No, it doesn't. Disengaging the ray shields to avoid hurting padme makes perfect sense. Hell, since they have parrticle shields its quite likely they HAVE to disengage them anyhow to let troops through (If they didnt have partticle shields they'd be easy meat for any projectile attack and we know they use em.) The "angled to the rear" bit only explains why Padme wasn't fried on falling out, but that doesn't require all that large a gap (just luck and a small one.)and/or b ) angled to the rear so again they aren't covering the open spaces on the sides, then NecronLord's statement that the shields were lowered to disembark passengers (otherwise they'd fry) doesn't hold up.
