I had to restart because of malwarebytes and now I'm up to 21, ANG pops-up on start up.

If I were you I would have backed up important data and reformatted the hard drive. It will probably solve your problem faster.

Did you run RogueFix in safe mode?
Also, your computer may well be wholly compromised at this point, to the point where Tolya's suggestion will probably be best.

Your in luck since it's ANG 2009, your at work since I deal with it about six times a day from people falling for it.
Step 1.
Run msnconfig
go to the setup tab
Step 2
Turn off... EVERYTHING
Step 3
Restart
Step 4
With a fully updated maleware-bytes run it's partial scan, remove everything it finds then it's full system scan
This will take on a computer with a very fast HD about one hour.
Otherwise think 2-5 hours.
Step 5
Restart
Grab Avira, install and run it after it fully updates and scan everything.

Run MSNconfig
Turn everything left back on
Restart
Resume computer use.

I'll do it tomorrow morning, I've done enough today in terms of fixing my laptop, I'll stick with the desktop tonight.

Huh. Starting the latest version of Combofix in safe mode with command prompt just got rid of something similar for me for a customer. Whatever it is actively terminates roguefix, which is a first.
Do you have an XP installation disc for your version of Windows and a spare machine? You may not need it but if ComboFix borks your machine, you will.

A few months back while battling a nasty Vundo infection I stumbled on a program called SUPERAntiSpyware which helped me along with other stuff to reclaim my computer.
If the other stuff doesn't work, perhaps you could download it and run it in Safe Mode.
