I live in DC and take the train to work. I'm pretty much screwed.

Naturally, it may be used by evil men for evil purposes, but there are more good men than evil, and while the latter cannot be persuaded to the path of righteousness by propaganda, they can certainly be corrected by good men with rifles."

I'm in the suburbs, but I have plenty of options considering the mountains are all near by. So, in the event of this happening, I grab my gobag, then my bugout gear.

Gobag has food for three days, supplies such as paracord, couple changes of socks, underwear, couple knives and multitool, blanket, those sorts of thing. My bugout gear is a large MOLLE pack. Currently, it's packed for camping, but with a few minutes, I can pull out the useless stuff, and load it with about a two weeks of MREs(since I just pull out the main meal and the side and put that in there, not all the extra stuff), assuming I eat sparingly. With the MOLLE on the sides and such, I'll add on all my cargo pouches that I have and load those up with supplies.

That goes into my car, and I get up into the mountains. Park and hike away from the roads. I'll take my portable radio with me, and I figure a few weeks in the mountains, the population will have quarantined it's self and the virus will burn about before too long, then I return to civilization.

I live in a small Maine (well it's large by Maine standards I guess) town going to a small liberal arts college. We have naval base (albeit closing in 2011) next door. I should be reasonably fine, assuming that lockdown is put into place soon enough after the little announcement.
Turns out that a five way cross over between It's Always Sunny in Philadelphia, the Ali G Show, Fargo, Idiocracy and Veep is a lot less funny when you're actually living in it.

In my case, since I'm probably a day to a day and a half away from New york, assuming that nobody flies directly to my location from there and then attempts to infect me directly, I would probably do my best to find a good supply of filters, masks, and biohazard suits, then hole myself up in an apartment with food supplies and duct tape to seal any conceivable point of entry into the apartment.
Firstly, biological and chemical weapons capable of penetrating military gas masks have been around for years. Without knowing exactly what you are up against, to really be able to move safely in a contaminated area you would need a positive pressure mask with its own air supply and a non-permeable suit (militarty TAP suit or similar high level protection). A JSLIST suit might be good for a short period, but there is no telling how long.

Secondly you need to know how wear the suit properly and how to move in a contaminated area. Taping up your gloves and boots for example, is something that you need to do, but probably won't since they never do it in the movies.

Third, you need some kind of way to detect the agent. Otherwise you won't be able to avoid it and you will get more contamination all over your suit.

Fourth, you need to be able to effectively decon yourself. It does no good to suit up properly, if you are just going to take the suit off and eat right next to it while you inhale the collected agent. Protip: You can't effectively decon yourself, someone else has to decon you.

Fifth, if you don't already own these things, wandering aorund and trying to buy them in a possibly infected city is worse than running away. You will probably only find low grade filters at hardware stores, or out of date and broken equipment at surplus stores anyway.

A better way, if you really are paranoid about this stuff, is to stock up on antibiotics, which can help the body overcome most bioweapons when taken before symptoms appear, and to build up a paper database (CDC.com has all this info) of the symptoms of the most common bioweapons (Tularemia, smallpox, anthrax, plague) and times it takes to start showing.

Slightly OT: Chemical weapons are more straightforward than bioweapons, and easier to counter. A plus is that most of them show symptoms within an hour or two, the only common one that does not is mustard. If you get hit with one of these and aren't dead immediately- large amounts of warm soapy water and 50/50 house bleach and water pour on the affected area to wash it off ASAP. Not perfect, but it is surprisingly effective.

On the subject of adequate use of hazmat gear, there are pdfs of US Army manuals on decon for suits, including emergency self-decon (for when the shit really hits the fan and all your buddies are dead/dying/elsewhere) and their proper use. It's tailored for MOPP gear, but you can still take lessons from it that'll be of better use than nothing at all.
