That passage has been misinterpreted. a 416 ship fleet is deployed to an entire sector, each bombardment force(6) within a fleet will be responsible for dozens of systems, the whole fleet would never be gathered into 1 system. It takes authorization from a Grand Moff or the Emperor to deploy more then 1 squadron( 4 spheres plus escorts, typ 8-30 lt cruisers, corvettes and smaller craft) into a single system. If there are any enemy combatants in the systems space, they would be destroyed by the StarFleet before the bombard squadron will get there.
