There's a reason I intend for my carrier group, which has had time to arrive in the area, to stay outside of direct Misterian waters. It's only purpose is to use chopper flights to evacuate the excess people from our Embassy and, if absolutely necessary, offer the use of force to protect said Embassy from excess zeal of the NDF.

Cascadia is also trying to convince the new leadership to openly permit emigration upon assuming full power, we don't want this massive evacuation to actually be necessary as it is now. And, of course, there's my note to President Shady asking if he can influence the Misterian Communists, but he's too busy attending parades.

The absolute last thing we want is for this situation to go kablooey.

Edit: Pollux, I missed the airspace thing. Interfering with helos trying to clear things up at our Embassies is not going to be as tenable as forbidding ships to depart. And frankly both are risky as hell for your new regime. Too many nations are interested in getting their embassies out due to the chaos and blockading Empyrean City to forbid ships from departing without giving them any mechanism to be permitted to exit is going to make things worse.

Related to the above, what are the legalities about stopping a foreign nation transferring embassy personnel and/or their citizens out? Moreso the embassy personnel who have diplomatic immunity...can you just keep them in the country or is there some legal expectation that their home nation can take them away regardless of what else is going on?

Yes, embassy personnel have immunity and the right to transfer (this is why murder of diplomats or assaults on embassies are frowned upon in any world nation... mostly).

While forbidding naval traffic in a combat zone is more or less precedental and has been used by various nations (with varying degrees of success), trying to forbid diplomatic evacuation is not. Saying to "proceed on your own risk" is not the same as actively deny access.

Oh, and incidentally, in situations where the ships just want to deny access but not blow shit up with missiles, the most common tactic is... hull pressing. The Soviet ships used ramming/pressing by ships to push out the US ships. "Shoving"

Well I hardly doubt, given the chaos that I could of gotten all embassy staff on one freighter and there is no way which transport can be guessed as having embassy staff on board.

Aces-shmaces. If someone starts deploying "aces" on "rogue" 5-th generation jets, the UCSR would deploy a taskforce with a combined strength of over 100 jets of 5th and 4th generations, AEW suite with jet and prop powered AEW planes, and put a decisive end to proposed future violations of Misterian airspace.

No "aces" can stand against the numbers in modern air combat. Top Gun smucks with their Ace Combats will suck Crimson dick if they try. Air-to-air missiles are not infinite and this is not an arcade... hey, that's a good aerial warning, gotta take note.
