The method is actually stated due to naquadah in the blood (Cassie). Naquadah gets in the blood due to possession by goa'uld not just death and absorption. Otherwise goa'ulds wouldn't not be able to use their own technology.
Now, technically the amount of naquadah due to possession would be a lot less than that obtained through absorption of a snake corpse. So maybe there is a lower limit of naquadah blood content to activate the abillity which O'Neill did not reach during is time with Kanaan.
Still I don't see what's wrong with the mental block theory. Perfectly in character with O'Neill'ss hatred of goa'uld. Seriously he has a pretty major beef with them beyond them just being the bad guys.

Well I see a problem being that even if he did block out any Goa'uld given abilities, other Goa'uld should be able to detect him, just like Seth and Apophis sensed Carter.
Unfortunately, my Stargate DVD collection only goes up to season 6, so I don't know if he ever sneaked up on a Goa'uld since then.

Yeah; they sensed she had been host when she was standing right next to them. It wasn't really a big deal. I can't recall any goa'uld going; "My snakey sense is tingling! There's an ex-host around here!" and then totally bust SG-1's chops.
Plus they never referred to Carter's similar abilities in those later seasons either. The last use I can recall is her fucking up while trying to heal Daniel at the end of Season 5.
They only really made a point of her using goa'uld tech in early Season 3 with the healing device in Fair Game and the hand device in Seth. (In a tangential point Season 3 is also the only time I recall Tok'Ra making use of the hand device.)
Jack may not have gotten the Goa'uld mojo because, as was said in the episode, it wasn't a 'true blending'. That's why he never has Goa'uld flashbacks either.
