I'm not talking about seeing someone nude for a brief moment. I'm talking from the womans point of view that this man pursued them from one window to another and deliberately exposed himself to this woman and her child. That seems to be her claim.
Now, I'm not a parent. However, I would feel alarmed by a person who is deliberately willing to expose himself to my child and then continue to pursue myself and my child from one window to another. This would probably cause me to change my route
on a public sidewalk due to this mans actions.
I think the problem here is that people aren't able to put themselves in the shoes of this woman because they've already decided that she's being a prude.
I agree that one could view it as offensive - but that justifies a fine, and nothing more.
And even that should only apply if you can somehow show that it was deliberate.
As I'm sure you've noted I agree with this. I don't agree with jail, or being added to a sexual offender list. However, I do think he should be documented so any existing pattern can be documented (which curiously is something the police are trying to get other members of the community to come forward because they suspect him of doing this to others).
I actually don't even agree with a fine at this point since it sounds like they don't have any evidence that this even occurred.
