Lupaza and Furel, two of Kira's old resistance comrades appeared at least twice and were both killed in The Darkness and the Light by bomb. Weyoun could also be considered as well. While he may have come back from death in the past, by his WYLB death it was clear that he could not be replaced.
Edit: Also, one of the Red Squad cadets who appeared in DS9 Homefront reappeared and was killed on the Valiant when it was destroyed.

Yes indeed. Which is why he counts. Unlike Spock, who died of radiation poisoning in St II and was regenerated back to life by the Genesis effect.
