Frequesue tensions prompt arbitration offer from Government.
ADAMS CAPITAL DISTRICT - The Cascadian government, busy as it is contemplating the new Pacific Union proposal, has tendered an offer to provide arbitration and, if necessary, peacekeepers to the former Central Frequesue Republic due to the spike in tensions over the recent Tian Xia invasion of "Mortimer's Claim", a corner of the old CFR led by a warlord known for his brutality and aggressiveness.
The Tian Xia Empire has announced intentions to annex the region prompting bitter complaint from other states, including threats of "consequences" from the Republic of Indhopal which has already clashed with Tian Xia over its expansionism in Frequesue. Citing "concern for the peace of the world", the Cascadian State Department has issued a statement and notes to the concerned government calling for negotiation on the matter.
"Pacific Union" proposal to go to Republics for vote.
ADAMS CAPITAL DISTRICT - The President's office has confirmed that if the Congress approves the Pacific Union proposal that it will go to the individual republics in Cascadia for approval. "The matter at hand is of supreme importance and it must have the support of the individual republics of Cascadia," a statement to the press read. "Anything less would undermine the new Union before it was officially formed."
Political analysts believe that the intention is a gamble, pointing out that Grant, Oregon, Rosario, and Columbia have all shown lower support figures for the Union and that their legislatures may refuse the measure. "It is a big risk," Professor Miles Harding of the University of Puget Sound stated in an open e-mail, "but it is something that President Garrett must do. He has to have the component republics on board or it could fatally undermine the new Union, maybe even tear Cascadia apart."

VInish CFR Command, Shroomston, The Southern Republic
After a short exchange of diplomatic notes, the Vinish CFR Forces began to mobilize, the VCFRF activated the Blue Infantry Brigade, the Cyan Infantry Brigade, and the Coal Helicopter Brigade to launch operations in support of the Tian Xian Forces already acting in Mortimer’s Claim. Of the 32 Mirage 2000 Fighters the VCFRF had at its disposal, none were sent to any higher alert than ten minutes.
Statement by the Triumvirate
“We support the Empire’s willingness to take on the burden of directly ensuring the welfare of the people of the CFR. Their actions mirror actions by the Commonwealth during the initial invasion of the CFR by the now defunct FTO, we found the local authorities lacking in the will to support the people, and we acted to ensure that this would not be the case, just as Tian Xia does now.

LIVE on ShroomSat/StratTV
AUX News Presents:
THE FALAFEL FACTOR WITH PHIL O'LIELY
"FUCKING THING SUCKS!"
Those were the words that came out of world-renowned political pundit 'Falafel' Phil O'Liely as global outcry, in CATO countries and elsewhere, rang out in light of the latest Tian Xian incursion into Frequesue.
"This is goddamn cantankerous cock-sucking colonialistic Chinese ching-chang crap!" Falafel Phil blared out live on ShroomSat/StratTV, broadcasted all over the world for everyone to see, hear and smell (for those with smell-o-vision sets). "Fucking thing sucks!"
Across Nova Terra, demonstrations were held with protestors erecting massive projector screens to display Phil O'Liely's verbalizing visage before the MESS-nation embassies in CATO countries and non-aligned nations. While people have rallied around Falafel Phil as the world's loudest voice against MESS antagonism, geopolitical bullying and general global dickery, many were also keen to burn the Huang Di Beowulf in effigy.
"Though we should totally burn him in person, too!" said an anonymous protestor, as their riot in Jefferson, Cascadia had apparently run out of combustible life-sized Huang Di figurines.
"The Huang Dick and his goddamn mandates of heaven!" Falafel Phil continued to cry out as protestors resorted to smashing terracotta Huang Di garden gnomes with cricket bats. "Why I ought to drop my own pants and trade blows with him, in a good old-fashioned swordfight! Someone should tell Tian Xia to pick on someone their own size - in both length, width and girth! Get them the hell out of Frequesue!"
"Apparently, those negotiations we heard about, with those damn geostigma-ridden Shinrans and everything trying so hard - my ass - to ease MESS-NFT-CATO tensions were all cold cocks! I knew we couldn't trust a nation that's full of sickly transvestite albinos with mommy-complexes, where every kid can go around carrying oversized swords riding environmentally non-compliant motorcycles, where their Presidente is a deceitful wheelchair-bound cripple under a white veil seeking to impregnate innocent and married PeZookian secretary women! I knew it! Y'all fringe world yokels are all alike, don't know where your loyalties lie!"
"THE MESSICANS LIE, NOW PEOPLE ARE GONNA DIE."
[OOC: No offence, Rogue. But I just couldn't resist having Falafel Phil act like a complete asshole. At least, a harmless non-landgrabbing one, anyway.]

Silver Shrike, Hot Eagle
Fortuna Belli Proving Grounds, South Pacific
Four aerospike engines simultaneously ignited with the shriek of superheated air, and throttled up until the sound was very nearly unbearable. Then the test pilot disengaged the brakes and the craft tore down the runway before accelerating rapidly into the air.
The S-2/3A Silver Shrike banked and executed a careful, lazy 90-degree turn as the pilot checked if all controls were responding properly. “Engine, check; avionics, check; flight surfaces, check; all systems green.” Colonel Nadine Sadler relaxed a little. The high-tech experimental aerospacecraft could be very temperamental, but the previous seven test flights had slowly worked out the better part of the most pressing issues.
“Roger that Morningstar” replied mission control tersely. “You are cleared to proceed.”
“Alright, let's take this baby supersonic.”
She gave only a minute pull on the throttle, but the engines of the prototype flared angrily, propelling the craft to even greater speeds. Nadine Sadler was uncomfortably aware of the G-forces pressing her back in her seat despite the pressure suit. The aerospacecraft punched through the sound barrier with contemptuous ease, going supersonic and beyond for the first time as its nose reared upward and the S-2/3A accelerated up to 80,000 feet.
Monitoring equipment crammed into every nook and cranny of the vehicle recorded material stresses and watched for potential material deformation, but the heavily modified S-2 spaceframe stood up well to the tests put to it so far. This was not entirely surprising; it had, after all, been built to withstand the rigors of space-launch and atmospheric re-entry.
Finally after an hour of flight in which a variety of tests were performed one after the other the aircraft descended and returned to the landing strip. Sadler let out a tense breath as she taxied the prototype back to its hangar. It would take the engineers weeks to properly analyze the data generated by the flight, but if everything went according to plan the next flight would take her back into orbit...
Meanwhile, ten kilometers from the primary testing range
“So what is it you wanted to show me?” Admiral Lewis Middleton sounded half-curious, half-annoyed as he stepped off the navy chopper. He wondered what could possibly be so important that Jenny Ralson, owner and CEO of Ralson Concerns, had to drag him all the way out here to see it in person.
Ralson just smiled and pointed with her thumb over her shoulder at the hangar complex behind her. “Come with me and find out.”
They moved through the security checkpoint after a brief check of their credentials, and once inside the hangar admiral Middleton found himself looking at a mock-up of an S-2 Silver Star in the livery of the NFN Marine Corps. “What on Earth is this supposed to be?”
“That, dear admiral, is the future.” Jenny Ralson smiled. “May I proudly present, the Mark I Orbital Insertion Gunship. The engineers call it the 'Hot Eagle'. This is a mock-up of course. The real deal will be based on the S-3 instead of the S-2.”
“But...” The admiral was still admiring the sleek orbiter. “What does it do?”
“It puts three marine fireteams on the ground anywhere on the planet in under three hours, is what it does. What you see before you is the ultimate rapid intervention platform.” She smiled knowingly. “Well, if we get the funding to go through with development, of course...”
Result: Test flight of the S-3. Also, a sales pitch to the navy. Who can resist the concept of SPACE MARINES?

The Misterian People's Truth Committee (PravMist) Presents
NEWS HOUR, WITH KATYA SLAVONOVA
"Comrades! How good it is to see you again! After many days of fighting and sacrifice by our brave soldiers, we have finally defeated the enemy around Novgorod Vostoka, making the last stronghold of the royalist sympathizers a small area around the capital of Empyrean City. While our wise leaders have told us they intend to capture the capital by the end of next month, they are currently taking this time to rest with their troops and clamp down on unrest in the newly liberated cities.
Here in the studio with me is Comrade Colonel Andrey Andreyevich Leonov, fresh from the battle of Novgorod! Comrade Colonel, do you feel we have resoundingly crushed the royalists, once and for all?"
"Yes, actually, I believe this revolution is the true one. It was clear from the corruption and inefficiencies of the "democratic" government that royalism was not eliminated at all in this country."
"When is the liberation of the capital planned?"
"As you've already covered, the Party Leadership believes now is an excellent time to rest and perhaps train ourselves for the bitter fight that looms ahead. I happen to agree with them: our soldiers are the best in the world, but they're not machines!"
"What are our plans for after the war?"
"Well, Comrade Slavonova, while the specifics aren't ironed out yet, rest assured that our leaders have plans to bring Misteria, and its people, into the 21st Century..."
Empyrean City, Empyrean Bay Area
Svyatopluk looked to the north as he sat on the massive pile of rubble that used to be a parking garage. Even in the waning light of dusk, he could clearly see the towers and buildings of Dubozemsk, and the flickering lights of the flames that were consuming them. Every now and then, the faint pop of gunfire would be heard, echoing across the cerulean waters of the bay that was now dotted with wreckage and corpses.
The cool evening breeze blew in from the sea, making him shiver. It was always cold and wet on these Isles, which he hated, but the sensations of the morning mists and the cool air on his skin meant he was still alive.
To the north, a massive plume of flame shot up, accompanied by a dull roar. An oil refinery, perhaps?
Svyatopluk watched silently as the smoke rose into the indigo sky. He was alive... for now.
RESULT:
Misteria is now a Communist nation, the United Socialist Republic of the Misterian Isles.
There currently is no single leader of the new nation: right now, it is being controlled by the generals of the army divisions that defected to the Socialist cause, leaders of the revolutionary militias, and former members of the Misterian Socialist Party.
The temporary capital is located in the city of Belapol.
The disorder is beginning to die down, except on the main island, where armed rabble essentially roams freely except in the cities controlled by the army.
Refugees, resistance fighters, and a single loyalist army division are currently holed up in the cities of the Empyrean City Bay Area, and are attempting to organize an evacuation. The communist militias are beginning to close in on the Bay Area.

Palace of the Soviets, Stasograd, UCSR
"So the Imperials are on the move?", Presidents Shady asked as he looked out the window. The night sky above Stasograd was bright, filled with stars, so peaceful. Unlike the rest of the world, which seemed to have erupted into a flurry of activity, ranging from revolutions to blatant land grabs.
"Da, Comrade President.", Yuri said, "Tian Xia and their Frequesan dogs are invading the CFR. I can't say I'm surprised, we expected something like this, just - not so soon. We have assets in the area monitoring the situation."
"Good.", Shady said, "We watch and wait, for now."
"I would advise we make an official statement condemning the TX for their actions.", Yuri said.
"Of course.", Shady said and sat into his chair, "In the meantime I'll send a personal note to the Huang Di, asking him - what the fuck does he hope to gain with this, except the ire of Indhopal and the other Fucking Continent Nations."
"Now that you have heard the bad news...", Yuri said and smiled.
"I'm guessing you have some good news as well?", Shady asked.
"I do.", Yuri said and handed the President a folder marked Misteria, "A successful revolution has occurred, a fellow communist nation joins the world stage."
"That is good news indeed. We shall send diplomats to establish contacts immediately.", Shady said and took a bottle of Vodka and two glasses from his desk, "Let us share a drink to their success and hope that many others will follow in their wake."
Yuri smiled and took the glass Shady handed him. "Indeed.", Yuri said and downed his drink, "Moving on...this new Union..."
"I've heard all about the Pacific Union, I'll have to congratulate President Garrett myself.", Shady smiled, "I know what you're thinking my friend, but I am sure they pose no threat to our interests."
"Mr.President, it is my job to consider everyone a threat to our interests.", Yuri smirked.
"Of course it is.", Shady smiled and poured himself another drink, "Let's focus our attention on Tian Xia, they seem intent on causing problems."
"Indeed Comrade President.", Yuri said, "And once again, their MESS friends keep quiet or outright support their actions. It is quite clear that they have learned nothing from their past mistakes."
"That will cost them.", Shady said, "I wonder how high a price is the Huang Di willing to pay..."
Results:
-The UCSR issues a statement condemning Tian Xia actions in the CFR
-The Huang Di receives a personal note from President Shady, the note asks "WTF are you doing in the CFR?" - but in much more politically written language.
-Diplomatic ambassadors are sent to Misteria
-Other stuff...

Tisicar City, Caleigh
After the diplomats are given a tour of the geothermal electrical plant they are asked if is there is any other area they wish to see, and if they have any questions. Marillius' regime wants an open door policy and realizes that by having one the options for trade to rebuild and stabilize the islands is greatly improved. While the Caleigh military, consisting of only two branches Navy and Marines, are well trained, their equipment is out of date compared to the more advanced countries.
Marillius also asks each of the representives seperatly if they have any suggestions for the government and stabilization

Shroomberry update spies on users in Tian Jiao and Tian Xia?
According to Gavin Sparks, a researcher for the "Center for a New Dominion Century", a conservative think-tank in Williamsburg, a recent Shroomberry update for the Tian Xia and Tian Jiao regions contains spyware for CATO intelligence agencies. Blackstool Ditch-based "RIMjobs in Motion" has denied that the latest update is actually spyware put out to read users emails, track phone calls and text messages, internet usage.
"Of course they would deny it." Sparks said. "I mean, you don't see the Mimir MicroSystems admitting that the various updates to devices that use their 'Mandroid' OS is spyware for the Dominion NCA, do you? Shinra Republic "concerned" over unrest in Frequesque
In a statement released today by the Shinra Republic Department of State, the government has indicated it's concerns over new unrest in the Frequesuan continent. "The Shinra Republic is concerned over the current tensions surrounding Tian Xian actions in the Central Frequesuan Republic area commonly known as 'Mortimer's Claim'. While taking steps to ensure continued humanitarian relief efforts is commendable, it is regrettable that the Empire of Tian Xia has caused unrest with neighboring states in the process. We call upon all sides to stand down from current operations and extend an offer alongside the Cascadian Republic to help mediate this dispute."
70th Floor of the Shinra Building, Midgar, Shinra Republic
"Well, hopefully that statement will do some good," commented Secretary of State Warren Wright.
"It's as close to a reprimand as we can get without actually reprimanding. And an actual reprimand would just open a big can of worms domestically," said Presidential Chief of Staff Brian Sinclair.
Rufus Shinra leaned back in his chair. "Yes, but if this sort of thing keeps happening we may just have to bite the bullet and accept that hit. I'm getting a little tired of either taking the 'guilt by association' hit or cleaning up after these things." He sighed. "We're going to have to do something about this in the long term. In the meantime though, we need to deal with this crisis. Any ideas?"
"It's a difficult problem," began Secretary Wright. "Obviously, the Huang Di wants to annex, and just as obviously, President Ahten doesn't want them to. We almost certainly will have to find a way to convince Tian Xia to not annex that territory. At least not outright."
"There is an opening we can use," this from Chief of Staff Sinclair. "They are, theoretically, doing this under the guise of securing humanitarian relief efforts. If we can propose an alternative to annexation that secures this goal, they'd be hard pressed to deny it and still maintain their premise."
Rufus Shinra nodded. "Perhaps something like a joint stabilization operation, and then elections to determine the will of the people. The Costas two point oh. That might work, and I could probably convince Beowulf to accept Indhopali support, 'for the good of the alliance' or something." The beginnings of an overall plan were slowly forming in his mind. It could work, assuming we can get everybody to agree to it. It would be an interesting endeavor, certainly: not only would he need to talk to Tian Xia and Indhopal, but Cascadia, the Vineyards, and even Miratia would be included. But if it works... "Well gentlemen, let's get the ball rolling. First off, we need to see if this is remotely acceptable to Indhopal. If it is, I think we can get Tian Xia to agree." And then he outlined the broad strokes of his idea to the two advisors.
"Well, that's certainly ambitious," Brian Sinclair said after Rufus was finished. "But I think it'd be worth it."
"I agree," said Warren Wright.
"Alright then. See to it."
Diplomatic Message to Indhopal
It is with concern that we view the current tensions between your government and the Empire of Tian Xia. It is our feeling that such concerns may have been alleviated by a more open and multilateral approach by Tian Xia in their goal to secure humanitarian relief efforts in 'Mortimer's Claim', a cause which we believe all can ultimately support. To that end, it is our hope that your government would support the following proposal which we intend to present to the Tian Xian government:
Results
Public statement made that the Shinra Republic is concerned that Tian Xia's actions have caused tension with their neighbors.
The first part of the plan goes into motion. Needless to say, there's a bit more to it than the proposal. But we'll have to wait and see where it goes first. I just hope your curiosity in what I'm doing that would involve Tian Xia, Indhopal, Cascadia, the Vineyards and Miratia is enough to get people to hold off from making the situation worse than it is.
EDIT: There are only 70 floors to the Shinra Building, not 80.

Indhopal is all for a peaceful resolution to the situation in the CFR. What you purpose is very much like what Indhopal has suggested to Tian Xia in past conversations. However we must insist that all operations in Mortimer's Claim cease while any negotiations are underway.
Re: SDNWorld Redux: Story Thread the Fourth
After a series of diplomatic messages between the Shinra Republic and Tian Xia, the proposal was agreed to. Combat operations would cease, and a joint security mission between Tian Xia, the Vineyards, and Indhopal would be arranged. Finally, elections would be held in the claim to determine future governance once the security situation was resolved.Raj Ahten wrote:Indopal's Response

However, a second note was attached: while combat operations would cease immediately (with the unspoken assumption that Indhopal would similarly stand down), the rest of the agreement would not be public - at least, not yet. President Shinra had a proposal in mind...

Meanwhile in Indhopal
Colonel Cortez of the ISIA had an appointment to keep. It was the type that you wanted to bring a few members of the counter espionage branch intervention team along with you on. It was at a former officer named Stomper's house. The only thing was Stomper didn't know about it yet.
Stomper found out pretty quickly about it. He had counter surveillance set up and noticed the black SUV's full of armed men in tactical gear pulling up around his neighborhood. He also noticed the government liscense plates. Looked like he was getting a visit from the ISIA.
Cortez knocked on the door, a couple of Operators with him in civilian clothes.
Stomper answered the door,
"Ah what can I do for my friends at the ISIA?"
"How perceptive of you Mr Stomper. May we come in?"
Cortez asked as he made his way inside Stomper's foyer.
"My door is always open to the ISIA. That's Colonel Stomper."
"Mr Stomper, you aren't in anyone's military anymore. You're a private citizen now. Which means buying mortars, machine guns and grenade launchers is illegal. Your little operation in the CFR is over. Your friends where I work who thought it was a good idea had a revelation as to the error of their ways. You know, we could haul you and yuour friends in right now on weapons smuggling charges."
Stomper stayed cool. If the ISIA was going to arrest him the tactical team they had outside would have breached his door minutes ago; they wouldn't have sent in the suit for a chat.
"What do you want, hmm? For me to retire like a nice little boy scout?"
"Not entirely Mr. Stomper. It seems you are the sort that is incompatible with civilian life. We have use for men like you. I have a job for you. You'll work directly for me, under a presidential mandate. Or you can go to jail."
That last bit piqued Stomper's curiosity. A Presidential mandate was an op that only the president , the head of the ISIA and the men undertaking it knew about.
"Well, I always did want to serve my country."

It was a simple letter, and nothing more:
RESULTS:As you have no doubt heard, the democratically elected government of the Republic of Misteria has been overthrown by Communists rebels and traitors, and they now have captured the entire country, save a small area in and around Empyrean City, our capital.
It is too late to do anything about the revolution: they have turned the hearts of the people to their cause, and I fear it will be long before the red shroud that is falling to cover their eyes is finally lifted.
But here, in the cold and damp of Empyrean City, huddle one and a half million refugees fleeing the onslaught of the army and the National Defense Force: thieves and brigands by any other name. Here, in the ruins of our beautiful city, they await their ultimate fate.
All our boats are destroyed, and the navy is moving to blockade the approach to the Empyrean Bay. We cannot get these people our by ourselves; however, the new government is still young and weak, and would not dare raise a hand against the fleets of another nation.
It is so that we beg the world, its nations, and its captains, to come to the aid of the Misterian people. Bring your boats, your planes, your helicopters. Bring whatever can ferry our people to safety from the deaths that await them here.
My army division has been greatly weakened, and I know not how much longer we can hold out. The NDF rabble moves further and further into the ruins each day: I would not give us more than two or three weeks.
You are our people's only chance.

M/V Tyrhennian
The Cascadian-flagged Tyrhennian was a cargo vessel that had been contracted to bring a load of lumber to Misteria, the normal lines of commerce having continued even with the revolution that swept the island chain republic.
But instead of just bringing aboard goods to be brought home or more fuel, the ship was being swamped with refugees seeking to escape the violent new revolution. The word from the shipping company was to leave them alone - nobody in corporate wanted to risk an incident with the new government or take responsibility for a ship full of refugees.
But what was being ordered in the company HQ in Los Angeles didn't fully apply to the crew on hand. Those corporate heads couldn't see the desperation in the faces of so many, mostly those of the middle and upper class who feared mistreatment if not outright execution as "enemies of the people" and such. Nor did they have to contend with the surge of humanity pressing against the plank.
Suddenly the order went down. Several crew, armed with batons for self-defense, lowered the boarding plank on orders and began to allow people aboard. The captain and his first mate were calculating their remaining food supplies, including emergency reserve, and fuel to determine if they would have to sail for Van Halstoff or Langley. Outside units from the Misterian Army still loyal to the fallen Republic, seeing that one ship was permitting evacuation, moved to assist the process and keep things orderly.
The Tyrhennian's act of boldness inspired two nearby berthed freighters to echo its action. The order kept was tenuous with so many people desiring escape but it held, thankfully.
So many wanted escape, so few would get it.
Cascadian Embassy
The docks were crowded, but other refugees sought asylum more directly by traveling to the embassies of varying states - Cascadia, Langley, Serenity, etc., only the UCSR embassy was mostly ignored from the perception that they wouldn't protect those seeking such from the Communist forces - and seeking sanctuary. Ambassadors made calls to their governments around the world while basic humanitarian impulse prompted them to permit entry of those seeking escape and protection.
Of course, there was only so much room that was permissible....

"Just what is it with Velaria and civil unrest, anyway?" Lelouch mused. "First the Caleigh coup, now the Communist revolution in Misteria..."
"Probably something in the water," Milly quipped. "All joking aside, though, Caleigh was a political mess prior to King Antonius seizing power. While the Misterians booted their corrupt lard-ass excuse for a tsar a while back, their attempt at democratic government failed horribly, as you can see."
Lelouch sighed. "At least the Caleigh situation resolved itself before too many people died, but Misteria looks like it'll be a bloodbath for the foreseeable future if these reports I'm reading are correct." A pause. "Order the Combined Expeditionary Fleet to divert to international waters outside Misteria and monitor the situation there. Contact the provisional Commie government and ask if they need humanitarian assistance."
"Right away, Your Highness."

As the revolution raged in Misteria, Anya and her fellow diplomats were still busy in Caleigh. After taking a tour of a geothermal electric plant, King Antonius started conferring individually with the foreign dignitaries; Anya was among the first he talked to.
"Forgive my bluntness, but your military is woefully underequipped," Anya said to King Antonius. "You have quite a formidable submarine force, but your surface fleet leaves much to be desired; your six destroyers, three cruisers, and two LHAs can't be everywhere at once to defend your archipelago. Also, your air force seems to be completely decimated; only thirty-two F-4 Phantom IIs, sixteen A-10 Thunderbolt IIs, some helicopters, and nothing else. We in the Duchy of Langley can help reequip your forces. We can start by giving you proper trainers, tactical transports, and patrol planes for your air force, as well as corvettes and fast attack craft to supplant your other surface combatants."

Tisicar City, Kingdom of Caleigh

Dominion Warships evacuate OICAS citizenry from Misteria
Two Dominionite warships, the Intolerant, a 30,000 ton LHD, and the Fredericksburg, a variant of the ubiquitous DDG51 class, have arrived off the coast of Misteria and begun operations to evacuate citizenry from the Old Dominion, State of Sirnoth, and other OICAS member states.
The Dominionite embassy lies in a part of Empyrean City that is in a state of near-anarchy. The evacuation has proceeded with the use of CA101Bs for transport with MQ-8Bs operating in a gunship escort role. Revolutionary forces claimed that a Dominionite MQ-8B drone fired upon a crowd outside of the embassy, the Old Dominion released footage of said attack: it appears to be an attempt to silence a Type 87 AAA gun that was firing on the transport.
Off the coast the Intolerant'a AV-35 component has remained on standby, being careful not to enter Misterian airspace. The Intolerant and Fredericksburg were dispatched earlier this year to help combat piracy in the region, and have been used in various "soft power" capacities since then...[More]

Naturally, it may be used by evil men for evil purposes, but there are more good men than evil, and while the latter cannot be persuaded to the path of righteousness by propaganda, they can certainly be corrected by good men with rifles."

Presidential Office
The Union Proposal was gaining ground. The resolution had sped through Adabani's Reunification Party-dominated legislature with blinding speed. In Alaska the ratification fight looked particularly grueling but it was hoped to be resolved shortly. The Cascadian Congress had agreed with his recommendation to have the individual Republics in Cascadia vote approval before Congress gave a final nod.
Soon Stephen would be flying to Anchorage, to address the Alaskan Congress alongside Cizaldo and encourage passage. But for the moment he was faced with the two crises at hand; Mortimer's Claim, and Cascadian participation in the international effort there, and the Empyrean City problem.
The open, international appeal for evacuation had prompted debate in the Congress and amongst his advisers. Nobody wanted to get off on a truly bad foot with the new Misterian regime but the humanitarian crisis was severe and there was concern for the fair treatment of those Misterians who opposed the Communist movement. Many had already fled into the various embassies, including Cascadia's, and others were pressing against merchant vessels, who either gave in to humanitarian concerns and offered the refugees passage out, gave in to greed and demanded payment from them for such service, or outright refused.
So far the Misterian regime had remained silent about the situation, at least regarding evacuation. There had been accusations of the Old Dominion firing upon their side during the evacuation of the Dominion Embassy but nothing threatening the escalation of the crisis there.
With everything on his plate, Stephen was nevertheless moved by his humanitarian side to employ his authority and power to try and deal with the situation. At his order, the Intrepid carrier group was being dispatched from the seas off Van Halstoff to Misteria in order to provide security for the evacuation. He had contemplated sending the Amphibious Contingency Group to join them, adding another LHD that could help with the embassy evacuations, but under SecDef Dale's advice he opted to hold them back so as to not appear to be surging the Cascadian Navy into Misterian waters.
Now several notes were going out over his signature.
To Presidents Shinra and Raj and others concerned, a series confirmed his support for the Shinra Proposal.
To Duke Lelouch of Langley, a request to use airfields in his territory for Cascadian (and possibly Alaskan) airlift assets if the other section of his notes was accepted, permitting for faster turnaround flights of refugees from Empyrean City.
One note generally addressed to the revolutionaries in Misteria, to be transmitted as an open statement from the Cascadian Embassy, asked for them to maintain peace with the evacuation of the embassies and proposed that they allow emigration of those who didn't want to remain in Misteria without attempting to use violence or imprisonment to persecute the refugees and that, as part of this, they permit landings at Empyrean City's International Airport for passenger and transport aircraft aiding an evacuation. He left open the option of trying to persuade the refugees that the new regime harbored no ill will toward them to try and get them to stay. Such a note was also a tacit acknowledgement of their new government, though formal recognition would likely not happen until the Empyrean City situation was resolved.
The final note was to President Shady, in which Stephen asked him as a peer to use whatever influence he had with the Misterian Communists to ensure the evacuation procedures remained peaceful and to encourage them to come to an accommodation with those desiring to flee.
Results:
Several diplomatic notes and statements sent.
The Cascadian Republics will vote individually upon the Pacific Union proposal.
Alaska is still debating the proposal hotly; Adabani has enthusiastically embraced it.
The CRS Intrepid and her Combined Operations Group have left the Northwest Velerian Patrol Area for Misteria, they should arrive within days at cruise speed due to their proximity. The CRS Constellation's Amphibious Contingency Group is sortieing from New Olympia Naval Base to take up position in Northwestern Veleria Patrol Area - it will, if necessary, join Intrepid COG at Misteria.
Cascadian Air Transport Command is preparing should a green light be given for airlift flights into Empyrean City. The Alaskan Air Force is also considering participation.

An LHD taskforce is ordered to Misteria to help with the evacuation of refugess. While Caleigh does not have the military forces of other powers Marillius thinks that humanitarian relief is a persuit that all should endeavor to assist in.

The Cialan Times:
Navy set to help evacuate Misterian refugees:
In a move made this morning, the government has put together a small task force for the evacuation of Misterian refugees that are currently trapped after the violent revolutions that have taken place in the country. It has been said that the task force is not going attack but will defend itself it has to. Diplomats have been sent to Misteria to ease any potential tensions that this evacuation might cause. In a statement released today the government has also said that “We do not wish to make war with Misteria or her new government but we wish to help those caught up in the fighting who want to leave the country.”
The task force comprising of the CNS Beachhead (LHD Wasp Class), CNS Pyre (DDG Type 45), CNS Barrow and CNS Miller (FFG Type 23) and CNS King (AOE Fast Combat Support Ship) as well as several converted freighters will be sent shortly to Misteria to help evacuate the estimated 1.5 million refugees. It has been rumoured that for extra protection, the CNS Blue Wolf (SSN Sea Wolf) has also been dispatched though that has not been confirmed. Cialan is not the first nation to send out its fleet as several other nations have sent out groups of ships to also help in the evacuation efforts. It is unknown how Misteria will react to this but it has been said that the country will certainly not be able to perform any aggression on any nation’s task ships which ranges from simple freighters to aircraft carriers.

Michael briefly looked around the beautifully decorated of the Palace before turning back his attention to the Emperor. Everything had gone nearly like clockwork and in some ways the tour of the Palace had let him forget the issues at hand, at least for a small period of time. Now though it was onto business. Michael shifted on the chair and would for now, dodge the question about CATO.
“Well FASTA does sound interesting indeed. The progress that you have made, from what I have seen has been astounding. I would be very interesting in joining this and giving the project funding, which it indeed does deserve. I thank you for such a great invitation and it is a very hard one to refuse. In fact, Cialan would be willing to join such projects.” Looking around again he knew he had to finally say about what he was dreading, yet it was too late in the game to run off from it now and not say.
The Emperor took stock of what the Cialan Prime Minister said, then replied, "I believe Byzantium would support your candidacy for Observership. We believe CATO would benefit from your entry and you as well. The North Pole.. hmm.. will be useful for both scientific and military endeavours.“About CATO, yes..” He paused for a moment, trying to find the words to say. “Well, Cialan would be potentially willing to join as a CATO observer. You may have already of noted that Cialan, along with Shroomania have been doing a joint operation when it comes to fishing, whaling and sealing, not to mention the exploration and the setting up of bases at the Northern Pole. This has been but one trade agreement. Cialan joining CATO may mean many more good ones arise. Another example is the recent order of military hardware which both helps us and CATO.”
Michael went silent for a moment and learnt forward, almost as if he was going to whisper into the Emperors ear. “In fact, I’d also like to assume certain nuclear programs with CATO’s aid.” Michael Thomason said in a hushed tone. “This will be a matter I will also discuss with the other nations of CATO Intend to visit”. Michael learnt back again and put on a smile. “I hope this can interest you,”
Result:
Cialan talks with the Emperor about FASTA and CATO membership.
Several senior and low level politicians talk about what they see is the growing crisis forming in Cialan.
The NTF are allowed an embassy and it will be set up shortly.
Regarding the nuclear weapons, that is dependent on whether you are part of CATO in some way. We will only provide some aid only if you are part of CATO again in some way, and also if you are willing to abide by some agreements. All of which confidential."

"Excellent. We will leave it to the bureaucrats to work out the necessary details."
Michael smiled and nodded. “I am glad we could come to an agreement on this and I do hope both our nations and others benefit from this choice made here today. Personally I think humanity’s advancement into space is something we can all agree on.” Of course there were idiots who thought otherwise but there was no purpose in mentioning them.
“The same applies to the nuclear issue. I am willing to be confidential with it and work out the terms and conditions too. I hope that is satisfactory”
Result:
Cialan agrees to fund FASTA
Cialan decides to become a CATO Observer

Mitanya, Southern Sabika
Edgar O'Donnell studied the four bulky men who escorted him into the village. They wore black suits and sunglasses. Slight bulges betrayed the presences of weapons in shoulder holsters. Their movements were easy and slow-seeming. His expert eye realized how quickly that seeming nonchalance could explode into violence. These men were stone killers, like the men his uncle had employed.
Problem was, these men weren't in his uncle's employ. In fact Edgar had every reason to assume his uncle was dead, killed in the TXAF air strike that leveled the stronghold of his clan in the Claim. He, Edgar, the San Dorado-educated nephew of Mortimer O'Donnell and the warlord's principal accountant, had survived only through sheer luck – luck that had abruptly run out when his convoy was bushwhacked by these men who had whisked him away from the Claim. And now he was here, with only the clothes on his back and the knowledge that whoever these people were, they had probably saved his life.
The question then was why. Why had they gone through the trouble?
The armed men brought him into a deserted hotel, and then out onto the enclosed patio behind it. There was only one man there besides him and the soldiers. Edgar's eyebrows shot up in honest surprise as he recognized the former president of the NFT, sitting in a deck chair next to a perfectly still pool. “Mister O'Donnell” Sidney Hank smiled as reflective sunglasses turned into the direction of the clansman. “How nice of you to join me.”
Edgar O'Donnell smiled back. It wasn't a pleasant smile. “I was wondering why I had been brought all the way down here. Now I'm thinking I won't like the answer.”
The former president smiled. “Oh, I just want to ask you a few questions, is all. Nothing sinister.”
“Somehow I find it hard to believe you brought me here just for a quiet chat over a pint of lager.”
Sidney shrugged. “If it so bothered you, you could have refused to come.”
Edgar shot an ugly glance at the bodyguards standing behind him. “That wouldn't have been polite, or healthy.”
“Indeed not” Hank leered maliciously. Then his face assumed a more neutral expression. “Mr. O'Donnell, you know that one way or another your clan's days as the ruling power in the Claim are over. Your uncle is very likely dead, and his ruined husk of a palace is occupied by Tian Xian soldiers who would like to ask you some pointed questions.”
“Was that a threat?” Suddenly, O'Donnell looked very dangerous indeed. He might have been a number-pusher, but he was also a high-ranking member of a clan with a history of violence. Edgar O'Donnell had probably killed more than one person, and Sidney could tell he was measuring the distance between them. The former president was glad for the bodyguards and their sidearms.
“No” said Sidney mildly. “You are of no use to me dead, because you know things that interest me. Numbers and passwords to your uncle's bank accounts on the Cayman and in Cairo, names of black market arms dealers, caches of gold and valuables your uncle undoubtedly has hidden, the location of places in Syria where a man can buy anything if he can pay the price... If you tell me these things, I can set you up with a new identity anywhere in the world. You will be generously paid, and afterward no-one will be able to find you.”
“And if I don't?”
Sidney smiled thinly at the accountant of the former dictator. Then suddenly he wasn't smiling anymore “Then you can try your luck with ISIA. I'm sure they'd like a word with you.” O'Donnell grimaced. Obviously I have scored a point, Sidney thought.
“If you do that I could tell them you were here. That you got me out of the Claim.”
“Me? Here?” Sidney laughed mirthlessly. “Mr. O'Donnell, who would possibly believe you? You are a murderer and a warlord's aide. I am a senior statesman, and I have a dozen people ready to testify that I am in fact on my yacht, headed for the Tri-Cities.” He paused briefly and locked sunshaded eyes on those of the clansman. “So what's it going to be?”
Edgar O'Donnell looked like he'd swallowed a fly. Finally he shrugged and said, “I'll do it.”
Sidney Hank's smile widened. “I thought you would.” He gave a hand signal to one of the bodyguards and stood up. “Mr. McBride here will take care of the details. I'll see that you are suitably recompensed.”
Result: As Indhopal and Tian Xia bicker over the Claim, Sidney Hank secretly plunders Mortimer's bank accounts and secret stashes (in a fashion that won't trace back to him, obviously).
