Giving heroin instead of morphine seems OK as long as they can guard the storage and clinics properly from robbery or attack. My concern with this sort of program is that it doesn't get any sort of payback from the addicts, who have gotten themselves in this situation from their own stupidity (seriously, who doesn't realise that heroin of all drugs is bad today?) then expect the government to pay the treatment costs to get them out of it. I'd have no problems with a national roll-out of such a scheme, but they should use a tuition-fee style repayment system to reclaim a portion of the expense from the addicts once they are no longer using and in gainful employment (assuming they get something).
Also there's nothing here to address the problem of illegal drug use of other drugs by different social classes, particularly cocaine. Cocaine users (excluding crack maybe?) are generally not so poor and can afford their drugs, so its a very different situation.

So? That's got nothing to do with legalisation of heroin for general use, i.e. recognising drug use for its own sake as a medical issue, rather than a moral issue.You do know that Britain had already legalised the use of heroin as a painkiller, right?

I can't find the source but someone came up with a suggestion a while back that supplying alcohol to the homeless would reduce the medical expenses from homeless people hitting the engine degreaser.

This project is really rehab for the poor drug users, an underclass who are much more likely to be locked up in prison for many years. Sporting professionals and media personalities are steeped in drug use, but are seldom imprisoned for it, and can aford the treatment at expensive rehab centres.
