The first test launch of those conical payloads from the Uragans were really to put some electronics, and an inertial guidance system to at least stabilize the flight and keep it as straight as possible (there's horizontal velocity yes, but tries to keep it from diltering off course). We will look into actually hitting something in the next few launches. Also, IF no one objects, I will set the weight to about 8 tonnes, including the ramjet and rocket engine, forming a two stage missile. Essentially an MIRV without a warhead, yet.
As for our GLOSSNASS sats, they also use a high precision Cesium and Rubidium clocks matched against a Cesium clock in the UCSR and Byzantium, though we might look into replacing it with a portable Cesium fountain clock maybe in a few years time thereabouts.
