It's a ghastly topic - I am an animal lover, and this kind of thing makes me want to see the perpetrator suffer in the same way.
I sometimes think that people should have an "exam" to show that they are the appropriate type for animal ownership.

I hate to make anybody feel worse, but these kinds of accidents are more common than you think. I even babysat for somebody who did it. Last week a guy kept his three-year-old in the back seat of the car in sub-zero temperatures while he went to play the slots in a casino. Dozens of kids and pets die of heat exhaustion being left in cars during the summer. When you leave morons in charge of the lives of others, you're going to be dealing with people who don't deserve the responsibility.

hell do i know what she thought. you must consider her age though. it´s not that unlikely that she had no clue what the hell she was doing.
I too am an animal lover, I have 7 cats, and obviously I don't approve of animal cruelty. Though I will say this, if a dog killed one of my cats, it WOULD be killed by my own hands for it, even if it was my family's dog.
Dragging a dog behind a car is totally wrong, and if I saw someone doing it, they would be promptly dealt with by me. Now the only condition that I can see where dragging a dog would be half way acceptable is if it poses a direct threat to the person (and it can be verified of course), in which case you need to deal with the animal, but you certainly don't drive more than 10-15 while headed to the pound. (Btw, a dog can do 17, I've verified this when I have walked the family mutt using my bike, the bugger can actually PULL ME at that speed, and obviously if he starts lagging I slow down)
