That said, I mocked one up that could accommodate 25 Hurricanes on deck simultaneously and it ended up being around 275 m long. (Warning: 1898x330px image)
Needs to be deeper, I think, to accommodate the troops and stuff, and I still need to work in radar and weapons.
On that note, where exactly do you figure I should put the 320-cell VLS system that the S-500F system that your requirements call for entails?

It's not really a helicopter assault carrier. To be more precise, it's a multirole battle carrier. Battle, because she can be loaded up with enough missiles to make a small frigate squeak. I was debating whether to go full size, or something close to an America. It's more a FFG. If I wanted it to be DDG, it'd get 96 cells minimum. That itself is under consideration. I want it modular the same way the Absalom frigates are, so maybe I could stock up more cells and turn it into a DDG. Already the estimate for tonnage of the ship is of the order of 70,000 tonnes. I believe its home port is Portebella, Indhopal. I'm sure it is. It's just that it took the FTO multiple game-years to stabilize the areas of the CFR that we're currently active in, and that's with somewhat friendly locals on our side-- if Tian Xia is going to turn Mortimer's Claim into a puppet state or whatever it is you're planning to do you ought to bleed for it. I don't care much for what you do down there beyond that, really. If the Empire wants to waste money on the CFR that's fine by me, but you'd probably be better off colonizing bits of Velaria.
