You missed the joke, the point wasn't "Why was there a ladder on board" it was more "Where the hell are the rest of the guns and the Rocket Propelled Grenades? A ladder could be used for boarding purposes, but not neccesarily illicit baording purposes. They LITERALLY failed to find the smoking gun.

The pistols are enough, and it's true that in almost all of these cases when being boarded the pirates simply throw their arms into the water and try to claim to be fishermen. But fishermen wouldn't have a boarding ladder onboard their fishing boat, so it's actually useful evidence.

I believe it was stated that the soldiers clearly saw the pirate vessel dumping heavy equipment overboard as they approached it.
