The Organization for Black Sea Economic Cooperation (BSEC Accord)

We, Heads of State or Their Representatives from the Black Sea region: Crimson Star Republic, Byzantium Empire and The Most Serene Republic of Ninhursag;

Considering the far-reaching democratic transformation process currently under way in the Black Sea Region, and its growing relevance in a globalised world, where increasing interdependence requires a new impetus to be given to regional cooperation;

Acknowledging that such regional initiatives, processes and structures would foster closer cooperation in the region and encourage the participating countries to seek regional answers to their common challenges;

Affirming the conviction that the States in the Black Sea Region should continue to uphold their responsibility for maintaining peace, stability, prosperity and good neighbourly relations in the Black Sea area, by utilizing effectively and efficiently all available organisations, initiatives and processes in the area, contributing to democratic transformation and sustainable development;

Emphasising that the evolving common security challenges in the region, such as those pertaining to energy, terrorism and WMD proliferation, environmental degradation, natural disasters, illegal trafficking, organised crime require correlated and cooperative responses of the countries in the region;

Stressing that unresolved conflicts in some Black Sea states represent a challenge to security and stability in the region;

Recognising that a reinforced strategy of an action-oriented nature, which will build upon the existing regional cooperation initiatives and make use of all other relevant mechanisms and programmes, as well as the contribution of interested parties in a complementary fashion, is needed to effectively deal with these common challenges;

Hereby announce the launching of the Organization for Black Sea Economic Cooperation, a process that will serve as a regional platform designed primarily to define a common vision of democratic and sustainable development. The Forum will thus help consolidate regional commonalities, through providing new ideas and proposals for an intensified dialogue and cooperation within the Black Sea region, based on good neighbourly relations and effective partnerships, while taking full account of the existing regional and international endeavours that can be of assistance in the pursuit of this fundamental objective. The Forum will therefore provide an inclusive, flexible and open framework for generating new ideas, channeling and mobilising governmental and nongovernmental, regional and international efforts and resources in the pursuit of these goals. Leadership of the Forum will rotate yearly between all parties with a direct territorial interest in the Black Sea Region and are the only permanent members of this body.

For the express purpose of defining territorial control and use of the Black Sea the Forum establishes that the territorial waters of all States in the Black Sea Region to extend 12 nautical miles out from the internal waters (all water and waterways landward side of low-water coastal areas). The contiguous zone extends an additional 12 nautical miles beyond the territorial waters. For the purposes of waters, waterways and straits between two nations with a width less than 48 nautical miles between internal waters this accord evenly splits control of said water, waterway or strait between the two nations with zone boundaries adjusted accordingly. The Forum also declares the designation of all waterways providing through traffic to the Black Sea as strategic straits and thus may not be closed to traffic nor may that traffic be forced to pay any tax or tariff for innocent passage.

Foreign vessels have no rights of passage through internal waters. All vessels (including military vessels) are permitted innocent passage through territorial waters including strategic straits so long as such transit is in a peaceful, non-threatening manner towards the controlling nation. However no foreign vessel is permitted to legally engage in acts such as fishing, polluting, weapons practice or spying in another's territorial waters and the government controlling the territorial water is permitted to shut down access to such waters as a temporary security measure. For the purpose of engaging in law enforcement activities (such as preventing illegal immigration or prevent smuggling) or develop offshore resources (such as drilling for oil or operating a fishery) a government is permitted to operate vessels in its contiguous zone, though it may not deny access to the area for the purpose of innocent passage of foreign vessels.

All remaining Black Sea Region waters are the exclusive economic zone of the three permanent members of the Forum jointly through this body. All military vessels of the Forum's permanent members are duty bound to enforce resource extraction limits set by this body in the exclusive economic zone. The Forum is also required to ensure the protection of the Black Sea Region as well as the protect legitimate research in all waters covered by this agreement.

The Shroomainian Commonwealth

The Shroomainian Commonwealth is a loose, informal organization of former Shroomainian colonies that retain happy ties with their former master. It is very much a symbolic organization, not having any stated goals, such as mutual protection or trade, but it does act as sort of a network of world leaders, and many different international cooperation efforts have come out of the group.

1. Each signatory nation agrees to ban the development, use, production, stockpiling, and testing of bacteriological, viral, and fungal based weapons.

2. Each signatory nation agrees to the creation of an international inspection agency, the Bioweapons International Oversight Committee (BIOCOM), which shall be responsible for overseeing the destruction of existing stockpiles and the review of any possible hidden stockpiles.

Each signatory nation agrees to grant right of entry and free travel to accredited members of this agency to allow inspections of existing, purported, or potential biological weapons development, production, stockpile, or test sites. Upon request by the host nation the agency must provide twelve hours notice of intent.

4. Said agency to be composed of at least one member from each signatory nation with each nation holding a single vote on any agency decisions. Members of the agency are granted, by all signatory nations, diplomatic immunity when in service of the agency within the borders of nations not their own.

5. Each signatory nation shall receive full information regarding the actions on the agency in a report by the duly elected chairman of the agency (by majority vote of the member delegations) on a monthly basis unless requested more frequently by at least three signatory nations.

6. Each signatory nation agrees to hand over to the agency a sample of all vaccinations and treatments developed against existing biological weapons agents. In turn the agency will publish to each signatory nation a complete listing of all known vaccine's and treatments and shall, on a quarterly basis, issue to all signatory nations an update in regards to stockpiles of such supplies maintained by the agency.

7. Each signatory nation remains free to pursue defensive research into biological agents under supervision of the oversight agency. All results of such research to be published quarterly in concurrence with the agency's updated status report on vaccination and defensive agent stockpiles. Oversight of such research shall not be subject to the 12 hour proviso for inspection included in section #3

8. The agency itself may, at the direction of a super majority [2/3rds concurring] undertake its own research subject to the same provisos as for any member nation.

9. Each signatory agency agrees to committ to funding the agency on a basis determined by a rolling average of the last four years GDP of that nation. That is funding proportionally shall be equal to each country's share of the combined GDP of all signatory nations. The agency shall submit three months prior to the next fiscal year a budget for review by all member nations, this budget must be approved by a super majority [2/3rds concurring] of the member delegations to the agency.

CAKE Agreement:
CANISSIAN AND KATANGWAN ENTERPRISE AGREEMENT

Details as follows:

The Royal People's Republic of Canissia [RPRC] clarifies and codifies its agreement to the People, Government, and Country of the Katangwan Free State [KSA]. This agreement is a mutual agreement entered freely by both the nations of Katangwa and Canissia, and are not dependent on any one leader, government, or personality. The agreement is entered by mutual consent and can be terminted individually.

The RPRC is seen as the stronger party and senior partner, as well as the initiator of contact between the two civilizations; therefore the RPRC has greater responsibility to provide assistance to the host nation (KSA). At the same time, the relationship between the two countries is intended to be one of equal partners as much as practical and possible.

The Katangwan Free State assumes primary responsibility for the safety and security of its own borders. Canissia assumes a supportive role in this endeavor.

The KSA will be able to call for RPRC aid in security needs; the RPRC can assist in any capacity it sees fit, from total commitment to combat to providing only material, medical, and training support. The RPRC has the right to call on the KSA for security assistance as well, which the KSA can participate in any capacity it sees fit, including the right to decline participation.

The RPRC is responsible for training, equipping, and providing overall strategic materiel support to the Katangwan armed forces. These goals are to be met through direct provision by Canissia, or through purchases from third parties, or by [preferably] providing the Katangwan people with the means to build, provide, sustain and maintain such materiel themselves. The RPRC shall act as the principle agent through which 3rd-Party negotiations take place.

The RPRC has the responsibility to provide schooling, training, and infrastructure as required for the Katangwan economy to become self-sustaining and viable. Infrastructure includes, but is not limited to, roads, railroads, bridges, power plants, factories, communications and banking systems. Police, courts, and legal systems shall also be trained.

The RPRC shall endeavor to respect the customs, traditions, beliefs and language of the KSA.

In return, the KSA is responsible to alleviate the costs of the Canissian endeavors by providing full access to offshore drilling for both oil and natural gas; and to provide 50% of the mineral rights for mineral deposits found in the borders of the KSA.

The KSA will provide land and security for RPRC military forces to base in the KSA, and such bases will operate freely for no less than 99 years.

Terms and agreements can be amended by mutual consent between both parties.

Frequesue Neutrality Pact

Article 1

The Continent of Frequesue belongs to those who dwell on her shores and lands and no other, the produce and resources of the Continent being the possession and responsibility of the Frequesuan Nations to be distributed or sold as they decide. As such the Signatories agree that the nations of the continent of Frequesue have the right to govern the destiny of their own continent independent of the desires of outside nations and that acts of imperialism upon the Frequesuan Continent are not to be recognized by the Signatories.


Article 2

The Frequesuan Nations have the responsibility to protect the citizens of other Nations and States currently in residence upon the Continent of Frequesue as well as to preserve their well-being, lawful property, and rights under international law.


Article 3

Item A: The Signatories agree that no nation not native to the Frequesue Continent shall deploy military forces upon the continent except by direct invitation and request of the Frequesue Treaty Organization acting as the collective will of the Frequesuan Nations, and that they shall respect the neutrality of the Continent of Frequesue in the affairs of the world.

Item B: As exception to this Article the Empire of Tian Xia, the lawful and sovereign ruler of the province of Tian Jiao - the former Duchy of Westchester - in Frequesue, is permitted to field military forces within the confines of Tian Jiao's territory.

Item C: Those bases already provided to Signatories by a Frequesuan Nation prior to the start of this conference shall be considered exempt from the restriction, with force level not to exceed the deployment force as of the beginning of the Frequesue Neutrality Conference without the permission of the Frequesue Treaty Organization.


Article 4

The Frequesuan Nations guarantee that they will respect the lawful economic interests of outside nations on the Continent of Frequesue.


Article 5

The Frequesuan Nations will protect the neutrality of the Continent by remaining independent from all world-wide military alliance pacts and treaties.


Article 6

The Frequesuan Nations agree that the Frequesue Treaty Organization must take what measures are necessary to ensure the Organization reflects the will of the Continent of Frequesue, including admitting states of Frequesue that had been in conflict with the existing Organization members that are currently at peace with the Organization and all standing members. The Empire of Tian Xia will be allowed to negotiate observer status with the FTO on behalf of the Tian Jiao SAR.


Article 7

The Frequesuan Nations and the other Signatories will cooperate on issues of law enforcement and preventing illict international trade, including but not limited to drug trafficking and human trafficking.
