After reviewing demonstration reports, limited video and picture of his devices called 'Helicopters' the Bureau has decided to invite Raúl Pateras Pescara of Argentina, Juan de la Cierva of Spain, and Etienne Oehmichen of France to work for Portugal. Each will be given a hanger and a work team to facilitate their designs and will be given as much free reign as possible given their success thus far. Their goal is too produce an aircraft that is stable, powerful enough to self start with no need for a pull rope to start the engines moving, and to create a stable platform for weapons and aerial photography. In addition should they wish to work on other projects they will be given funding with the understanding that the helicopter program is top priority. However they will not be constrained as they are each undoubtedly geniuses each of whom is expected to flourish under such conditions.
In other news Maxime Guillaume, J.S. Harris, and Wilhelm Pape are invited to come work at on their designs in Portugal. While other may believe that jet engines are too inefficient for use the design council believes that with better compressor technology they can be made practical. Thus the three men are asked to come to Portugal and are given the same terms as the three Helicopter inventors were. Their goal is to create a functional jet engine and demonstrate its use.

Then again, why would they not be, wondered V.G. Antonov, Captain 1st Rank. After all, the USSR had no conflicts with Germany. The issue of Russian emigres who steamed into Germany through Poland, might be a point of contention, but the Captain hoped it would not be one.
It was but a small visit, a show of friendship so lacking between nations of the modern world. Perhaps it would be something greater. Perhaps the Kaiser and the German Chancellor could not be trusted - but then, smiled Antonov, they did offer some trust to the Soviet Union, which is rare among nations.
In his hand the Captain clenched an official note by the People's Commisar for International Affairs, Grigory Chicherin, one that he had to transfer to the German authorities. It contained a request for full diplomatic recognition. Chicherin asked for Germany's Minister of Foreign affairs to meet him in Rapallo were Germany so wishing to fully recognize the Soviet Union diplomatically.

If some agree and others do not, it could create a fissure within international Communism that we could use to our advantage.
On the other hand, I wholeheartedly support the concept of a mutual defense pact against Communist aggression. While outright military aggression would be a clear situation meriting a clear response, things become murkier in the case of a Communist nation covertly supporting revolutionaries within the borders of a signatory to this conference. Given such activity is unquestionably an act of war while at the same time being often difficult to substantiate, I believe there needs to be clear standards of evidence to prove where such support (if any) came from, and any evidence would have to be reviewed by the other signatories before action could be taken. I believe that the proposed international intelligence and law enforcement agency would assist greatly in this regard, and thus support that proposal wholeheartedly.
I believe that these proposals will provide a balanced and effective response to the threat of international Communism, and hope they will be carefully considered by the honorable delegates attending this conference. Thank you."

“It’s good doing business with you”, the farmer looked very pleased with his situation as the navy supply officer signed the cheque and handed it over.
“Bring me the second lot of cattle here on time too, and we can do more. Now excuse me, I have a fleet to feed and goods to ship.”
Capitano de Corvetta Luigi Totti put his pen away, and stood up, finishing his cup of coffee.
After shaking hands, he entered the street. Totti hadn’t seen Kilwa that busy since… ever. A middle sized harbour, the location of a coast defence squadron and moderate trading post, the news of the potential arrival of lots and lots of ships to the North had spurred the economic imagination. It seemed like every owner of a dhow up to bigger shipping companies had their vessels busy filling up with food and other consumables for shipping to Dar-es-Salaam and beyond; either to resupply the fleets or use their presence to travel safely towards the Mediterranean Sea.
Totti smiled at his fortune – when he had accepted this post, he hadn’t expected him to be responsible for organising the resupply of an important part of the navy. That was his opportunity to shine and attract attention to further his career. With this thought, he strode on towards his office at the harbour – and potential glory.

On matters of passage through the Black Sea to the Mediterranean, our government merely asks that you give us official notification prior to the transit of a large fleet of warships. We don't wish to have a repeat of some of the older Crusades. An agreement on this can be composed as well.

The Palace
The large room was well lit and highly decorated, filled with expensive artifacts and fancy art pieces, Emperor Alexander enjoyed the finer things in life. The center of the room was dominated by a large table, it held twelve places plus one extra, the throne of the Emperor of the Balkans. It was here that the highest ranking government and military officials of the Confederacy gathered for an important meeting with their great leader.
Military Generals, Admirals, intelligence people and politicians all gathered in one room – these people were the ruling class of the Confederacy, always arguing and fighting for dominance in the upper echelons of power and the favor of Alexander. The Emperor himself was a well educated and smart man, so he was not easily swayed to anyone's point of view.
The meeting had begun without the Prime Minister, who was away on business and the time of his return was not known. Still important matters had to be discussed, and although he was an important man, things could not wait for him. Alexander had many decisions to make, and one stood out at the top. The German situation.
The Emperor had already supported the German note, but he was unsure if he wanted to go one step further and actually send ships to aid the Germans. Things were getting rough out on the seas, and although the matter was serious and needed the Confederacy's attention, he was not sure he wanted to risk the possibility of war.
Others in the room were also divided, some wanted to jump in bed with the Germans, so to speak, in hopes of improving relations with the German Empire, others wanted no part in it and believed that the Confederacy should not get involved at all. There were even those who wanted to side with the Goddamns and the Shepistani, but nobody took them seriously.
Anastasiy Zhukanov, foreign minister of the Confederacy, had argued against aiding the Germans – although for reasons completely different than he let show.
„Your highness, the Germans already have enough allies and more than enough ships to deal with the situation, there is no need for us to get involved in the matter at all.“ Anastasiy began to make his case. „Why risk anything? When the situation will resolve itself in our benefit, no matter what the end result is.“

„Sirah!“ Anastasiy almost shouted his contempt. It was clear that the two men didn't like each other. „Of course we started without you, you are never here. Always away on business. Perhaps you could find the time to actually do your job?“
Prime Minister Sirah looked Anastasiy in the eyes, his smile never leaving his face. „Have you been drinking again my friend?“
„How dare you?“ Anastasiy shouted and slammed his fist on the table. „I should....“
„Silence!“ Alexander shouted and this time he was the one slamming his fist on the table. „I will not have two of the most important members of my government at each others throats. You will show me some respect!“
„Of course, your highness.“ Anastasiy said, bowed his head and sank deeper into his chair. It was not wise to anger the Emperor.
„My apologies.“ Prime Minister Shady Sirah said. „I am tired from my trip and I allowed this myself to get provoked. It will not happen again.“
„Good.“ Alexander said. „Now please sit and rest. I take it your trip went well?“
„Quite well your highness.“ Sirah smiled and took his seat. „I look forward to telling you all about it.“
„I look forward to hearing all about it, but for now we have business to finish here.“ The Emperor was getting tired of this meeting and wanted to get it over with.
„I take it you were discussing the German situation?“ Sirah asked as he poured himself a drink.
„Yes, but I have still not made my decision.“ Alexander answered.
„If I may, the situation seems simple enough to me. We send a few ships, show our support to the Germans and help them deal with the situation. From what I hear the Germans have already put on quite a show.“ Sirah said. „That way we kill two birds with one stone, we gain favor with the German Empire and our trade routes remain secure. I am sure you all know that with such a display of power, that our German friends have put together, those fringe world yokels will have no choice but to back down and comply with the German demands.“
„So, the possibility of war does not concern you at all?“ Anastasiy asked with a grin.
„A war? Please, be serious.“ Sirah laughed. „The Goddamns and the Shepistani are not stupid, they will not risk a war against the Germans and their allies. They have their own problems to deal with, and such a war would mean the end for them.“
„You make a good point, as always.“ Alexander said. „The decision is made, we will send ships to join the Germans. Hopefully this matter will be resolved soon.“
„I am sure it will.“ Sirah said with a smile.
Anastasiy simply sank into his chair again. „Goddamn son of a bitch.“ He thought to himself. „One of these days...“
„I tire of this meeting, so we will end it for today. We resume tomorrow.“ Alexander said and got up from the throne. „Sirah my friend, will you join me for lunch. I wish to hear about your trip.“
„It will be my pleasure.“ Prime Minister Shady Sirah said and followed the Emperor. He turned for a second to look at Anastasiy, who was still fuming in his chair. „I will deal with you soon.“ He thought and smiled.
The Palace
The large room was well lit and highly decorated, filled with expensive artifacts and fancy art pieces, Emperor Alexander enjoyed the finer things in life. The center of the room was dominated by a large table, it held twelve places plus one extra, the throne of the Emperor of the Balkans. It was here that the highest ranking government and military officials of the Confederacy gathered for an important meeting with their great leader.
Military Generals, Admirals, intelligence people and politicians all gathered in one room – these people were the ruling class of the Confederacy, always arguing and fighting for dominance in the upper echelons of power and the favor of Alexander. The Emperor himself was a well educated and smart man, so he was not easily swayed to anyone's point of view.
The meeting had begun without the Prime Minister, who was away on business and the time of his return was not known. Still important matters had to be discussed, and although he was an important man, things could not wait for him. Alexander had many decisions to make, and one stood out at the top. The German situation.
The Emperor had already supported the German note, but he was unsure if he wanted to go one step further and actually send ships to aid the Germans. Things were getting rough out on the seas, and although the matter was serious and needed the Confederacy's attention, he was not sure he wanted to risk the possibility of war.
Others in the room were also divided, some wanted to jump in bed with the Germans, so to speak, in hopes of improving relations with the German Empire, others wanted no part in it and believed that the Confederacy should not get involved at all. There were even those who wanted to side with the Goddamns and the Shepistani, but nobody took them seriously.
Anastasiy Zhukanov, foreign minister of the Confederacy, had argued against aiding the Germans – although for reasons completely different than he let show.
„Your highness, the Germans already have enough allies and more than enough ships to deal with the situation, there is no need for us to get involved in the matter at all.“ Anastasiy began to make his case. „Why risk anything? When the situation will resolve itself in our benefit, no matter what the end result is.“

During his inaugeration speech, President James Raynor pledged to uphold the United States' traditional commitment to "freedom of the seas" and forging positive relations with "friendly" foreign powers.

Unfortunately, it would not be militarily prudent to bring an end to searching for contraband in the Grand Dominion Gulf. However, if a merchant or passenger line sends a notarized form stating the destination and cargo of a vessel to the local Dominion Embassy, we will accept it in lieu of stopping and searching those vessels. To this end we recommend that merchant vessels very clearly display their national ensigns, and have their vessel names clearly visible. In regards to the Princess of the Orient, the Enrico Dandalo did briefly move behind the vessel...as it was building steam and accelerating into a loop to ram the submersible, which happened shortly thereafter. I note that GDN personnel were on board the Princess of the Orient, and we would not have intentionally lined them up to be sunk.,
Finally, Captain Ernst of the Godfrey has been sent to a Non-judicial Punishment board in regards to the Mecklenburg incident. While the board found there to be "insufficient evidence" of piracy(no money was found), it was determined that Captain Ernst acted in a manner unbecoming an officer of the GDN. He has been removed from the Commodore's List, and placed on half pay, not to hold a sea command again. He has also been fined $10,000, to be docked from his pay, which will be transferred to the owners of the Mecklenburg as compensation for any troubles they may have received.

Within three hours upon receiving the note, the German Empire sent the following reply.

we hope this day finds you in good health.
The German Empire wishes to express its thanks towards you and your nation for your most sensible note. The German empire is fully satisfied with every aspect of your recent note and considers the matter settled, unless you would still wish to have a neutral arbiter mediate the dispute. As of ten minutes ago, German forces have been ordered to return to their homeports in the mediterranean and the North Sea. Only the ships above the coast of Spain will remain to conclude their exercise. They will meet up with the returning Battlecruisers, who will refuel at Dar-es-Salaam and then return to port themselves.
The German empire finds your position on the trade embargo perfectly reasonable. Of course, the German Empire will still conduct trade with both you and the Shepistan Federation. However, in order to prevent any further incidents, I have ordered all merchant ships to take the steps you proposed as soon as possible.
In order to prevent any reoccurence of such regrettable events, the German Empire will propose the following agreement:
- all merchant ships headed for the Dominion or Shepistan will sent, as you requested, a notarized copy of their cargo and will make themselves known as German ships.
- All ships bound for the Dominion/Shepistan and not carrying priority cargo will form up and use a sort of convoy system so that smugglers masquerading as German ships are easily found out. Of course, the German Empire recognizes your right to deal with smugglers as you see fit.
- Dominion naval attacheés will gain the right to visit German merchant ships that are headed for the Dominion in port in order to verify the contents of their cargo hold.
- In order to detract any pirades or raiders from any party, the German Empire will station a force of about one-two Nassau class Battleships and heavy cruisers of the Blücher class in Dar-es-Salaam. This force will then cover the trade convoys until they enter the dispersal point in the respective Dominion and Shepistani waters. The German Empire will propose that a Dominion officer be detached as observer to the flagship of that formation. As for command of the squadrons, we would propose Captains Otto and Hans von Spee, to be instated with the rank of Commodore.
- If you find the presence of German battleships inside Dominion territorial waters unacceptable, we ask that you dispatch a reasonable escort to guard the massed freighters yourself.

Board of Economic Development Announces Canal Specifics
In a meeting held at the Royal Palace of the Kingdom of Nicaragua members of the Board of Economic Development announced terms the proposed Nicaraguan Canal Authority will operate under in its quest to open competition of merchant marine traffic moving from the Pacific to the Atlantic or in reverse. The largest portion of the announcement was a statement as to how national entities or international corporations would be granted the right to become contributing members to the project.
Senior board officials laid out the financing plan for the $13 Billion waterway.1 The critical component is that shares in the Authority will be arranged in to two classes. The Class A stock will be granted a proportional profit share while the Class B stock will be granted a proportional REVENUE share. While such arrangements are unusual what was truly striking is that the Class B stock will still have proportional voting representation on the Authority's board based on share numbers. Since Class A stock will only be sold to Mexico, Nicaragua and Hispaniola foreign investors will have exclusive crack at the highly lucrative Class B shares. Officials did stress that they were likely to cap the number of such shares at 40 or 45% of the total voting share.
Currently Mexican Army engineers are conducting a survey of the Rio San Juan to determine where locks would best be positioned and where levies, dredging and other less expansive work would be needed. In a meeting held at the Royal Palace of the Kingdom of Nicaragua members of the Board of Economic Development announced terms the proposed Nicaraguan Canal Authority will operate under in its quest to open competition of merchant marine traffic moving from the Pacific to the Atlantic or in reverse. The largest portion of the announcement was a statement as to how national entities or international corporations would be granted the right to become contributing members to the project.
Senior board officials laid out the financing plan for the $13 Billion waterway.1 The critical component is that shares in the Authority will be arranged in to two classes. The Class A stock will be granted a proportional profit share while the Class B stock will be granted a proportional REVENUE share. While such arrangements are unusual what was truly striking is that the Class B stock will still have proportional voting representation on the Authority's board based on share numbers. Since Class A stock will only be sold to Mexico, Nicaragua and Hispaniola foreign investors will have exclusive crack at the highly lucrative Class B shares. Officials did stress that they were likely to cap the number of such shares at 40 or 45% of the total voting share.
Currently Mexican Army engineers are conducting a survey of the Rio San Juan to determine where locks would best be positioned and where levies, dredging and other less expansive work would be needed. Having remained silent in his seat towards the back of the room for the majority of the conference, Eduardo Gonzalez, Foreign Affairs Ministry Representative from Spain could take no more of the Mongol who’d cut in following the Malagasy Prime Minister’s speech and leapt up out of his chair, “Enough of this drivel, Prime Minister Randriana is absolutely right!” He paused, peering around the room for a moment, gauging the reactions of the other representatives before cautiously continuing, “We must take these points into consideration - containing Communism to the nations it resides within today while respecting their right to exist in the form their peoples wish for them to exist. In other words, let them be as they are while preventing others from falling. We cannot afford to be the aggressors, we cannot push our will or our ways upon others as some within the Communist nations of our world wish to do to us. We have every right, however, to defend ourselves and each other against aggressive actions taken by the Communists.”
Another short pause while the usually timid Gonzalez organized his thoughts, “Reforms within a nation, to dissuade those who support revolution, are a proven defense. Spain did these things following the Civil War, they were costly, though we have not had a group supporting Communist ideologies arise since then, twenty years, my friends. Twenty years of peace within the working class.”
Moving on, Eduardo reached the Prime Minister’s proposal, “The idea of a Declaration made to the Communist powers is wise, if we can persuade them to halt the exportation of their ideologies we may find peace living with them as long as they mind the agreement. If they do not, then we are internationally justified in defending ourselves and they become, as the Prime Minister said, hypocrites. We, too, must agree to the terms and let them be, it is a two-way street.”
Clearing his throat, he continued, “When it comes to Communist powers supporting revolution within the borders of a free neighbor, the situation must be treated delicately. The power must be proven guilty of such an action without question by a well thought out set of standards. With the proposed international enforcement agency, this can be done. Perhaps a council could be formed in which judges appointed by all involved could convene to review evidence of tampering within a member-nations lands by a Communist neighbor? I believe my government would support such a stance, a careful approach to the sticker matters and a close eye to the details. What say you, my fellow representatives?” he asked, surveying those seated around him.

It is an opiate to the working class, presuming that people are potatoes, and anyone is as good as any other. They wish to bring about a world revolution, and they will stop at nothing to bring it about.The NKID of the USSR has learned with much distaste that your nation has indulged in wanton slaughter of the working class, starting with summary execution of communists without trial.

Natasha Solomonova Levitina, Commissar of the for the Histadrut labor federation in Ashkelon, opened the envelope, not daring to hope.
"Dearest Comrade, warm personal greetings--" she began to read, and for a moment she wondered, briefly, if someone had decided to play a cruel joke on her. But as she read the rest of the letter her eyes lit up, and a bright smile formed on her face.
"He's coming!" Natasha squealed with delight. "He's coming! He's coming here, to the Yishuv! To Ashkelon!" She charged across the meeting hall and literally leapt into the arms of Yaakov Andreyvitch Rubenstein, planting a warm kiss squarely on his mouth, much to his delighted surprise --and the greatly amused surprise of Faisal ibn-Mustafa al-Sayyedi, the representative of the Arab Workers' Collective.
"'Tasha!" Yaakov said, surprised and smiling, "How would it look for the People's Commissar to be kissing the Industrial Worker's Chairman in the hall, eh?" Natasha ignored him, and also gave a big bear hug to Faisal al-Sayyedi, although Faisal did not get the passionate kiss. The three of them, and a couple of note-takers, were the only ones in the hall.
"It is a great day for the workers," Natasha said, almost jumping up and down like a hysterical schoolgirl, "Comrade Trotsky is coming here to address the workers. Here in Ashkelon! We will be the epicenter of the international struggle!"
"'Tasha, slow down... Leon Trotsky... is coming here?" She gave him the letter, which he and Faisal read together.
"It is, indeed, a great day for the people," Faisal said, beaming. "To have such a man come to our humble town..."
"We have a lot of work to do to get ready," Natasha said. "And we need to get flyers out to the kibbutzim and towns nearby. We need to get in touch with the printers..."
"We will need flyers in Hebrew, Arabic, Russian and Yiddish," Yaakov said. "Probably German, too. Many of our revolutionary brothers and sisters hail from Germany."
"How about English and French as well?" Faisal said.
"Good idea. We probably won't get many from the English community, but maybe we will be surprised."
"Most of the English and French speakers are bourgeoise," Natasha said with a sniff of disdain. "If they come at all, it will be to heckle."
"But those are some of the most capitalist of countries," Yaakov said, "Their workers will be the ones with the most to gain."
"They will be the ones that suffer the worst," Faisal agreed.
"You think the workers are the ones that are in the Yishuv?" Natasha asked, "These are the effete, the industrialists, the capitalists. I say we're opening ourselves up to trouble from the fascists if we invite them."
"Natasha, I am surprised at you," Yaakov said. "You never pass up an opportunity to recruit new people into the revolution."
"But I pick my targets carefully, Yaakov," she said. "Haven't you been paying attention? Haven't you been reading the newspaper? The things being said about 'Jewish Bolshevism' and the so-called 'Freedom Meeting'; the nationalist warmongering tripe of that shit-stirrer in Germany?"
"Those are the Mongolians and a disaffected Austrian verteran who wants to be angry and does not know what to be angry about," Yaakov said. "I read part of his book, it is boring and badly written fantasy. But neither the Mongols nor this..." he fumbled to remember the name, "--Hisler fellow, or whatever his name is, are French or English."
"We promise," Faisal said, "Not to invite Mongols or Austrian veterans, okay? But otherwise, all should be welcome."
"'Tasha, what is he going to address the workers about?" Yaakov said.
"I mentioned in my letter that the workers out here feel alone and cast away; we need to know that we are truly part of the international collective, that we are not forgotten even in this place. And there are many like us, out there in lands that are still run by Monarchists or Industrialists... most of us came here to build a proper collective from the ground up, but since coming here, we are almost forgotten."
"If we could get some more outside contracts from some international attention," Faisal said, "This could be a great boon. Eventually, we can build things for more progressive nations. Maybe even get contracts from the Soviet Union itself."
"We have to be able to provide something they want," Yaakov said. "But yes, if this visit brings attention to the plight of our workers, then maybe we can open more factories, here and in the interior."
"So you do approve," Natsha said teasingly. "Even if it is Leon Trotsky?"
"'Tasha, of course! I said I would be glad to have one of the great mind sof the revolution come here, and I spoke truth. Yes, I don't see eye-to-eye with all of Comrade Trotsky's ideals, but I am still impressed by his vision, and by the fact that he's coming here. Thank you, 'Tasha."
"My pleasure!" she said, beaming, "No let's forget about world reactionaries and get this place ready to receive Comrade Trotsky!"

Eilat
The small coastal town of Eilat was a ragged and depressing place, not many trees and not much to do. Captain Davidovich noted a handful of bare places to drink, a run-down hostel to stay in, and a brothel into which a handful of young street girls and Bedouin women had ended up. The best places in town were a pair of caravanesrais, one run by a Bedouin elder, the other led by a Yemeni Jew that had immigrated to the region decades before. The Yemeni Jew also had a bet-knesset, or a "synagogue" as the Ashekenzi knew them, attached to his road-house. There, the pious old man conducted his own services, despite never being formally educated or made a Rabbi.
It was there, at the Yemeni's place --for such was the only name it had-- that Captain Davidovich spent most of his time when on land. Davidovich himself wasn't particularly pious, himself, but the Yemeni's place had as welcoming an atmosphere as could be had under the circumstances.
During the day, his men worked the ship, the INS Shimshon, buying fruits from the kids that brought baskets full of goods to sell. In the evenings, after dinner, they went to shore to drink and go to the cockfights, or watch the single tattered movie screen in town playing one of the six movie reels that existed in the small fishing village. Th efilms were all old silents, none of the new Talkies, and most of them were in either French or English-- with Arabic badly subtitled as an afterthought.
On the weekends, there was excitement as a Vickers Vimy of Air Palestine lumbered into the sky, landing to drop off a handful of passengers, or pick up some lucky few who were leaving, but more often than not just to do nothing more than drop off or pick up mail. The plane was on the ground barely long enough to complete these tasks, and then it would roar into the sky again, headed south, for Aswan, then on to Port Sudan, and then a return loop. Children clustered along the runway to wave as it roared overhead, daring one another to stand as close as possible as it clawed its way into the sky.
The plane would not be back on it's return route; it hopped across the Red Sea to Jiddha and then to Mecca, then went on to Amman, Jerusalem, and finally back to Tel-Aviv. The whole loop took a week, and meanwhile another plane that Air Palestine owned would begin the same loop. Others went to exotic places along the northern shores of Africa and the Mediterranean islands; Israir routes went to Europe and Byzantium.
Captain Davidovich dropped his parcel in the plane's outgoing mail bin. In it he described the condition of the ship, the men, and himself; he described the deplorable conditions and the lack of infrastructure, and hinted that Eilat was in need of some investment, possibly beginning with a telegraph line.
It would be a week or more before the right people saw it.

"Fascinating," Yonatan Shaham said, "I met the most interesting woman," he said.
"Oh, your mother will be so happy!" Arik said.
Yonatan turned beet red. "Oh, no, aba, not like that." He explained the existence of the Sheik Maryam Abdul-Ati. Arik found the notion of a female Sheikh amusing, but not unheard of.
"Well, you'll be happy to know --unless you read it in th epaper already-- that the Diwan has approved the railroad, the factory, but we are still waiting for a decision on the German base. But your trip has borne fruit, my boy! Well done!" he reached into his desk and poured some brandy, which they both had a shot of before pulling out cigars and lighting them up. Arik already had the window open and the creaking electric ceiling fan on.
"Well, if they shoot down the German base idea, I guess two out of three isn't so bad," Yonatan said.
"We better hope they approve of it," Arik replied, "I understand the Germans are sending a pioneer group here to evaluate the site. So tell me, how was the trip?"
"Fascinating," Yonatan said, "I spoke at length with the Captain of the Shimshon. A smart and progressive fellow, he is. He told me of some experiments being done in Spain, involving an aircraft without normal wings, but with a propeller on top."
"An autogyro," Ark said.
"Yes-- you've heard of it?"
"The Portuguese have announced, only a few days ago, that they are conducting experiments with these machines," his father said to him. "Autogyros and... heli-copters," he said, "They are, apparantly, very different machines, although they look similar. What did Captain Davidovich want to know about them?"
"He was curious about how they might be used on ships, if such was practical," Yonatan said.
"I think the autogyro takes off like an airplane," Arik said, "The helicopter can fly straight up-- when they get the beasts to work right. If they ever perfect it, I suppose they could launch from the back of a ship, but right now they do not look promising."
"And the autogyro?" Yonatan asked.
"There is some promise there," Arik said. "The autogyro, I understand, it is like, I don't know, almost like a kite, I guess... if the plane loses power, the overhead propeller keeps spinning to lower the plane to the ground, straight down. The Spanish invented it so they could have an aircraft that did not stall at low speeds. They have already flown successfully."
"So, such a thing would be practical for the small villages in the Yishuv where there are no roads," Yonatan said, "No roads worth mentioning, anyway."
"I was thinking, such an aircraft might also be useful for reconnaissance, if it is slow. That and maybe ground attack?"
"What do you think, aba? Should we look into this?" Yonatan asked.
"I think we should," Arik said, "And floatplanes, perhaps, for Captain Davidovich. Coastal patrol over the sea would be a great strategic asset. I will ask David what he thinks, and send a delegation to Portugal to see these 'autogyros'."
"Excellent," Yonatan said, "I hope to go, if it is okay."
"We'll see," Arik said, "The Council may want to keep you nearby in case something heats up with the Dominionites or the Shepistanis."
"They are all thunder and bluster, aba," Yonatan dismissed with a wave. "They're not actually going to do anything."
"Still, we need to be prepared if they decide to 'do something'."
"Alright, but I think we should look into this autogyro thing first. We can use it to spy on the Sheppos or Dominos, if that is what the Council wants to hear. Now, if you'll excuse me..."
"Where to in such a hurry? Have lunch with your aba."
"Okay, but I will return home. I am tired from the journey back."
"Tired? You are young and healthy, why are you tired? Look at me, I'm just now fifty and I am not tired. You need to eat more meat."
"Ema says I need to eat more vegetables," Yonatan said.
"Bah," Arik said. They went to lunch, but Yonatan wanted to get home so he could write a thank-you note to Sheik Maryam Abdul-Ati. He didn't know if that was expected, under the circumstances, but figured he'd better err on the safe side...

"We have to be able to provide something they want," Yaakov said. "But yes, if this visit brings attention to the plight of our workers, then maybe we can open more factories, here and in the interior."
"So you do approve," Natsha said teasingly. "Even if it is Leon Trotsky?"
"'Tasha, of course! I said I would be glad to have one of the great mind sof the revolution come here, and I spoke truth. Yes, I don't see eye-to-eye with all of Comrade Trotsky's ideals, but I am still impressed by his vision, and by the fact that he's coming here. Thank you, 'Tasha."

Eilat
The small coastal town of Eilat was a ragged and depressing place, not many trees and not much to do. Captain Davidovich noted a handful of bare places to drink, a run-down hostel to stay in, and a brothel into which a handful of young street girls and Bedouin women had ended up. The best places in town were a pair of caravanesrais, one run by a Bedouin elder, the other led by a Yemeni Jew that had immigrated to the region decades before. The Yemeni Jew also had a bet-knesset, or a "synagogue" as the Ashekenzi knew them, attached to his road-house. There, the pious old man conducted his own services, despite never being formally educated or made a Rabbi.
It was there, at the Yemeni's place --for such was the only name it had-- that Captain Davidovich spent most of his time when on land. Davidovich himself wasn't particularly pious, himself, but the Yemeni's place had as welcoming an atmosphere as could be had under the circumstances.
During the day, his men worked the ship, the INS Shimshon, buying fruits from the kids that brought baskets full of goods to sell. In the evenings, after dinner, they went to shore to drink and go to the cockfights, or watch the single tattered movie screen in town playing one of the six movie reels that existed in the small fishing village. Th efilms were all old silents, none of the new Talkies, and most of them were in either French or English-- with Arabic badly subtitled as an afterthought.
On the weekends, there was excitement as a Vickers Vimy of Air Palestine lumbered into the sky, landing to drop off a handful of passengers, or pick up some lucky few who were leaving, but more often than not just to do nothing more than drop off or pick up mail. The plane was on the ground barely long enough to complete these tasks, and then it would roar into the sky again, headed south, for Aswan, then on to Port Sudan, and then a return loop. Children clustered along the runway to wave as it roared overhead, daring one another to stand as close as possible as it clawed its way into the sky.
The plane would not be back on it's return route; it hopped across the Red Sea to Jiddha and then to Mecca, then went on to Amman, Jerusalem, and finally back to Tel-Aviv. The whole loop took a week, and meanwhile another plane that Air Palestine owned would begin the same loop. Others went to exotic places along the northern shores of Africa and the Mediterranean islands; Israir routes went to Europe and Byzantium.
Captain Davidovich dropped his parcel in the plane's outgoing mail bin. In it he described the condition of the ship, the men, and himself; he described the deplorable conditions and the lack of infrastructure, and hinted that Eilat was in need of some investment, possibly beginning with a telegraph line.
It would be a week or more before the right people saw it.

"Fascinating," Yonatan Shaham said, "I met the most interesting woman," he said.
"Oh, your mother will be so happy!" Arik said.
Yonatan turned beet red. "Oh, no, aba, not like that." He explained the existence of the Sheik Maryam Abdul-Ati. Arik found the notion of a female Sheikh amusing, but not unheard of.
"Well, you'll be happy to know --unless you read it in th epaper already-- that the Diwan has approved the railroad, the factory, but we are still waiting for a decision on the German base. But your trip has borne fruit, my boy! Well done!" he reached into his desk and poured some brandy, which they both had a shot of before pulling out cigars and lighting them up. Arik already had the window open and the creaking electric ceiling fan on.
"Well, if they shoot down the German base idea, I guess two out of three isn't so bad," Yonatan said.
"We better hope they approve of it," Arik replied, "I understand the Germans are sending a pioneer group here to evaluate the site. So tell me, how was the trip?"
"Fascinating," Yonatan said, "I spoke at length with the Captain of the Shimshon. A smart and progressive fellow, he is. He told me of some experiments being done in Spain, involving an aircraft without normal wings, but with a propeller on top."
"An autogyro," Ark said.
"Yes-- you've heard of it?"
"The Portuguese have announced, only a few days ago, that they are conducting experiments with these machines," his father said to him. "Autogyros and... heli-copters," he said, "They are, apparantly, very different machines, although they look similar. What did Captain Davidovich want to know about them?"
"He was curious about how they might be used on ships, if such was practical," Yonatan said.
"I think the autogyro takes off like an airplane," Arik said, "The helicopter can fly straight up-- when they get the beasts to work right. If they ever perfect it, I suppose they could launch from the back of a ship, but right now they do not look promising."
"And the autogyro?" Yonatan asked.
"There is some promise there," Arik said. "The autogyro, I understand, it is like, I don't know, almost like a kite, I guess... if the plane loses power, the overhead propeller keeps spinning to lower the plane to the ground, straight down. The Spanish invented it so they could have an aircraft that did not stall at low speeds. They have already flown successfully."
"So, such a thing would be practical for the small villages in the Yishuv where there are no roads," Yonatan said, "No roads worth mentioning, anyway."
"I was thinking, such an aircraft might also be useful for reconnaissance, if it is slow. That and maybe ground attack?"
"What do you think, aba? Should we look into this?" Yonatan asked.
"I think we should," Arik said, "And floatplanes, perhaps, for Captain Davidovich. Coastal patrol over the sea would be a great strategic asset. I will ask David what he thinks, and send a delegation to Portugal to see these 'autogyros'."
"Excellent," Yonatan said, "I hope to go, if it is okay."
"We'll see," Arik said, "The Council may want to keep you nearby in case something heats up with the Dominionites or the Shepistanis."
"They are all thunder and bluster, aba," Yonatan dismissed with a wave. "They're not actually going to do anything."
"Still, we need to be prepared if they decide to 'do something'."
"Alright, but I think we should look into this autogyro thing first. We can use it to spy on the Sheppos or Dominos, if that is what the Council wants to hear. Now, if you'll excuse me..."
"Where to in such a hurry? Have lunch with your aba."
"Okay, but I will return home. I am tired from the journey back."
"Tired? You are young and healthy, why are you tired? Look at me, I'm just now fifty and I am not tired. You need to eat more meat."
"Ema says I need to eat more vegetables," Yonatan said.
"Bah," Arik said. They went to lunch, but Yonatan wanted to get home so he could write a thank-you note to Sheik Maryam Abdul-Ati. He didn't know if that was expected, under the circumstances, but figured he'd better err on the safe side...

Down the way from where the battleships Magistrate and Consul were being fitted out construction had begun again at the slips where they had been built. This time, however, it was not a keel being laid but excavation machines working to expand the facility. It was to be widened to 135 feet in width and 1,050 feet in length to accommodate the next anticipated generation of dreadnought-type battleships, which most naval analysts believed could end up hitting 70,000+ tons by 1935.
The entire yard was, in fact, being given an overhaul: the expansion of the Astoria Naval Yards and the opening of Craig & Sons Ltd. in Adelaide meant that the Navy could refit the entire yard to focus on capital ship construction. Even as the two largest slips of Mare Island were being expanded, a set of smaller slips used for destroyer class vessels was being demolished in favor of a third slip that would accomodate the same with a fitting pier and drydock to match. The shops for ship equipment were to be given similar expansions to permit them to support the construction and fitting of the next generation of naval vessel.
Murrumbidge River Training Depot, outside Wagga Wagga, New Olympia
Gerald O'Bannon came to a stop as he finished the rigorous obstacle course at the Depot, a part of the daily activation regimen. The 20 year old native of Newcastle had ended up being drafted into the Army a year prior and ended up in the 4th New Olympia Regiment, a reservist formation.
Not anymore, though. As part of the Liberals' plans to reform the Army, they had activated divisions across the nation, on both sides of the Pacific, including the one that his regiment was attached to. As a result Gerald, much to his chagrin, had been brought into regular service, and without a single exemption he could file.
The next figure coming out of the course, gasping for air as much as he was, was Tommy Wilkenson, his schoolmate and friend. The freckled brown-haired kid, a bit thinner than he, gave him a bemused smile as he caught his breath. "Aye, a good workout eh?"
"To think I was only going to get called up once a year for this crap," Gerald muttered in response.
"Oh come on, now, it's three meals a day, a roof over your head, and guaranteed pay," Tom replied. "I've actually thought of goin' into it as a career."
"Are you kidding? They'd kick your arse to the curb given the way you act up," Gerald guffawed in response. "I can't believe I've got three more years of this shit..."

Fabian Castellano looked out over the barren rocks of northwestern Utah with a grin on his face. The young man was a new trainee in the Cascadian Air Corps and assigned to train with the 4th Fighter Squadron, 2nd Pursuit Group. The re-activated formation, the result of the new government's "New Defense Plan", was training young prospective pilots such as him beside a small corps of dedicated flyers who had returned to military service with the reactivation of their unit.
The craft at his control was the Simmons-Fitzhugh PF-3 fighter, a fighter that Cascadia had put into service in 1922. Due to Conservative spending cuts Cascadia had not kept up well with the world's air forces, and the aircraft was already outdated compared to new ones coming out of other countries. But to Pilot Lieutenant Castellano the 3,000 pound machine was all the world. It zipped along at about 135 miles per hour, it's cruise speed, nearly 6,000 feet off the ground.
A craft flew up beside him, another PF-3 emblazoned with a Flight Lieutenant's insignia. It was his flight leader, Simon Goldwyn. He turned to look at him and saw him make a hand motion that he recognized as the signal to land.
Breathing in a deep, contented sigh, Fabian pulled the aircraft to the left and headed back to Tooele.
Boeing Plant, Seattle
The workers of the Boeing plant arrived at work on time, having been called in by Mr. William Boeing to give an announcement. They all waited patiently as the company's owner approached them and found a table to stand up upon. "I have good news for you all," he announced. "The Air Corps has accepted our proposal for the new Model 15 as their new pursuit plane and have ordered prototypes!"
A chorus of cheers erupted from the assembled workers. This meant work for now and, if the design was favored, for another year or so to come. Until another, newer fighter design was found anyway....
The Green House, Portland, Federal District
A telegram from Berlin from Ambassador Faulkner had confirmed that the issue in the Indian Ocean had been settled diplomatically, producing great relief in the Cascadian capital. Stephen heard the news from Reginald while going over paperwork, sighing softly as he contemplated it. "Draft a telegram to Lord Fairfax and Chancellor Sänger, expressing my thanks for their coming to a diplomatic solution... actually, just draft it to Fairfax, I'll write Johannes myself later."
"With this news, what are you going to do about our ships in the area?"
"Pull them out of course. The Fast Battle Squadron and their destroyer screen will refuel at Dar-es-Salaam and then return to their bases in Fremantle and Bengkulu. And we'll send 4th and 5th Squadrons back to Brisbane."
"And the Large Cruisers?"
Stephen seemed to be in thought for a moment. "Wouldn't hurt to keep some ships on station, if just to assist if another ship ends up in the crossfire between the Dominion and Shepistan. I'll have Lightning and Tempest continue operating in the Arabian Sea for a while longer, they can use Port Sudan or Dar-es-Salaam for refueling and replenishment."
"I'll let the Naval Staff know. And what about the proposal to move Australia Fleet HQ to Townsville? Admiral O'Connor has gotten some of the Senators..."
"I'll deal with that when the time comes, last thing we need to do is spook the new Dutch leadership just as they seem to be ready to finally discuss Darwin."

Prime minister Morales had taken a step back to let the debate reveal who stood where. The time also gave Morales's security people time to tell him about the Mongolian delegate's pamphleteering and provide him with one of the pamphlets. Now Morales rose to the podium once more to try and shift the debate back where he wanted it.
"Gentleman I believe we should listen to the esteemed delegate from Manchuria. The document he has presented at this conference is just one pebble from the mountain of evidence that shows us that communism is a dire threat to our very way of life. For this reason Chilitina will sign no declaration to the communist powers promising peace as such gestures are futile given their goal of world wide revolution. Gentleman, the conflict has already been started by the Reds and we must stand ready to finish it.
Though we might disagree over the exact nature of the threat, I am heartened to hear that both Spain and Madacascar are willing to step up and defend the free nations when they are beset by communists. I purpose we form a committee to draft a defensive agreement amongst us. Such an agreement should give the reds second thoughts once they see who is arrayed against them!
I am also glad that there is support for anti communist intelligence sharing. Chilitina believes that this body's work should remain focused purely on data sharing however. We believe that individual nations are best at determining if a communist nation is engaged in hostile acts against them. The purposed agency would simply help member nations make decisions with the information it would provide."

Ernest L. Kelvin was the scion of one of Cascadia's wealthy agricultural families and a die-hard Tory, hence why President Halling had selected him to be the nation's delegate to the Freedom Conference. No fan of the new Administration, Kelvin had opted to represent his nation (or, some might cynically suppose, the Conservatives of Cascadia alone) defiantly.
Now that the matter of reform policies and mutual anti-Communist defense had come up, this Tory decided to make his voice heard and was soon granted an opening to speak by the Prime Minister of Chiletina.
"It saddens me to say that any attempt to present such a treaty to the Liberal Senate of Cascadia will end in utter failure. Let our nation's experience be a warning to the rest of you who have not yet given in on the issue of reform. Namely, it doesn't work!", Kelvin thundered. "We gave them what they wanted! We protected the rights of Unions to drive up costs by demanding unreasonable wage, we levied taxes on our most prosperous citizens so that we could give unearned food and support to the lower class. And what did we get?! We got a Communist sympathizer in the Presidency of our Nation, a Liberal government that demands even more from the producers of our nation while it covers for Communist subversion! Our new Liberal President has not only reduced official support for my mission here, he has also spared the life of a known, convicted Communist spy long enough for the bleeding hearts of the Supreme Court to commute his sentence and order a new trial!" Why should we have to sit here, cowering behind security, instead of going out there, sword drawn, and make the Communists fear us? It is, I think, a sound principle that the rabble, however numerous, should be afraid of the government, not the other way around."

A factory gone under for the same reason! Do the unions complain? No! They brag and claim that this will be a lesson to others, a fine statement eh? They don't even care about their own workers being unemployed!"
"Worse yet is the talk of land reform, now that is pure Communism! The idea that a bunch of sharecroppers and tenant farmers suddenly have the right to own the land just because they work it? It's as absurd as the idea that your house servants should own your house! Yet otherwise reasonable people have bizarre sympathies for these beggars, in Roumania the Peasant Question is always a hot topic, so it is in South America, those parts that aren't yet Communist. The armed Citadel guards recognized the familiar clatter of Stirling engines well before the tell-tale diplomatic flags at the front of the first KMW Lichtstrahl rounded the final bend, and the reinforced doors of the Bab al-Azab gates swung open even as the three-vehicle convoy came into full view. The guards gave a crisp salute as the cars of der Graf Altwitz-Klarburg careened past without slowing down, racing up the hill into the administrative heart of the Sultanate.
The Cairo Citadel, better known as the Citadel of Saladin, was a collection of palaces and courtyards, mosques, gardens and offices located on the Muqattam Hill near the center of Cairo. Enclosed by fortified walls and patrolled by a small army of elite guards it was a city within a city, the ancient heart of Egyptian government. The three cars thundered over the cobblestone roads past the Mosque of Kathkhuda and the brooding Mukhabarat headquarters, turned left on the tree-flanked lane that passed between the Qasr al-Ablaq and the Mosque of the Restorer, rumbled through the Bab al-Qullah gates and finally came to a rest just north of the zeppelin mooring tower, on the paved courtyard of the massive Dar Al Masyaf Palace at the center of the north enclosure of the Citadel.
Guards piled out of the first and third car, securing the yard with hands on their sidearms before the Count finally dismounted the second vehicle and paced toward the entrance. Siegfried was grateful for the rarely awarded special privilege that allowed him to take armed bodyguards into the Citadel. The last time he'd been here he'd very nearly been killed. That wasn't going to happen today. His men threw open the doors to the palace and the Count all but stormed in, riding boots marching across the marble floors. The doors to the arabesque'd meeting room flew open as he pushed them in. Two of his guards remained behind, the other two followed him in and took up flanking positions next to the door.
He sat down in one of the two chairs and stared at his opponent. In the opposite seat was Sheik Abdeh Helali. The owner of Siddiqun Mechanical Industries was a huge man, a bloated bulk almost thrice as large around the chest and waist as the Count. He sucked on the mouthpiece of a water pipe. Behind him stood two bodyguards, Bedouins wrapped in black garments.
“What are you thinking, oh Count” the Sheik rumbled in his deep, beautiful voice. Siegfried heard a note of mockery there. It was easy to underestimate Helali, but his gargantuan form hid a demoniacally clever mind. The man had been born to beggars in the streets of Alexandria yet had risen to great prominence through wit and sheer uncompromising brutality.
“I am thinking why you tried to have me killed. Don't deny it, I know it was you.”
Gasping laughter bubbled from the Sheik's lips. Triple jowls of fat folded under his chin, rendering Helali into an evil parody of a jolly fat man. “You are wondering why I am keeping you from your drinking, your shallow intrigues and your woman.” His inflection made it abundantly clear what Helali thought of the Count's wife. Angered the Count briefly considered drawing his sabre and running the man through. But the Sheik was a cunning devil. Precautions would be in place against just such an occurrence.
“If it's a war you want, Sheik, then it's a war you'll get. But I promise you won't find me an easy mark.”
Abdeh Helali smiled. “The snake considers himself the master of his domain, until the eagle.”
Siegfried decided to ignore the thinly veiled mockery. “If you think your Bedouin footstools are a match for my men, you are mistaken.” He saw the two men by the door flinch almost imperceptibly at the insult. Obviously he had scored a point. “I don't care if you're in bed with the Grand Vizier or not. Pursue this matter any further and I will end you.” He stood up.
Helali narrowed his eyes. “We are not done talking.”
The Count turned around and scowled. “Yes, we are. I have everything I came for.”

Angered the Count briefly considered drawing his sabre and running the man through. But the Sheik was a cunning devil. Precautions would be in place against just such an occurrence.
“If it's a war you want, Sheik, then it's a war you'll get. But I promise you won't find me an easy mark.”
Abdeh Helali smiled. “The snake considers himself the master of his domain, until the eagle.”
Siegfried decided to ignore the thinly veiled mockery. “If you think your Bedouin footstools are a match for my men, you are mistaken.” He saw the two men by the door flinch almost imperceptibly at the insult. Obviously he had scored a point. “I don't care if you're in bed with the Grand Vizier or not. Pursue this matter any further and I will end you.” He stood up.
Helali narrowed his eyes. “We are not done talking.”
The Count turned around and scowled. “Yes, we are. I have everything I came for.”

Chicherin oversaw the Mongolian Princes. Truly they were a weird bunch. He pondered upon the history of the Great Horde, and it's uneasy relations with Russia. The descendants of the Horde now controlled barely a small part of what they used to have. But they were also far more powerful. Far more knowledgeable about the ways of modern politics... and modern war.
It was war, not peace, which brought Chicherin on the huge Ilya Muromets plane right into the heart of Mongolia. And he was sad for it. But what was there to do? The insulting behavior of Manchurians at an anti-communist witch-sabbat, and the rejection of a modest Soviet demand for apologies was not well received by the Circle. Chicherin knew that the Circle were long looking at the vast spaces of the Far East, lost by the ineptitude of weak-minded Tsars, as a welcome addition to the power of the USSR. Perhaps that forced their hand; perhaps not. But the colossal cog of mobilization started to turn, with screeching and rust falling off the Union's war machine, and the pendulum of the war clock swung heavily, with a louder sound each time. That pendulum started moving, and there was no turning back.
A deal with an empire? Chicherin pondered upon the proverb "deal with the devil". At least the Mongolian "devil" allowed Marxists a full representation in Parliament and even to serve in the Army. This was far better than the rabidly anti-Communist government of Manchuria. If you have to choose, better choose the lesser evil, right?

- Dear Khan, - the Soviet diplomat begun, - We have received several notes from your government that touch upon expanding our cooperation, which so far was confined to shipping of machine guns and supplies through the Trans-Mongolian Railway into our Eastern military districts. I can inform you on behalf of the Soviet government that the Soviet Union is glad we have found ways to sign a full mutual defence treaty.
The Mongolian leader was not surprised.
- The winds blow over the plain. The times come and go, but the greatness of the sons of the Great Khan remains. It is only natural that such great people, the Oros, shall come for council and support to us, another great people - the Mongol. We have also found it very kind of you to sign guarantees that prohibit interference of the Oros in Mongolian matters, including financial or armed support of the Mongolian Marxist Party. We assure you that we would not disallow the Party from taking part in the political process. The Soviet tank armada, a 20 000 man strong tank force with 100 ultra-heavy tanks, mostly acting as mobile siege artillery, and 200 light tanks, will spearhead the assault, accompanied by roughly 10 crack Soviet divisions of the Special Far Eastern Army transported here by the Trans-Mongolian Railway, including the three very best, operating motorized units, and then 2 cavalry corps to ensure flanking attacks which could surround Manchurian fortifications. Also accompanying them will be 2 armored train brigades, each fielding 2 heavy and 2 light armored trains. They will advance along the Trans-Mongolian Railway and assault any forces the Manchurians might be trying to bring up. If we take Jilin, it will only be good for us. In total, there would be around 400 tanks in the attack, some active in the tank flotilla and others accompanying infantry divisions.
- Your forces, especially armored forces, would be welcome to assist in the deep attack. The tank assault will be spearheaded by Marshall Tukhachevsky on our side. The Joint Headquarters will reside in Niislel Khüree, with direct phone lines to Chita, Nerchisk, and other cities on the line. Choosing your capital, is a sign of great respect as much as it is a strategic necessity.
- The main task will be crushing the Ā'ěrshān Shì fortified region just up and above over our main assault direction - for that we shall dispatch 2 special artillery regiments, armed with 305mm mortars, the heaviest mobile land artillery pieces in the Soviet Union's inventory. Afterwards part of the assaulting forces will cut off the Manchurian forces positioned to defend Hailar He, from the rear, and thus bring their line of defences against the USSR in the Manchurian Fortified Region to a defeat. Once they are cut off, we shall use the squadron of ultra-heavy bombers based in Chita and re-dislocate it to border airfields; upon doing which, the bombers will assault the Manchurian positions on Hailar He, and coupled with the attack from the South, that would be effectively destroying their forces.
- Your mighty forces shall bring additional power to the main thrust against Cicigar and Harbin, thereupon, we will separate. Your forces shall go South and take anything that would be enough to defeat the enemy. Our forces shall go North and destroy his northern forces that effectively defend his lines against Russia.

The city with a population of 130000, including around 33 thousand POW internees, taken by Tsarist Russia, but who were never released by the Soviet Union, became the epicentre of rapid military mobilization. Over 300 000 men were raised to fight in the rifle divisions, bringing the total number of active rifle divisions in the Special Far East Army to 51, and the total number of manpower to around 700 000 men.
Some of them, around 5 rifle divisions in total, were transferred to the sparsely populated territories of the North, away over the Amur river, as far as to Okhotsk. But the Buryat Autonomous Soviet Socialist Republic, with a total population of barely one million men and most of it lying in permafrost, was hardly the main point of contention between the Soviet Union and Manchuria. He stepped into the meeting room, ducking a little bit to avoid smacking his head and dislodging his elaborately decorated taqiyah. He nodded approvingly and took his seat. “There are many matters for us to discuss, Mr. Bukharin.”
“As you know, Afghanistan has recently undergone extensive industrialization and social reform, and though we are not a communist state, we are sure that Russia's own experiences will allow you to understand the turmoil our people find themselves in.” His Russian is near flawless in pronunciation, though there is a distinct accent and a slight peculiarity of drawing out his 'arr' sounds too long.
“It is a matter of record that the revolution of Russia has caused economic issues within our own nation - your traditional market for our crafts and materials, it has been diminished significantly. We wish, as a people, to resume a profitable trade arrangement. We have recently made great developments in the refining and mining of our great nation's mineral ores, and we are led to understand Russia requires fuel for its railroads, its fleets, its own industrial progresses. We would be willing to offer favourable bidding terms on our oil and gas reserves, our iron and steel, and the excellent coal.”
“In addition to this, we have recently developed an overabundance of wheat we would be very willing to sell to your great republics for very affordable rates. It is of excellent quality, but there is simply too much for our people to consume and it is beginning to threaten to overflow our silos.”

While your grain shipments are helpful, if we were to lose Chinese rice and wheat, we would have some problems. I will have to send a diplomat there and perhaps give them some incentive. I know they must be stinging still from their own losses to the Manchus, and perhaps they could be coaxed into pressing their sword into Manchuria's belly as well. That might also do well to dissuade the Shepistanis and Dominionists from trying to send aid to the Manchus. Normally not one for reflection, the War Minister paused for a moment to consider that that same sun had previously been shining on Phnom Phen, the French colonial capital in Cambodia.
Normally, he would not have considered the far-flung reaches of the French empire, but Cambodia had been on his mind of late, and in the orders he'd communicated to the Military Transport Command earlier that morning - specifically, ten divisions to embark at Nice for passage to Cambodia post-haste. Not the valuable mechanized divisions, of course. Cambodia did not have road or rail capacity sufficient for trucks and tanks as yet, but more than sixty infantry divisions remained unmotorized, and the ten best of them had been detailed to reinforce the twenty already stationed in Southeast Asia. Thirty divisions, supported by five artillery brigades and a siege brigade, ought to be quite sufficient to defend French territorial integrity, if the rumors the intelligence service had reported turned out to be true.
Or perhaps even to take advantage of a destabilized Far East, de la Conde thought as he lit a cigarette, bent his thin body back over his desk, and returned to the business of managing the French military machine.
Results: Ten infantry divisions despatched to Cambodia aboard naval transports, route to be Suez canal and then 'round India. Naval escort to consist of two battlecruisers, three cruisers, six destroyers, and an oiler.
