We don't know. But since they only had the one hub it's probably safe to presume that they're either impossibly difficult to manufacture or they don't have the infrastructure or access to resources to make another one.
Maybe it takes a long time to construct, even with the resources to do it. They might have one under construction already, there is much we don't know.

We know range matters for resurrection and the Cylons are far, far away from Colonial and Cylon space. They may be able to build another hub back in Cylon space, but that's not going to do Cavil and the rest any good until:
1) It's completed and that could be years.
2) It gets close enough to them to work and they've been travelling away from Cylon space for years.

There is something bizarre going on with the Cylons anyway. Remember how they were "forbidden to know the Final Five," and how Cavil tried to prevent them from "questioning the will of the Programmers?"
It seems like *something* created the Significant Seven after the war, put them in charge of the Centurions, Raiders, and Baseships, and then just let them go. From the way the Cylons treated the Hub I suspect they may not currently have the knowledge to replace it. I could be mistaken, but I really don't think they even have a clear idea of their own history, in general. I think Cavil knows more than the rest, but not enough to rebuild Resurrection. But then, we probably won't really know until he shows up again. Spoiler
Meanwhile, Anders and Ellen Tigh seem poised to blow a lot of Cylon mysteries out of the water, especially because Ellen appears to resurrect on a Baseship with a Centurion present. The Centurions may know more than the humanoids at this point...
Also, do Skinjobs - apart from the final 5, obviously - even age?
We don't know, since "modern" Cylons cannot be over 40 years old. I'd wager that the skinjobs are all much younger than that. And people wonder why they're so emotionally unstable.

Listened to the podcast last night. RDM did slip a couple spoilers out (minor ones). Spoiler
1) Anders shooting is going to have repercussions into the last episodes. My guess is it'll turn out he's paralyzed and may face a slow, painful death.
2) I don't think there's gonna be a new Quorum any time soon as RDM comments something to the affect of "we started without a Quorum, we're going to be ending without one."
3) Sadly not much on the gashes Tyrol noticed, but they play into the final episodes.
