People tend to complain when a prison is built near them, so this was a proposal to increase natural security, lower building and running costs and have somewhere that didn't decrease houseprices and threaten MP's positions with their constituents.

Strange vessel. I'd never heard the UK still had prison ships, I'd think with all the offshore islands they'd just use one of them if they wanted a really secluded prison, some already are on islands.

It looks like the prison is on a barge, which is being carried by a heavy lift ship.
