It would be the genesis of Indhopal asking the NFT if they knew anything about it. At that point, the NFT would figure, "Well shit, the cat's out of the bag," and need to come up with something; if Indhopal knew, it's quite likely others would as well. So they thought about it, and hit upon an idea: the UCSR can be pretty damn hardline, and doesn't like Japanistan. So ask them. And therein became the beginnings of the intelligence thing. It would work to handle any questions posed by allies (sort of; yeah we knew about it and we had 'em do it and oh by the way, pirates!) although not telling everyone else may or may not have been a problem (I suppose it's up to PeZook whether he would've felt slighted by it or not). And if anyone outside comes forward, it has the backing of the UCSR and they'd go, "So what're you gonna do about it?" or something along those lines. The last fits in with Shady's 'alliance of power' speech to King Paul, at least.
Rough-ish idea, but you see the general purpose. And why not clear it up? Better that than thinking the UCSR has some ninja spies at Kempetai HQ or something.
I don't need ninja, I have NOD and PCIA - they are far superior.
Doing crazy shit is half the fun in this game. And besides Japanistan needed a reminder, their actions will have consequences - consequences which they may not like.EDIT: And even if you had there'd still be bitching. Blowing up Japanistani outposts on flimsy intelligence at best gets a good deal of concern from the Shinra Republic, no matter who pulled the trigger. For the long-ago mentioned 'yes I worry they'll do something crazy' reasons.
