plus one equated to. "Now, you better get cleaned up and dressed, you've got a big day ahead of you in school."

"What?" the Prime Minister washed down the remaining breads with a glass of 'special' fresh milk.

"Um," Alison scratched her head. "I mean, you've got an awarding ceremony scheduled and Parliament's in session today."

"Oh," Shroom wiped his mouth with a nappy-kin. "Yeah, I'm gonna give Alan Shroompard the Pink Cross."

"Yup," Ali nodded. "And you're gonna have to deal with the whole Moonbeam thing."

"Aw mang," Shroom sighed. "Do we have to? Lord Moonbeam's a total psychopath, it obviously runs down in the entire family. Besides, everyone knows that his daughter totally spiked her space-water full of LSDs even if FASTA's totally not admitting it."

"Hmmm," Alison thought for a while. "Yeah, but they still have to keep up appearances. Shroomania's got a big stake in FASTA, and we can't afford to lose face, and we can't give anything to those whores over at the MESS. They've been gunning for Shroompard since day one, especially those Shinrans."

"Those whores," Shroom agreed. "With frickin' cunts for eyes.

"Whores whores whores," Alison went on, absentmindedly swinging her spatula around. "With bleeding breasts, too."

"Yeah," Shroom shrugged nonchalantly, trying to hide the tic on his face upon hearing the word 'breasts' as he got up and went to store his bottle of special milk in the refrigerator.

"Want me to do that for you?" Alison offered.

"No," Shroom answered, a bit too quickly perhaps. He looked at Alison and felt a pang of guilt, guilt over his filthy secret. "Um, I can manage. Thanks anyway, Lusy-chan."

"You're welcome, P.M." she saluted as she beamed innocently and went to deposit her skillet and spatula over at the sink.

"I mean it," Shroom said. "Thanks for everything."

The Parliament building was over at a secluded spot at the city's edges, over at the banks of the three rivers. It had quite a garden, with flowers blooming in the spring season. Humming birds darted between them, while kingfishers dived into the nearby river water to gobble up tiny silvery fishies. People had gathered 'round the gardens to witness the awarding of the Big Hero of Space himself, Alan Shroompard, delivered by everyone's Favorite Whacky World Leader, Prime Minister Shroom.

Press and journos were situated in their designated areas, watched over by the Shroomanian Secret Service (SSS men). That was standard protocol now, ever since a Velarian journo tried to throw his shoes at the Prime Minister. Luckily, the Sovereign of Shroomania had cat-like reflexes, catching the shoes and throwing them back at the journo's face. It made for quite a media spectacle.

There were also peoples, from mere onlookers deigned too unimportant to have chairs provided for them, to the more important ones who had backless stools provided for them. All the FASTA folks and other peoples were able to sit semi-comfortably. PM Shroom recognized that cute Crimson commie cosmonaut Miranda had introduced to him, along with Shroompard, back in the day. Back when that deranged daughter of a string-pulling large ham Lord wasn't crazy yet.

But then again, who is crazy? Shroom wondered. The taste of breastmilk was still lingering in his mouth. The taste of the Astarian women who, in gratitude, fed him their lactations... Maybe we're all crazy.

Before him, Alan Shroompard stood there in full dress uniform. True, he was FASTA, but he was also one of those goddamn fighter jockeys from the SAF - who were renowned for being dosed up to the eyeballs on methamphetamines. The dude looked clean, though, unlike Miranda. Maybe the FASTA regiment had rehab'ed him.

Alan Shroompard shifted uncomfortably. He had been standing there for quite a while.

Oh, Shroom's brain kicked in.

"Without further ado," the Prime Minister continued. "I present this to thee, the Pink Cross, the highest decoration of all of Shroomania, in recognition of your acts of undeniable courage and bravery in space - the final frontier - in saving Miranda Moonbeam, a distressed damsel, in an act of supreme selflessness, bravado, and manliness.

"So, whosoever has any objections, speak now or forever hold your -" Shroom was cut off by a deafening noise - extremely loud, like that of an explosion. But he stood there, wearily, and wondered whether he should duck or just stand there and take it.

He killed his microphone and groaned when he realized that it wasn't an explosion, but the entrance of one of the most odious personalities in Shroomania ever. More odious than the Prime Minister himself.

"BAAAAAAAAAAAAAAHHHH!!!!" came the Big Ham's cry, and all were treated to a sight never before seen in Shroomania beforehand.

Lord Mordechai Mattheius Moonbeam - tall, glowering, with a walrus moustache unlike any other.

In full Viking regalia.

He pointed a massive meaty finger, like that of a sausage, at Alan Shroompard - who shrinked in womanly fear.

"I HAVE COME FOR YOU!" Lord Moonbeam bellowed as he came forward.

Alan Shroompard staggered backward as the shadow of the colossus fell upon him.

"I HAVE COME..." Lord Moonbeam continued. "TO HONOR YEA FER SAVIN' MY DAUGHTER'S LIFE!"

"Wha?" Shroompard gaped.

"Truly, you are a hero, worthy to feast in the halls of Valhalla," Lord Moonbeam said solemnly. "But neither was it your time, nor my beloved daughter Miranda's. So now, let us feast instead!"

From his leatherskin pouch the size of a kitbag, Lord Moonbeam produced a ghastly sight. A haggis.

As the goddamn journos got to their feet to take pictures or video feeds, Prime Minister Shroom groaned and tried to make himself scarce. He tried to will himself into invisibility.

"Oh god," he uttered, aghast in incomprehension, distraught in doom.

"Don't worry," a voice whispered gently to him. "It'll be alright."

"After all, we've been through worse the last time," Alison said as she placed her hand on his and squeezed tightly.

The last time? Shroom wondered.

It can't be...

The Byzantine Emperor is willing to host such a meeting between King Leighton I and the Caliph Ṣalāḥ ah-Dīn Yūsuf ibn Ayyūb IV of Syria here in Constantinople. Note however, that the presumption is that the meetings are held in good faith and threats of war will not be issued.

Early this morning the government of Prime Minister Ethan Rayne and the Federalists lost their biggest battle ever and is now on its way out the door. With dissatisfaction growing slowly amongst the backbench over conduct in the Pathogen War and in the disturbances in the Caymans the centrist approach of the Federalists has caused a major rift in the party with the fiscal conservatives forming a major block in opposition to the progressive wing. While none of the groups have made direct overtures to the Whigs, the Republicans, the Greens or Labour it finally caused enough of a rift that a combination of Whigs, Republicans, and fiscal conservative Federalists managed to defeat the long term infrstructure funding bill that the Government promised to deliver before the close of this session.

Already the Hon Mr Rayne has asked for an audience with the King to ask that Parliament be dismissed and new elections held. We will continue to keep you posted as the troubled Federalist try to regroup and begin campagining after the stunning setback they suffered today.

To paraphrase President Hank, “San Dorado is small; space is big. Access to the high frontiers ultimately means access to unlimited resources. All we have to do is get there first.”

The world is dominated by alliances that command overwhelming military resources against which San Dorado cannot possibly hope to defend itself conventionally. To assure survival in such a world the Paragon has formulated a future defence strategy wherein the security of the city-state is guaranteed principally through deterrence.

At the core of this strategy is a strategic strike component formed by military orbiters. These vehicles have the ability to move extremely quickly through orbit to deliver nuclear ordinance onto a target, giving an opponent only minimal time to respond. The prospect of losing several major cities in an orbital counter-strike in the advent of hostilities will hopefully make the eyes of even the hardiest of opponents water. In the field of rocketry a long-term strategic partnership with international space agency FASTA has resulted in massively reduced rocket development costs. The production license for the Lucrelance II is generating extra revenue and the joint development of the Lucrelance II and III range of boosters has increased payload capacity far beyond initially projected levels, cut development times by several years, and is saving the corporate state billions of dollars in R&D.

On the other hand however the S-1 Silver Streak program, though producing a viable first-generation reusable orbiter, has failed to live up to its commercial expectations. Exports have floundered in the wake of the global economic crisis and what some argue is a saturated space lift market. Current predictive models estimate that by the end of the production run in 2015 the Silver Streak program will have turned a net loss of 2.1 billion dollars.

Moreover the acquisition of Miratian aerospace expertise has allowed Ralson Aerospace to cut months off the development time for the second-generation orbiter but also resulted in acute capital shortage, forcing the Trust to extend a series of short-term low-interest loans to the megacorp. This leads us to believe that buy-outs may not be the most desirable course of action in the future.


The Competition

At this stage we identify three main competitors in the space race. These are the MSA, the TASC, and finally FASTA. A fourth potential competitor is the space program run by the SNC, but not only does this program appear to be chiefly a military endeavour, it is also our belief that it is within our ability to stay ahead of SNC activities.

Both FASTA and the TASC appear to be focussing primarily on the development of heavy lift capacity; this is not an area of San Doradan expertise, and we believe the commercial market will demand primary light to medium lift. The Lucrelance III, entering service in 2015, will allow us to service this market for the foreseeable future. Our strategic partnership with FASTA furthermore will allow us access to strategic heavy lift insofar as we need it.

Of the three remaining challengers, then, our primary concern should be the MSA. The nations funding the Mess Space Agency are some of the largest, richest, and most technologically advanced states on the planet, making it supremely difficult for us to compete with them. Luckily their immense budget serves to fund a bewildering variety of programs simultaneously, only some of which are (or could be) direct competitors for San Doradan products.

Of all MSA programs we have currently identified we are most concerned about the X-20 program run by the Old Dominion. The X-20 Dynamic Soarer is roughly analogous to our own S-1 Silver Streak, and future developments of this vehicle could imperil our own attempts to corner the market for light space shuttles/trans-atmospheric vehicles. So far the Old Dominion seems content to use their orbiters for military purposes only, but there is no guarantee this will remain indefinitely so.

We believe it is necessary to aggressively market our second-generation orbiter, particularly among nations not affiliated with the Mess, in order to maximize the market share of the Silver family of orbiters and minimize that of a potential MSA-developed vehicle.


The Future

By mid-2014 there will be sufficient S-1b military-variant orbiters in service to accomplish the Paragon's strategy of deterrence. It is expected that the S-2 Silver Star second-generation orbiter will enter service early 2015. Prototype construction has begun, and Ralson Aerospace is optimistic that exports of this more capable vehicle will offset some of the losses incurred by the S-1 program.

2015 will also see the introduction of the Lucrelance III lifter rocket. This will boost our lift capacity to LEO to 22 tons, and allows us to remain competitive in the medium lift market segment. This will be the heaviest rocket developed by San Dorado, as we plan to make the switch from rocket boosted to SSTO vehicles before the Lucrelance III has outlived its usefulness.

With the introduction of Silver Star remaining civilian Silver Streak orbiters will gradually be rebuilt and relegated to the strategic strike role. The projected retirement date for the Silver Streak fleet is ~2025.

Finally, a third-generation Silver Shrike single stage to orbit vehicle is currently being development by Ralson Aerospace. Silver Shrike is expected to be a fully functional transatmospheric vehicle capable of operating in-atmo as well as in space without the need for external boost. The linear aerospike engines for this craft are expected to be ready for testing in 2017, with a first prototype flight in 2019.


Conclusion

The city-state is currently in a good position to conquer a good chunk of the market for space travel. Although we have to face the reality that San Dorado will eventually be outclassed in terms of raw payload capacity as newer, heavier lift rockets come into service (MSA’s Ares/Orion, FASTA’s Saturn/Energia) we believe it entirely possible to remain a prominent player in aerospace by focussing on those market segments currently being neglected by other space agencies in their dash for the moon or sheer heavy lift.

We are perhaps the farthest along in developing a solution to the problem posed by SSTO, and with S-2, and to an even greater extent S-3, we will be ideally positioned for cornering the market for light to medium (sub-)orbital and near-Earth traffic. Our highly manoeuvrable vehicles will be able to perform a wide variety of duties: routine maintenance of orbital infrastructure, high-speed surface-to-space and surface-to-surface traffic, indeed even space tourism: our orbiters will do it better than booster-launched vehicles, and perhaps even more importantly, they will be more cost-effective.

It is true that aerospace is one of the most highly competitive markets today, and few markets see San Doradan industries pitched against competitors who so vastly outclass us in terms of resources available. And yet if one asks if, in the face of all that, we can truly expect to remain competitive, the answer is unequivocally that yes, we can. Not only can we survive in this market, we can thrive, because with the prospect of profit ahead of us, and Sweet Lady Fortune behind us, San Doradan ingenuity can do anything.

Memorandum: A Defense Against Maneuvering Orbital Vehicles
Prepared By: TREND Corporation, with consultation by the RTAF and TASC.

Numerous independent nations and power blocs are now rapidly developing suborbital and orbital assets for uses both civilian and military. Three power blocks, in particular, are known to be operating military space programes. The most well-developed is the MESS Space Agency (MSA), which has a project known as Dynamic Soarer (DynaSoar). This lifting-body design currently has little use other than for orbital reconnaissance and testing, but TREND projects that future designs will be able to carry military warloads, most likely nuclear weapons. San Dorado has a very similar development program, known as Silver, with a similar projected development path. Information on the Soviet bloc's development systems remain scarce, but are also projected to be lifting body designs.

While the proliferation of such orbiters is of significant concern, several issues provide the Republic with breathing room to deploy defenses. The first and most important is that intelligence indicates foreign technology for weaponized reentry vehicles remains highly immature. In the face of rapidly-developing surface-to-air missile (SAM) development, any attempt to produce truly long-range (or even intercontinental) ballistic missiles were stillborn. The Republic's "medium-range" missile series represents the apex of military ballistic missile design, and yet the stresses on the warhead package remain comparatively low. By comparison, tests undertaken by the RTAF, TIACAD and now TASC indicate that stresses on reentry vehicles are greater than previous estimates. Furthermore, deploying multiple reentry vehicles (MRV) - much less multiple independent vehicles (MIRV) - remains an exceptional challenge.

The Republic has spent significant money on these issues and for continuous testing. The absence of foreign tests (easily observable and impossible to conceal) indicates to TREND that they are grossly underestimating the challenges on deploying orbital weapon systems. Experience with large manned re-entry is not analogous, and the costs in miniaturizing systems for missile-borne nuclear devices remains a surprisingly difficult problem: doing so for thermonuclear devices is another order of magnitude more difficult.

Thus, a window to develop defenses exists. Issues with defending against orbital weapons systems, at first blush, are quite similar to defending against incoming ballistic missiles. Warning times are quite low and the target is a relatively small object. However, similarities end here. These manned systems will have fuel to maneuver and sensors to detect defensive fire. Ballistic missiles, conversely, are deaf, dumb and blind, chained to a minimum-energy path easily predicted by a pocket calculator. Interception is child's play. Engaging maneuvering orbital targets is much more challenging: not only must the interceptor missile rise to high altitude (where much of its energy has been expended) but then it must account for course changes. Even nuclear weapons are not a panacea: the high-altitude STARFISH tests conducted indicate significantly different effects characteristics.

TREND recommends a phased defense system deployment. The initial phase will be to begin tracking foreign orbiter systems. As we expect subsonic reentry vehicles for the time being, existing missile defense systems should be able to engage. As foreign development improves, however, high-acceleration missiles such as the experimental KITE and SPRINT systems, will be needed to intercept hypersonic re-entry vehicles with minimum warning time. Finally, development of staged exoatmospheric interceptor missiles will be required to engage enemy orbiters before weapons release. This last missile is expected to be the most challenging to develop.

Appendix: Lifting-Earth Reentry Transport

The LERT represents the pinnacle of the Republic's aerospace technology and a major leap over foreign designs. This "shuttle to space" represents a fully-reusable vehicle capable of significant cross-range launch capability, once-around polar orbit launch, heavy cargo launch and military attack missions. Its large cargo bay will permit both launch and recovery of orbital space assets, reconnaissance camera systems as well as weapons busses for both space-to-space and space-to-surface weapons, conventional and special.

Launch will be conducted by four large segmented solid rocket motors, two on either side of the orbiter. The outer pair will consist of short-burn rockets and the inner pair will consist of longer-burning solids. They will recover via parachute into the sea, be refurbished and sent back for launch. The superiority of solid fuel rockets for high-availability requirements is self-evident: TASC expects to maintain a stockpile of such rockets for low-notice launches. The orbiter itself has four sophisticated - if simple - small liquid engines for final thrust into orbit and orbital maneuvers. Significant onboard liquid fuel supplies will be available for a full slate of maneuvers.

The spaceframe is made out of Inconel and titanium to provide superior strength and thermal protection. In addition, carbon-carbon thermal tiles will provide protection in the most critical areas of the spaceframe. Our thermal protection design is highly conservative and future orbiters may be able to realize significant mass savings if the thermal design can be lightened. A Cascadian-built robotic arm is being considered for inclusion in the orbiter for manipulating cargo. Finally, for orbital power, deployable solar panels are being considered for long-duration missions. Mass concerns, however, will preclude permanent use of solar panels on the orbiter at this time.

Further possibilities include mating the orbiter with a propulsion stage while in orbit to permit lunar operations. The large cargo bay of the orbiter will permit significant payloads for any exploration mission as well as the ability to recover large amounts of material. Extended lunar operations may be conducted in construction a research space station to produce novel material compounds, satellite refurbishment and provide a research base. Naturally, the Republic would be able to lease out space on such a station ... [appendix continues ]

Appendix II: Space-To-Surface Weapons
The RTAF and TASC are proposing adaptations of existing reentry vehicles for the LERT's proposed strategic bomber role. Only nuclear (and ideally, thermonuclear) devices would be of any value. However, even advanced vehicles in development may simply provide too long of a warning time for enemy defenses, especially as the orbiters' paths can be easily calculated. TREND engineers have proposed using powered rocket re-entry with high-boost rockets such as used on SPRINT or KITE to decrease enemy reaction time, at the cost of reduced payload.

The initial configuration for the strategic bomber will involve an RV or missile bus in the forward bay and possibly a fuel tank in the rear to provide for extra maneuvering capability. RTAF planners have indicated their concern over how to mate the extra fuel - consisting of MMH/N2O4 - quickly, timely and safely ...

Rock Ironbeef's voice reverberated through the 7.1 surround-sound speakers installed in the Zulfiqar's mess hall. Shirin could not help but laugh at Mr. Ironbeef's bluster as she watched his press conference on the HDTV. Governor Ismail spared no expense in making sure that the Zulfiqar's crew fought their jihad in comfort and style; morale was important, after all.

However, not even Mr. Ironbeef loudly telling the reporters and the rest of his audience to smell his cooking could not drown out the sounds of a brief scuffle breaking out between two crewmen in the mess hall. In response, Shirin hit the mute button on her remote, got up, and accosted the two men responsible; they were a Canissian and a San Doradoan, and they were having a spirited discussion over video games.

"What's going on here?" Shirin asked firmly yet politely.

"I'm sorry, ma'am," the San Doradoan, a man named Bennefield, replied. "It's just a difference of opinion that got out of hand."

"What about?" Shirin asked.

"It's really too silly to talk about, ma'am," Bennefield answered. "I'd rather just forget about--"

"I don't care about what you'd rather forget about," Shirin interjected. "Now, why were you two fighting?"

"I said that Forlorn Hope X was better than Forlorn Hope X-2," Bennefield explained. "Rivetti over there's a big X-2 fan," he continued as he gestured towards the Canissian. "It got out of hand. I pushed him. He pushed me. I lost my head. I'm sorry, ma'am."

"Bennefield, you're a supervisor," Shirin said. "Back when you were still in the San Dorado Navy, you had a commission, didn't you?"

"Yes, ma'am," Bennefield replied. "It'll never happen again."

"It better not happen again. If I see this kind of nonsense again, I'm going to write you up," Shirin warned. "You understand?"

"Yes, ma'am."

"You have to set an example even in the face of stupidity," Shirin said. "Everybody who plays video games knows that Forlorn Hope X is better than Forlorn Hope X-2. Now am I right or wrong?"

"You're right, ma'am," Bennefield replied.

"Now, you two, finish your breaks and get back to your posts."

"Yes, ma'am," Bennefield and Rivetti simultaneously replied before going back to their usual business. Shirin grabbed the remote, turned the volume back on, and set it aside on the table before going back to the bridge.

BLOOD IN THE WATERS OFF EAST VELERIA

The four large Slamdunk launchers stood in their camouflaged truck mounts, ready to be fired. Thank Allah for Coilerburg corruption, Abdul thought as he gazed out at the sea. These missiles finally gave the jihadis the capability to reach out and hit the Zorian ships that were previously untouchable.

The only problem was that the leadership seemed less than eager to immediately fire the missiles. Why they were that way, Abdul didn't know. All he knew was that it was annoying to have potential targets sail past completely unsuspecting, with the ability to sink them, but being told not to. Abdul had been placed in command of the battery because of his technical knowledge, and he had not been told to fire it? What was the point of having a weapons system that was not fired and did not act as a deterrent?

Abdul's nerve finally broke down when yet another Zorian frigate was spotted cruising off the shore. Taking his own initiative, he ordered the battery to fire. The firey trails of the four Slamdunks created a brilliant light as they raced towards the unfortunate RZN Exquisitus

The frigate was caught off-guard, its defense systems valiantly yet vainly trying to shoot down the missiles. By a stroke of luck, one Slamdunk was downed, but the other three crashed into the Exquisitus and exploded. In seconds, the Zorian frigate was reduced to a burning, unsaveable wreck, its crew jumping overboard to get out of the blazing, dying vessel....

Starbooster successfully tests Starbooster 60

The Starbooster 60 rocket was designed to lift medium loads to orbit. It is a tripropellant rocket with two identical parallel stages. The effect of this is increased reliability, due to the fact that all engines are ground started. It is powered by the lightweight and powerful RL-10C engine, capable of up to 150,000 lbs thrust.

The Starbooster rocket is so named for its ability to launch a 10,000 lb payload into Low Earth Orbit. It's innately fully reusable design results in a low cost to orbit of only $1900 per kilogram to orbit. It is protected from the heat of reentry by an advanced metallic heatshield design.

The test series culminated in a 3 launch test series, with the final pair of tests utilizing the same set of boosters, demonstrating the rapid turnaround possible with the Starbooster system. The Starbooster 60 is the low cost launcher for tomorrow.

Starbooster Inc continues work on larger variants of the Starbooster family.

High above them, a nuclear salt water engine injected an enriched uranium salt water mixture into a neutron reflecting reaction bell. It fissioned, flashing the water into steam, propelling the engine, and the barebones spacecraft it was attached to, to escape velocity. Final destination: deep space. It was thought it would provide useful information on deep space conditions, until the power ran out, anyway.

At least, that was the plan. The actual result was a criticality failure, blowing the reaction bell to pieces. Given that failure was expected, the shards were mostly captured by a debris shield. It'd come down sooner or later, but not for long enough for something to be done about it.

It was a pity about the old man, Van Zandt thought, looking down at the stripped corpse. He’d seemed like a nice, old codger. Friendly, eager to please, to tell about his experiences fighting for Coilerburg in Iler’s War. Well, he wouldn’t bore anybody else with his reminiscences, ever again. Van Zandt had killed him simply to get to his waiter’s uniform.

He checked himself in the mirror, adjusted the white bow tie and the fit of the cutaway jacket. Everything was perfect. His hair was dyed exactly the right shade of black. The contacts made his eyes a warm brown. He smiled at his reflection. It was a warm, friendly smile, the smile of a man people would trust. The old man had trusted him last night after Van Zandt had struck up a conversation with him in the bar. He hadn’t known then that he was going to die. Still, it was nothing personal, though Van Zandt, slipping the silenced Aggressor into the plastic carrier bag. The old man was just one small stepping stone to the death of Chairman Fletcher.

Van Zandt wondered what had compelled the chairman of a major Sabikan corporation to choose the side of the Sons of Sabika. Maybe the well-off businessman had lost a relative in the recent war. Maybe he didn’t like the FTO. Or maybe he was just bored and wanted to feel the thrill of being engaged in something illegal. Van Zandt smiled in the mirror. It wasn’t for him to reason why. He just followed orders. Two years in the 2nd Airborne had taught him that. And ten years as an assassin for the CBI had given him a conscience of ice. Guilt just slid right off it.

He took out Fletcher's picture and studied it once more, committing every chubby line of the man’s fat face to memory, making sure there would be no mistakes. Then he ran through his plan again. Like all good ones, it was simple.

Fletcher ate at the same restaurant every Saturday. He had a weakness for Zorian cuisine. It was a weakness that made him predictable and was going to get him killed. Van Zandt was simply going to show up at the restaurant, claiming that the old man was sick and that he was the replacement the agency had sent. No one would check. On Saturdays, the restaurant was always busy. They would be grateful that he was there.

At seven exactly, Fletcher would show up, accompanied by the two Canissian flower girls who were really his bodyguards. Fletcher would walk up to them, his waiter’s napkin covering his gun. He would put a bullet between the eyes of each girl, and then he would unload the magazine into Fletcher. People would scream. They always did. Things would get confused. They always did. Van Zandt would grab Fletcher's briefcase and slip out the back door. Forty-five minutes later he would be on a plane bound for San Dorado. Nothing would go wrong. It was just a job.

Nothing personal.

Result: CBI ‘cleaner’ Van Zandt is one the move once more.

Navy To Reorganize
The Combined North Frequesuan Navy today announced a reorganization of the its fleet intended to improve operating efficiency. The CNFN, until now organized mostly in ad-hoc formations, will form a dedicated Carrier Strike Group (CSR) and an Amphibious Response Group (ARG), centred on respectively the CNS Monkeylord and the CNS Pride and Profit.

The exhaustive reorganization, laid out in the 2013 Naval Act, will see no less than five ships cut from the fleet. All three Crimson Dubloon class frigates will be sold off, as well as two older destroyers of the Adventure class.

The navy will get two ships back in return: a fourth nuclear cruiser is to be constructed by Blues Brothers Shipping, and a contract for a Landing Platform Dock has been awarded to Constantinople Shipyards of Byzantium.

The 2013 Naval Act will be ratified next month by the Board of Directors and the Maharaja of Tanstaafl.

And in other military news, the air force has decided to cut its squadron of Su-39 ground-attack aircraft. “These aircraft we purchased back in the day when the Frequesuan interior was a total chaos and we needed close-air support regularly” said a press release by General Every of the SDAF. “With the recent stabilization of the CFR and Miratia and the purchase of additional numbers of helicopter gunships we find these aircraft are now superfluous and consuming resources better spent elsewhere.” The air force is said to be looking for a potential buyer to take the Sukhoi aircraft off its hands.

In a landmark agreement, the Byzantine Government today announced that it has granted Standard Oil the right to extract oil in Arabia. Under the terms of the contract Standard Oil will exploit several oil fields and construct refinery plants in Arabiapolis. It adds a caveat that corporate tax on the extracted oil will be an additional 20% of which will go to the two Caliphates as an annual tribute. The agreement highlights to growing bilateral ties between Byzantium and San Dorado.

Results: San Dorado is going to sell a bunch of warships and its entire (24-strong) fleet of Sukhoi-39 strike aircraft. Anyone who's interested, give me a call. Otherwise we'll sell 'em to some Velarian nation or something ;).

Today, the latest in Prime Minister Shroom's proposed 'Three Year Plan' - an outline to improving the Shroomanian economy, security, and standard of living - comes to fruition. The Chernobyl Children's Hospital, one of the world's most advanced health centers specializing in the care of young infants and children with rare medical conditions, opens to cheering crowds of children with leukemia and congenital heart disorders.

The Chernobyl Children's Hospital is named after renowned Chernobog Chernobyl, a renowned physician from the Crimson Star Republic. Prior to entering politics, Prime Minister Shroom was heavily involved in the healthcare profession and many of the government hospitals constructed in his term of office have been named after notable figures in health history. The Mother Mammaria Medical Center in Farbanti takes its name from a compassionate Byzantine Mother Superior who worked in a leprosarium.

In the last year, and with the stabilization of global politics, the Prime Minister has largely dropped out of the international stage to focus his efforts on domestic issues. His 'Three Year Plan' has involved the growth of government initiatives aimed at strengthening not only healthcare, but also other facets of public works and infrastructure. Regulations have included environmental legislation, a slight increase in taxation for the wealthy, and the gradual implementation of truly universal health care.

With the Free Union of Nations largely relegated to an economic alliance, rather than a political or military one as in the past, the end of Shroomanian intervention of foreign affairs, and the fallout of the Pathogen War and the annihilation of both Shepistan and Astaria (then under FUN jurisdiction), the Prime Minister has steered a new course for the nation - not quite an isolationist one, but one more content to cooperate with regional allies in joint multilateral efforts rather than to stick into the businesses of others. Alaska To Purchase Strike Condors

In the Second major purchase order this year, the Republic of Alaska will be buying 200 SF-10D Strike Condors from Cascadian Boeing. The Aircraft will be known as F/A-115A Condors in Alaskan service. Details are limited, but the order includes Licenses to build the engines locally.

Soyuz 5 mission lands safely

After establishing several firsts in space, the Soyuz 5 crew has landed safely in the Atlantic, and was picked up by a Shroomanian helicopter carrier. The mission plan was modified almost at the last minute as a response to the MSA unmanned docking test, and accomplished the following:

1) First manned rendezvous and docking

2) First rendezvous and docking within a single orbit from launch

3) First week-long manned flight

4) First work task accomplished during an EVA (inspection of the Silver Streak's heat shield)

5) First water landing of a Soyuz capsule

6) First repetitive EVA (two spacewalks by Georgi Uslov, three by a San Doradoan flight engineer, for a total of three hours and six minutes spent outside space vehicles by both crews)

The mission means FASTA accomplished its original plans for Soyuz missions 5, 6 and 7 within a single flight, freeing up mission hardware for further EVA, docking and maneuvering tests. The next mission, Soyuz 6, will perform maneuvers using the propulsion systems of a specially designed "Leonov Target Vehicle", in order to test flight software and physics of maneuvering a "stack" of space vehicles, such as a space capsule and a docked lunar lander. The mission will also include EVA and duration components, with six space walks planned over 14 days in space, the longest single flight in history - paving the way for construction of first FASTA space stations.

Lucrelance IIC test flight succesful

The first test flight of the Lucrelance IIC rocket, another iteration in the "Lucrelance Upgrade Project", was considered a success despite severe vibrations in the newly designed restartable third stage. FASTA engineers co-operating with Ralson Aerospace of San Dorado were able to identify several flaws within the system, so that they can be corrected for the next test launch.

Class 2013 recruitment closes

With more than thirty astronauts from all countries and walks of life, from military test pilots to former fast food workers, the 2013 FASTA Astronaut Class has closed recruitments. Names of the selected candidates have not been released to the public at this time pending completion of their training.

Duchy of Langley welcomed into FASTA community

The Duchy of Langley was welcomed into FASTA after their application earlier this year, and granted all priviledges and responsibilities of a member nations after an official charter signing ceremony. This represents a boost not only to FASTA finances and morale, but also provides additional tracking and emergency recovery sites.

For over fifteen years now San Dorado has had Citidef troops stationed on the Costa in order to guard the border. These troops regularly battle with Cartel militias; most notorious among these skirmishes is still the so-called ‘Siege of Cassino’ of 2010...

BREAKING NEWS - The insurgent wars south of Rangatara today have taken a dramatic new turn. While rumours swirl of foreign janissaries and merciless mercenaries fighting in endless wars in the failed state of Hadhramara, the use of naval warships to strike land targets represents a great escalation.
