Your excellencies,

this October marked the 30th anniversary of the ascension to the throne of His Imperial and Royal Majesty Wilhelm the Second, by the Grace of God, German Emperor and King of Prussia, Reichsverweser Of Austria and Hungary etc.

To commemorate this joyful occasion, a fleet review is planned in February 1925. The German Empire would view it as a great honour if your Navy would participate in it. Please notify the Reichskanzlei in such a case.

Signed,
Sänger, Reichskanzler.

Mongolia is honored by this invitation, and though we have no ships, we would be honored to include 5 Gyrfalcon, 5 Thunderbolt, 5 Crow, and 5 Stormcloud planes in an air review, if that would be possible. We shall also send gifts to the Kaiser, if that would be permissible.

May Buddha Smile Upon You,

Khan Angarag

After some thought, the Khan wrote another missive, this one intended solely for Sänger

To Reichskanzler Sänger,

I write this as a letter solely to you to congratulate your nation on its liberalization policy and my hopes that you triumph in the next election. Mongolia survives and thrives on its trade, and our industrialization, which was fed by German and Byzantine entrepreneurs, so we feel that a continued relationship with Germany is of prime importance for the continued well-being of our nation. To that end, I hope you get re-elected, as it seems some of your opponents would be keen to eliminate trade with the Soviet Union, which is our prime hub for moving people, ideas, and goods between our two nations. If there is anything that I can do to help you out, please let me know. If you should like, I could send Roman von Ungern-Sternberg to campaign for your opponents!

May Buddha Smile Upon You,

Khan Angarag

Somewhere in the Balkan Confederacy
Q4, 1925

The massive air force base was humming with activity, dozens of planes were readied for takeoff, but strangely they had no Confederate markings on them, their pilots did not wear Confederate uniforms - a puzzling situation for outside observers. A similar situation was occurring on a great number of locations across the Confederacy, hundreds of planes ready for action, all with well trained and experienced pilots, and their mission a mystery.

The public received information via newspaper the following morning that these planes were a gift for the Soviet Union, and that the men who flew them were volunteers who wanted to fight for the Soviet Union. Hundreds of planes lifted off from the Confederacy, their destination - Airfields across the Soviet Union and their mission, to join the war against the Manchurians. Officially these men were volunteers and their planes gifts, unofficialy the Balkan Confederacy had made it's first major move in support of the USSR.

It was a sign of things to come...

Image

Results:

The following planes are delivered, with trained volunteer pilots, to the Soviet union:
-100 Fokker D.XIV
-100 Gloster Grebe
-50 Avia BH-21

The Black Sea, Confederate Naval Base

Ships were loaded and prepared for transport, their cargo was unusual to say the least. Trains, dozens of trains. The ships were loaded with trains, built to Soviet standars by Confederate engineers. Another gift for the USSR. Over a 130 trains purpose built for the needs of the soviets were to be delivered to them.

Image

Ships loaded with materials, trains and what not - delivering their goods to the USSR, were about to become a routine sight in the Black Sea.

Result: A 130 trains. Built by the Confederacy to Soviet standards are delivered to the Soviet Union.

"So it begins..." Boris smiled. "You have managed to go up against the Emperor and achieve your objective. I must say I had my doubts."

"I know my friend, I had them too. It was not easy convincing Alexander that this was the right thing to do." Sirah said and smiled. "But I must say, these little victories over him are quite satisfying."

"I would imagine so." Boris said and scratched his forehead, briefly adjusting his eye patch. "But what now?"

"Now we keep it up. We send them more planes, tanks, anything they need." Sirah began."We have even begun training their pilots and will help them in other ways."

"Is it just me or do all these things have one thing in common?" Boris grinned, understanding what Sirah was doing.

"Indeed they do." Sirah said. "They allow us to help the Soviets with their little war, without direct involvement by the Confederacy. Just as the Great Emperor Alexander ordered."

Sirah was the one grinning now, it was the grin of a winner. The Emperor had lost this game of chess.

Result:

The Confederacy has begun training Soviet pilots, plus some fluff.

Sorry for the bad quality of the post, I didn't have much time and wanted to get this done.

The conversation came from the office of Admiral Louis Fielder, Vice Chief of Naval Operations, as he spoke with Under-Secretary of State Lionel Waltrip.

"The State Department needs to know what ships can attend the February 1926 fleet review for Wilhelm II's 30th anniversary celebration. We want to send a squadron of dreadnoughts, the more state-of-the-art the better."
"From where? We need every bit of our battle line where it is in case someone moves in the Far East or the Mexicans and Colombians go at it again. Last thing we need is for a chunk of our battle line to be on the other side of the world if the Panama War starts up again and the Canal goes off-limits."
"The President...."
"...is a navy man, he'll understand. The Battle Line has to stay here to do its damned job. Now, I'll talk things over with the rest of the staff but frankly the only ships we could send would be a cruiser force. Would the State Department be satisfied by sending the Commerce Defense Squadron and a few of the new Nez Perce-class expeditionary cruisers?"
"Honestly? We want at least capital ships to go."
"The Commerce Defense Squadron's Large Cruisers are capital ships in tonnage, Mister Secretary."
"Then why are they called cruisers?"
A long pause.
"For the same reason battlecruisers are, Mister Secretary. Anyway, I can see if we can detach the Fast Battle Squadron, but I make no promises."

Official Note to the German Chancellory

Cascadia will be sending vessels to attend the fleet review, but for the moment we cannot confirm which vessels will be sent due to the situation in the Pacific and the need for the Navy to remain positioned to deter an expansion of the conflicts in the Far East and Central America. We will endeavor to provide you with detailed information on attending vessels as soon as it comes available.

Summary
Due to the situation in the Pacific, the Cascadian Navy is resisting sending major fleet units to attend the review. At the moment the Navy wants to send the Commerce Defense Squadron and some attached expeditionary cruisers (read: Historical "Treaty cruisers" aka heavy cruisers in tonnage), but the State Department is pressing for dreadnoughts or at least "real" capital units - the Fast Battle Squadron of 4 1919 Battlecruisers may be sent instead.

Admiralty House
al-Iskandariyya

"Wilhemshaven?" Ibrahim al-Hayat ibn Abdulaziz rubbed his bearded chin. The Wazir al-Bahr, or Minister of the Sea, seemed wary of the proposal before him. "The Sultan applauds your enthusiasm, admiral, but he is not convinced it is prudent to send one of our few great warships so far away in these troubling times."

What you mean to say thought Mehemet el-Majid Azeb privately, is that you are not convinced my men can make it there in one piece. The admiral of the sea of the Sultan of Egypt suppressed a surge of righteous indignation. It simply wouldn't do to show his anger at the snub -- he could blow off steam later. Instead he forced a polite smile onto his face. "I have conferred with General bat Galon, and she is confident the Air Corps can arrange for additional patrols in the Suez region to compensate for the temporary loss of a single warship."

Now it was the Wazir who visibly suppressed his irritation. Ibrahim al-Hayat was a very conservative man, hailing from an old and influential clan based in Medina. It was bad enough the Sultan should elevate a woman head of one of the army branches, a Jewess no less, but that she would go behind his back and confer with one of his nominal subordinates to undercut his authority... That was insufferable.

But it was exactly what General Na'ama Elvaz bat Galon had done. As commanders of the two least prestigious branches of the armed forces the General and the Admiral were natural allies, each one backing the other, forming a power within the Diwan that could not easily be ignored. The admiral's smile widened. The Wazir could not very well overrule his proposition now -- if he did, it would look like an open snubbing, something which was not only extremely impolite, but would sound rash and motivated solely by emotions. The Greater Diwan did not like rash decisions, and if they should seek to overturn the Wazir's ruling his standing and reputation would suffer grievous damage.

The stick, then, had been shown. It was time for the carrot. "Certainly," the admiral continued. "His Exalted Highness has earned much praise for his role in the peaceful resolution of the Kenyan situation. Truly he must be regarded as a benevolent peace-maker. But our presence at the fleet review will serve to turn heads and alert our neighbours to the fact that the Sultan could also exert his iron will far and wide, and in much less a benevolent manner. Surely he will recognize the wisdom of your words when you propose this mission to him."

The Wazir looked at the admiral, his eyes narrowing. Ibrahim al-Hayat recognized what was happening: if he were to present the admiral's proposal as his own, and the mission were to be a success, the Wazir stood to win great favour with the Sultan. Favour the Ministry of the Sea sorely lacked. The admiral would get his way - a chance to let one of his dreadnoughts do something else than skulk from port to port for a change - and the Wazir would enhance his reputation. Ibrahim al-Hayat nodded slowly. "Very well then," the Wazir replied. "I will ask the Sultan to consider this proposal."

Result: After some political arm-wrestling the Sultanate sends one Baden class dreadnought, the Salah ad-Din the Conqueror to the fleet review in Wilhemshaven. The German chancellery is assumed to have been informed of this decision.

Ministerial Palace, Kabul, People's Republic of Afghanistan

"Gas? They're using gas against our -people-?!?"

Al-Ludd was shaking with rage, face turned scarlet, his knuckles white as he gripped the edge of the table. He had the look of a man possessed to him, with the terrifying glint in his eyes. The Shepistanis had done something unspeakable, and would live to regret it - at least until the suppurating sores, fevers, and horrific pain dealt with them.

"Sign it! Sign all of it! Import the Russians! Import British! Import anyone you need, just get the plague working! They gas our people, and we will infect their's!"

Sub-Minister Fahad nodded, adding a simple signature to a half dozen letters, which he handed to his aide. They would bring biologists, germ-specialists specifically, and weapons designers South from Russia and from wherever they could be found elsewhere in the world, with extremely generous offers of payment in raw gemstones and gold. Finding the plagues was far easier and cheaper - already army units were scouring the border villages, and it was inevitable that soon they would find at least one case of the infamous Death, and of the lesser Asian Tularemia.

Fire would be fought with pestilence on a scale the world had not known since the settlement of America and Australia and the horrific results for their native peoples.

Also signed, amongst the pile of documents, was a peculiar directive. Today was the day the Russian tanks were sent to reinforce the border near Jalalabad, where the terrain was suitable and the line weak. Though no doubt of greater use further North or South, none of those areas, with their steep hills and craggy mountains, was hospitable. But one of the Russian's Renault-17s was not leaving with the other fifty.

It was being directed to a workshop, where its crew would be 'mysteriously' disappeared and the entire thing disassembled. Studied. Reverse engineered. Afghanistan would need tanks of its own, and its aged Mark 1s would not serve as an efficient method of studying how to design them.

Two more documents of note were within the pile - one authorized the mass production of emergency gashoods similar to the old PH-helmet design. They would lack the much needed chemicals at first, but that would be solved with time, and the official order to attempt purchase of a shipment of gas masks proper from the Dominion - an enemy's enemy is sometimes a friend.

The second order authorized the Afghani air force to respond to the gas bombing. The Eastern Division was already spinning up its rotors with its fighter craft, dating back nearly nine years to 1916 and 1917. As outdated as they were, they were faster than the Shepistani bombers and, with radio reports from border forts, could no doubt curb some of the horrific deaths.

Conclusions:
-Around 2,000 men killed by gas, and 3-5,000 villagers.
-Afghani tank program starts its very first clumsy steps (to be represented next quarter with actual investment, as they try their hand at actually designing something rather than studying it)
-Afghani fighters move to engage Shepistani bombers.
-Bio-warfare program truly begins.

Niislel Khüree Agricultural Institute

Senior Military Advisor Serdamba was visiting the NKAI, meeting specifically with the Infectious Diseases Center Head, Nyamkhüü.

"Doctor, have you isolated the plague organism yet?"

"Indeed, sir! It is quite prevalent in the marmots in our nation. And we aren't finding too much trouble in culturing it. Why do you ask?"

"Our spies have indicated that the Afghanis are trying to utilize their own disease warfare against the Shepis."

"Wait, we're spying on the Afghanis? Aren't they our allies?"

"Yes, but you must always know what your friends are up to, as well as your enemies. Anyhow, how much longer before you think we could use this as a weapon?"

"Honestly, we could make a very primitive one just by parachuting infected marmots into the Shepistan, but we might be able to make something in a few months or years."

"Go ahead, then, and go forth. If the Shepis surrender before then, we'll always have this weapon on hand, and, if not, then they'll get to die in droves."

Baron Roman Ungern von Sternberg tapped out a few more keys on his typewriter.

And, thus ends this manifesto, and hopefully you, my dearest readers, will take my words to heart. The filthy Bolsheviks and perfidious Zionists won't succeed if we fight against them with sword and pistol! Everlasting victory shall be ours!

He smiled. Perhaps this whole deal with the Freedom Conference was a blessing after all.

Now, to copy it and send it to a few publishing houses around the world...

Imperial Chronicles

"So Ignatius, you want me to send some ships to the German Naval review? I suppose I could afford to spare some ships. Perhaps one of the new Justinian class battleships, along with some of the newer Sparta class cruisers, and perhaps a few other escorts. Mostly from the Mediterranean fleet. I can't spare too many ships, with the Shepistanis getting rather worked up over the Afghans," said John Doukas, Exarch for the Ministry of Defence.

"Yes.. Afghanistan. I'm almost tempted to send a note to the Shepistanis that I would prefer that they do not harm Byzantine commerce interests. We do business with the Afghans and we would like our business interests to stay intact," said Ignatius Korolev, Exarch for the Ministry of Foreign Affairs.

"And the war with the Soviet Union versus the Chinese and the Manchurians?"

"We are prepared to offer some qualified support to the Soviet Union, in the form of trains, and military products and other things."

"Tanks and all?"

Well yes. But it will take time to process the orders and get them retweaked. We did offer them some new artillery barrels but said no need."

"The Balkans are offering some of their planes aren't they?"

"Yes. We will see what we can do. In the mean time, there's also the matter of the Panama canal."

"Yes that. I hear the President of the Byzantine Investment Corporation is rather pissed."

"Pissed is an understatement. Well, if you don't mind me, I have some letters and memos to write."

"Alright. You know, there are some quiet rumblings about German dominance of Western Europe."

"Between the spineless French, and the others? What did anyone expect? The French jumped at the peace deal like an eager puppy, with the others too castrated to do much, what can we do? Perhaps talking to the Brits might do some good, but they have been remarkably silent of late."

"Heh...", chuckled Doukas, as he walked out of Korolev's office.

Constantinople Tank Manufactorum

The Constantinople Tank Manufactorum is one of the largest Tank assembly plants in the known world. Manufacturing guns, artillery barrels, tanks etc., the manufactorum is also the home for one of two main tank design bureaus in the country. While the design bureaus are companies in their own right, with the state holding a stake in both. Both compete for contracts from the state by presenting their latest designs. Among the many tanks they are designing, were two tanks designated for cavalry, scout work. Some of the tank prototypes came equipped with the 45mm tank guns which have proven quite effective at the trials at the army proving grounds. Some self-propelled artillery pieces were also being design, such as a gun carriage that mounted a 105mm gun and another mounting a 155mm gun. The latter of which has proven troublesome as the recoil tended to shatter the entire chassis, or destroy the suspension. Some tank destroyer designs, which mounted 76.2mm guns, 57mm guns, were also on the drawing board.

Great White Fleet Cruise
Tolanaro, Madagascar, late November 1925 [unreal time].

Under a partially clouded blue sky, the great fleet anchored in Faradofy bay, at Tolanaro, Madagascar's second-busiest port and a major shipbuilding city. Surrounded by long surf-washed beaches and overlooked by mountains, it was one of the most picturesque cities on the island. Founded by the French in the 17th century as a trading post called Fort Dauphin, it quickly grew into a full-blown port after Madagascar's unification. After the war with the French which ended with them being expelled from the island, the city was given it's current name. Tolanaro had later been the birthplace of the country's failed Communist revolution, which had some in the fleet nervous.

While most of the Mobile Fleet anchored nearly a kilometer offshore, the flagship Voninahitra and her squadron lay near the port with her assigned squadron plus the cruiser Tolanaro from the Valifaty's squadron. The ships had earlier hosted a reception for the city's mayor and other local officials, and were now taking aboard public tour groups by boatful. These sightseers were gently herded through the pre-determined tour route by sailors, while a handful of armed marines stood guard by the entrances to the more sensitive areas of the ship. Nobody was expecting serious trouble though; after all the guests had been searched before being allowed on the motor-boat at the docks, so it was highly unlikely they could smuggle anything dangerous aboard any of the ships.

Vice Admiral Naringosy, the commander of the Mobile Fleet stood on the bridge near the wheel of his flagship in his dress uniform, personally greeting many of the guests as they passed through. As outside, there were several marines in here as well, including one acting as the Admiral's bodyguard. In these close quarters, they were armed only with their Browning pistols, unlike the rifle-toting marines outside. The admiral was speaking with a child who was asking about how one "drives" the ship. Suddenly, he heard commotion in the crowd including a female voice scream "NO WAR BUT CLASS WAR!", immediately followed by two quick gunshots. The same instant, he felt himself violently pushed to the ground by one of his marine bodyguards. From his prone position he could see that screaming and panicking people trying to flee the bridge, and noticed that all the other marines had drawn their sidearms, but no one else had fired. What had happened to the assassin? He then noticed a burly civilian of African decent pinning a struggling young woman, also African, to the deck. In front of her lay a small two-barrel derringer. This was the killer? Two of the marines moved to take custody of the woman, while two more headed toward him. The admiral tried to get up; he was sure he hadn't been hit, but there was an unmoving weight on his back: the Marine bodyguard; why wasn't he moving? Then he felt a warm wetness through the back of his uniform. Blood. He pushed the unmoving form of the Marine off of him; he could immediately see the poor boy had taken both the bullets intended for him.

"Admiral! are you alright?" said the marine sergeant in charge of the bridge detail.

"I think so" replied Naringosy, then he glanced at the unmoving form of the marine who had saved his life "But he isn't. Get the doctor up here now!"

"Yes, sir" the sergeant went to the telephone while two others began emergency first aid to their fallen comrade. The assassin had already been taken away, kicking and screaming, to the brig. As soon as the sergeant had summoned the ship's surgeon, the admiral went to the the public address station and set it to the main circuit, which allow everyone in the ship to hear his voice.

"Attention all hands, this is your Admiral speaking" his voice seemed to echo with an unnatural volume as he spoke "An attempt has been made on my life. One one marine is down, but the assassin is in custody. Effective immediately, the tour is canceled, and all civilians aboard ship are to be returned to shore as quickly as possible: THis applies to all other ships in the fleet, the appropriate instructions will be relayed. Heitened security will remain in effect on all ships until further notice. That is all." His flag captain Drosina would make sure the instructions were carried out, as the Admiral's equivalent of a ship's XO. the admiral turned to leave, and said: "I'll be in my cabin for the next thirty minutes Dros, and I don't want to be disturbed except for emergency. Make sure the Admiralty is informed as soon as possible".

"Yes, Admiral"

He had remained as calm as possible in front of the men, but the admiral was deliberately resisting the urge to hyperventilate and tremble; In all his years of service, he had never had anyone shoot at him, either personally or from another ship, and when that had finally happened he was genuinely afraid. Had he deserved to rise as high in rank as he had? Was he really ready to lead the thousands on young men under his command into battle? He pushed such doubts into the back of his mind. He had to regain his composure in private, but he had to do it fast. He ignored questions and stares from the crew as he made his way down to his cabin.

Safe inside the cabin, he immediately let out several deep gasps; his hands were shaking now that he no longer willed them not to. He pulled off his uniform jacket; the back was thoroughly red with blood, and had gone right through to the tunic below. He washed up and changed into one of his regular uniforms. By the time his thirty-minute deadline approached, the trembling has stopped and he could maintain outward calm without undue effort, even though he was still deeply shaken by what had happened.

Later, he took care of what what further business was required concerning the matter. He was also saddened to learn the marine who had saved his life did not survive, despite the best efforts of the surgeon. His killer hadn't been particularly cooperative though: All they had gotten out of her is that she was (unsurprisingly) a member of the WLF, and that her family had been killed during the Rebels' last stand during the civil war. She had hid her weapon on her person in such a way that it would be almost impossible to notice without a strip search; she must have practiced heavily how to draw it as swiftly as she did.

Her motive for going after a naval officer was her apparent belief that they planned to launch a sneak attack on Kenya under the guise of peace. An absurd notion, but the WLF had grown crazier since losing most mainstream support, but in any case had always despised the Navy. Not only did they blame it for the hardships of the working classes, but they were also highly annoyed that very few sailors had rebelled during the civil war (no doubt due to the Navy being a well-paid volunteer force), decrying them as "class traitors".

The local police later came aboard to take custody of her; She passed the Admiral in a corridor as she was led off the ship in shackles, saying nothing except through a single venomous glance. He had considered speaking with her, but in retrospect he doubted she would have anything to say. He didn't dwell on that though: He had a letter to write to the family of that marine; He would make certain the boy was also posthumously given the highest award for valor. He'd also have to make sure that civilian who restrained the shooter received some kind of award as well, though quietly so he didn't become a target for the WLF himself.

By now, the Admiralty had replied to their report on the incident: By the Prime Minister's order, the cruise would continue as planned, including the public tours. The instruction also stated that "extra security measures" should be implemented: Like what? They already had armed guards around when the incident occurred. One thing he could do is not allow himself or other high-ranking officers to be available to the public tour groups; it might seem cowardly, but frankly it wasn't worth the risk for something like this to happen in a foreign port. If he had his way, the public tours would be canceled altogether (he didn't like the idea of allowing random foreign nationals on his ships anyway), but he was under orders to allow them to continue. On that note, they'd be departing soon for the first foreign stop on the tour, Maputo, in the South African Union.

Three days later, the Voninahitra and her squadron was within sight of the Mozambique coast, while the other squadrons had split and headed north to their assigned stops in the Comoros. During the trip, the Admiral had kept his ear to the ground, and the men hadn't stopped talking about the "incident" and the potential for a repeat. Most discussions of that possibility centered on Kenya. They reasoned that if it had happened in a Malagasy communist-leaning city, imagine a Communist foreign country. Of course, the Admiral knew the Kenyans weren't stupid: It was highly unlikely they would stage an incident that would threaten their new-found independence, and would probably take every measure at the disposal of their authoritarian government to make sure one didn't happen. That logic didn't convince many of the men though: Madagascar's communists might hate the Navy, but the feeling was mutual, and many of the crew believed the perfidious commies were pathologically incapable of not doing evil. If there was an incident in Kenya, the admiral was concerned it'd be one of his own men that might cause it. But he'd have plenty of time to worry about that later: Right now he had to focus his attention to their current stop. The skyline of Maputo was now coming into view, so it was time to hail the harbormaster to request permission to drop anchor.

Results:
-An "incident" has occurred that may complicate the Kenyan visit.
-1st squadron prepares to visit Maputo, South African Union.

[OOC: Just getting caught up on the progress of the fleet cruise; I'll post my 1926 new-years updates a bit later]

Social Democrats win election

Randriana Sitrakinianiania's Social Democratic Party has won another majority government in the national election on December 29. The nation's second universal election saw the SD win 131 of the 250-seat parliament, while the Liberals won 76, the Socialists won 33 and the Nationalists 10. This compares to 168 for the SDs before the election, 52 for the Liberals, 19 for the Socialists and 11 for the Nationalists. Both the Liberals and Socialists gained at the expense of the SD: Analysts say that the Socialists gained thanks to working class voters who thought the SD was too accommodating to business, while the Liberals gained thanks to voters who either thought the SD had too severely neglected national defense or was too "soft" on Communism, or were now affluent enough that they felt the Liberals now better served their personal interests. the far-right Nationalists lost one seat, as a series of gaffes and scandals during the campaign dashed their early hopes of gaining at the expense of the Liberals. Their party's leader is expected to resign.

Despite the losses, SD maintained a narrow majority, though given that it's caucus tends to be less unified than the other parties' may now force the Prime Minister to cooperate with those parties to pass more controversial legislation. The Prime Minister thanked supporters for their votes, but took the results of the election soberly, saying that despite continued support, the electorate has shown that they expect his party to do better. The mood was more positive at the Socialist and Liberal camps, with both leaders casting their gains as a victory, the Socialist leader saying...

New Battleship off to Fleet Review in February

The Navy Ministry today announced that the new battleship Miaro would attend the German Empire's upcoming fleet review in Wilhemshaven, which is being held to commemorate the 30th anniversary of the crowning of Kaiser Wilhelm II. Accompanying the Miaro will be the experimental cruiser Binara and two late-model destroyers. The Miaro is the newest battleship in serive with the Merina Navy, and along with her sister-ship Hefina is the largest and most powerful warship in the Navy's inventory...

Gazetta di Firenze, December 1925 wrote:
German Empire buys Tuscan Ships !

The Commcerce ministry confirmed reports of the German Empire buying several fast-attack MAS !
These vessels were originally developed for use against the Austrian-Hungarian fleet in the Adriatic and proved their worth after the disastrous fleet battle that ended with the loss of several battleships.
Modern MAS are much larger than their predecessors, which rarely weighted more than 50 tons. The new ships are capable combatants, even able to threaten large battleships because of their powerful torpedo armament.

The Tuscan Navy also placed orders for further vessels to strengthen the colonial defense and supervise remote islands.
Also due to the increased need for a strong presence in the colonialies and protectorates, ten sloops were ordered. These ships, which are to be named after flowers, are designed to operate as inspection vessels policing the far reaches of the Kingdom. Their small draft permits them to operate close to the coast or even in river systems during a war, providing artillery support to marine infantry forces. These ships are able to operate as minelayers should the need arise.

Our correspondent speculated that the MAS for Germany might use the French canal system to reach their destination without having to take the long way around the Iberian peninsula. Following this year's detente of Franco-German relations, this transit is not as impossible as the idea would have been a few years ago.

Kilwa Masoko preparing for Madagascan Navy Visit

With recent improvements due to the stimulus package finished, Kilwa Masoko is looking forward to receiving its foreign visitors. A squadron of the Madagascan Navy is expected to arrive in mid-december, and our navy has detached its finest to make the visitors feel welcome. The improved harbour facilites wil not only help during this visit, but also make Kilwa Masoko a commerically attractive port able to serve Tuscan Tanzania as its gate to the world.

"Massive" mine barrage proposed in event of war with Shepistan
The Special Industrial Group has proposed that, in the event of another full blown commencement of hostilities with the Schismatics, a massive mine barrage be laid across the Grand Dominion Gulf. Such a barrage would require at least 300,000 mines and be useful as a way to neutralize the superiority the schismatics current hold in naval vessels...[More]

Extract from the book “The History of China”

China’s position during the later stages of the Manchurian war had been a strange one. Instead of actively sending more troops and commanding the current ones, she had gone silent as a nation. Though many in the government felt ready and willing to aid the tribute giving nation, the various large scale errors and misapplication of troops had been enough to slow down and even in some cases stop the further Chinese reinforcements beyond the current amount already deployed in Manchuria. Another feeling that presided was that such large scale reinforcements were not needed and that the USSR would be brought to the bargaining table if they could not make any headway. This theory relied on the idea that the war USSR advance could be brought to a halt and in turn, would get exhausted by a conflict that was dragging on due to foreign intervention.

However this theory was put at risk by the unexpected demand of unconditional Soviet surrender by the nation of Manchuria, the original target of the war. The fear in Beijing was that such a bold move could wipe away any chance of Soviet acceptance of peace. China knew that it’s relative silence needed to end.

Her first act was to call for a simple peace deal. No further aggression would be enacted upon the Soviet Union in exchange for a lower Red Army presence on the Soviet-Manchu border. Furthermore Manchuria would be aided in setting up a defensive line across its border to reassure her that she would not be under constant threat from the USSR. China hoped that this could bring a swift, clean end to the war while satisfying both parties.

Quito

De la Torre ceremoniously cut the ribbon, and stood still, silently posing for the cameras. As usual, he did not smile.

"I dedicate this building in the name of Bolivarian socialism. The people of the Bolivarian Union, we are a special people. A mix of European and indigenous people, we remember our heritage of explorers and builders, and also of conquest and of empires. We will need all of our talents as a people in order to flourish in the uncertain world ahead."

Karl Polanyi stood in the back row of delegates and dignitaries, wincing from the flash-bulbs. He had been responsible for this program, but De la Torre was taking the press coverage. Of course, Polanyi's re-election was secured in this district.

The chief engineer walked in front of the President, the part of the ceremony where someone extolled the features of the building.

"...of course running water, electricity, and radio. The Phase 2 Inka Residences are also completely sealable, with an independent air conditioning and air filtration system. The air raid bunker in the bottom protects you in case of attack. It really is a self-contained Bolivarian workers' unit."

Realizing his speech was over, the audience habitually clapped. De la Torre resumed the spotlight.

"Ladies and gentlemen, Bolivaria is on the march! Special new housing construction, dams, radio towers and telegraph wire - the first broadcast of radiovision in South America - we are bringing modern life into every home in the Union."

"What about selling arms to the Soviets?" asked a heckler, "How is that part of bringing modern life?"

Surprised, De la Torre turned to the heckler,

"We have security arrangements with a number of countries. We help our allies, and we have maintained peace in South America. I think our achievements speak for themselves."

"But you weren't selling the arms to the Soviets, you were giving them away."
Security personnel began to converge on the heckler, but De la Torre waved them away.

"A friend helping at a time of difficulty is worth a hundred fairweather friends. Our trading and regional security partners appreciate our assistance. The Bolivarian Union does its part to maintain balance among the powers of the world."

"There are Brazillians running about our shipyards," continued the man,
"There are women flying aero-planes. You are turning the world upside down!" The crowd began to shout him down and someone began singing the national anthem. Soon, everyone joined in.

De la Torre gestured thanks to the assembled onlookers, and retired to his automobile. There were another half dozen stops before the tour ended.

The fact that most of the attackers were of the Sikh religion has not been lost on us. We have revoked various decrees giving the Sikhs the rights they have now, and have begun to tear apart every so-called religious temple of Sikhdom, and have arrested several thousand Sikh religious leaders. They have been sent to Shroomantano where their interrogations are proceeding apace.

As for the speedy response; it is not our fault that your Navy is inferior to even that of the savages in Japan that concerns us. We should not be penalized for our standards of excellence in radio telegraphy.

Somewhere over Afghanistan

The massive (for five years ago) Shroomga bombers droned towards their targets. Suddenly out of nowhere came several fast pursuits, easily outpacing the bombers, and from their noses came the chatter of synchronized machine gunfire.

On one Shroomga, the engine nacelle (which was also a fuel tank), caught fire and burned fiercely, quickly burning through the wing, causing the bomber to collapse from the sky. There were no parachutes.

Despite the best efforts of the gunners on the Shroomgas with their clip fed Shroomkiss guns, bomber after bomber spiralled down.

Results: Mongolian fighters arrive, and begin shooting down antique Sheppo bombers

Shepistani Air Ministry, several days later

The Undersecretary of Air sighed. This catastrophe on the Afghanistan frontier meant that he was going to have to divert some of his precious new fast monoplane transports to act as bombers over Afghanistan, now that the old Shroomgas could not effectively bomb the Afghan savages. Unfortunately, as each new fast monoplane bomber came off the production line in Shepistan, it was immediately snapped up by Shepistani Air Force units along the border with the Schismatics, leaving little for Shepistan's other needs.

Results: Shepistan will soon deploy Junkers W-33 transport analogues to Afghanistan to bomb the savages

The IDC Head, Nyamkhüü, called Serdamba, barely able to contain his excitement.

"Sir! Sir! We've found that fleas are the best carriers of the plague! And we've found a nice mix of chemicals that can knock them out so we can just stuff them into a thin balsa wood box! You can fit tens of thousands into a box no more then inches across and just drop it from a plane in any Shepistani city and can expect the plague to spread fiercely!"

"Really, Nyamkhüü? When do you expect to be able to make a sufficient number of these flea-bombs for us to drop on Shepistan?"

"A few weeks, but we should be able to do so soon enough! We'll just have to use those subjects you sent to us. These men were to be executed, correct?"

"Yes. Murderers, rapists, traitors. They're the worst of the worst. Do what you need to with them."

"We'll be sure to use them to the best of our abilities, Serdamba. Thank you so much for all your aid, the Institute thanks you!"

"I do my best. Your help to Mongolia shall always be remembered., Nyamkhüü. Once you finish your project, I'll treat your entire lab to the finest dinner that the military can provide."

Baron Roman leafed through his mail and sighed deeply. Rejection letter after rejection letter from every major publishing house in Europe, Asia, and the Americas. He would have to send his manuscripts of The Great Struggle to the minor publishers now. Hopefully someone in the Byzantine and Egyptian empires would publish his book, as they needed it most; couldn't allow those Jewish Bolshevists to gain more ground. And in Germany, too, as they so tragically threw their most promising leader into jail simply because he was leading a popular revolution against that damned Jew-loving Reichskanzler of theirs.

Just some more time he thought, Just some more time before they listen to me.

Mobile Fleet Returns from Cruise

The "Great White Fleet" has returned to it's base at Antsiranana after completing it's goodwill cruise of the eastern Indian Ocean. During the tour, ships of the fleet visited Madagascar's outlying island territories, as well the ports of eleven foreign nations or their colonies. Of particular note was the visit to Mombasa in the newly independent Free State of Kenya, the first visit of Malagasy warships to a Communist nation. Despite concern from some quarters, the visit is said to have gone very smoothly in light of a previous incident here in Tolanaro where a WLF assassin attempted to kill the fleet's commander, resulting in the death of one marine. It is hoped the cruise will help improve Madagascar's relations with the other nations in the region...

[OOC: Just wanted to tie up that loose end before the end of the quarter, even though my description of the voyage was a bit more...truncated than I had intended. IRL concerns mean I have had less time to be as detailed as in the past]

Airfield outside Vienna
December 31st, 1925

As the plane circled over Vienna and made its final approach, Sänger almost felt sleep overwhelming him. The last few days had not been very generous to him - and neither had the press.
Berliner Zeitung
Conservative politicians decry Chancellor's plans

In a rally today held at the headquarters of the Deutsche Konservative Partei (DKP), Alfred Hugenberg decried Chancellor's Sängers politics as disastrous and un-german. "Considering the impact upon Society, it is time we stop looking at other nations and ethnicities and put Germany and Germans first. There is no doubt that the Chancellor has led Germany to a great victory, but this victory was not gained by the Chancellor - it was gained by German soldiers under the command of our great leader, our beloved Kaiser, His Imperial Majesty Wilhelm II." Hugenberg then went on to critizise the policy of rapproachment with Great Britain and the generous treatment of the former dutch citizens as "folly", noting that those nations were and will continue to be enemies of the German State. He also went on to add that the Nordic Empire and Poland were "filled with degenerates".

Hugenberg or Hindenburg?
Image
Alfred Hugenberg
Image
Paul von Hindenburg

Graf Kuno von Westarp, the leader of the DKP, today declared that he would not seek the parties candidacy for the Chancellery, thereby leaving the field open for the two other contenders. Though von Hindenburg has not declared his intentions of running, his name has often come up. Both candidates would offer a strong challenge to the Chancellor. If Hindenburg would run, he would instantly gain support of the military and of the industrial complex. Hugenberg on the other hand controls most of German media, thereby leaving him with an especially strong foothold on the public opinion....
I'll say, Sänger thought. Already papers close to Hugenberg had started on a full-time character assassination.
Der Tag
Reichskanzler Sänger - a communist sympathizer.
It is well known that Sänger has close ties with several high Soviet officials and was the driving force behind an advantageous trade deal with the Soviets. But new documents show that during his studies abroad, the Reichskanzler came in contact with Leninist students even before the Soviet Union was even established. Read more on page....
Deutsche Zeitung
Reichskanzler Sänger - a hypocrite of the highest order
Reichskanzler Sänger has always declined to wear order ingsignia in public, citing hanseatic tradition. However, he quite proudly accepts them and displays them inside the Reichskanzlei. He also declined to accept board memberships of any company. Yet we have found out that a large number of shares are held by the Chancellors relatives, especially his father and his younger brother and sister. His brother is also a captain in the fleet of the Norddeutscher Loyd, a company that received the contract for owning and operating the new ship of state of the Kingdom of Belgium.
Berliner Lokalanzeiger
The Kanzler's harem
Knowing Sänger and his moral corruption, it is no surprise that the most beautiful girls are today found in the direct employ of the Reichskanzler, serving as his "secretaries". In fact, it was found out by investigative reporters that the Reichskanzler placed great emphasis in recruiting even more young girls, doubling the size of the secretarial pool. One of the selection criteria was that the candidates had to have no attachments, thereby making them even more succeptible to Sänger's dubious charms. As if that was not damning enough, it has further come to our attention that a pool of at least three secretaries always follows the Reichskanzler on "business trips" and that the secretaries are the only ones having direct access to the Kanzler, who has never been married. It is now time to chase the old Bluebeard out of office and stop this deprevation. Young girls of Germany, do not be fooled by the Lustmolch any longer.
Sänger frowned and tossed the papers aside. The first story was an exaggeration of the highest order - he had attended one philosophical discussion about Lenin when he had studied in Constantinople. As for the second one, it was a collection of circumstantial facts cobbled together to give the appearance of inpropriety. And the third - well, it spoke for itself.

The left end of the spectrum was hardly any better.
Der Arbeiter

Image
Hermann Müller designated candidate
Hermann Müller has been designated the candidate of both the Social Democratic Party and the Dutch Socialists, uniting the two greatest left-leaning factions and uniting a voter potential of 35-55% behind him. The choice of the more centrist leaning Müller has been called a great coup by political analysts, as his more centrist politics are projected to attract more voters. Karl Liebknecht and Rosa Luxemburg, the leftist candidates, pledged their support to Müller despite disagreements of the past, proclaiming that this would be the hour of the social democrats and that the time for change was now.

Müller decries Sänger as warmonger
Hermann Müller has declared that while the domestic policies of the Reichskanzler are laudable, the foreign policy record of the Chancellor speaks of a sign of Machiavelli. He said that while rapproachment with Great Britain and France was laudable, the unprovoked aggression against the Dutch was the sign of a paranoid man, a man unable to trust his neighbours. Müller added to thunderous applause: "We have now entered a new age - and neither Sänger nor the conservatives are the right people for the job. We need change, and change we shall have."
Lovely, Sänger thought. Then, with a slight bump, the aircraft landed and Sänger and his entourage piled into cars. While the car was driven through the city, fireworks were being launched and Hans turned to the Reichskanzler with a smile. "Happy New Year, Herr Kanzler".

Vienna
Hotel Imperial, balcony
Next Morning

Sänger stood in the somewhat chilly ear and finished his speech. Non-surprisingly, Vienna had turned out en Masse, the place being filled to capacity and his speech being broadcast over all parts of the German Empire. This was supposed to be the crowning moment of his career - and although the emperor had declined to attend, Sänger was nevertheless proud of it.

".....over ten years ago explosions ripped through the Musikverein. The devestation was enormous. This cowardly act claimed many lives of those we held dear." Sänger paused for a moment, forcing himself to continue despite the memories threatening to overwhelm him.

"With one stroke, the Austrian Empire lost its beloved Emperor Franz Joseph and many other distinguished men and women. The German Empire lost its crown prince and its beloved Empress. I think I speak for all of us that this day was the darkest one in Austro-Hungarian history. The lives lost can never be replaced. We shall always honour their memory."

The crowd remained silent, captivated as each relieved their memories of that dreadful day.

"But while we honour the dead, we shall not forget to live our own lives. For those who were lost would not wish for ourselves to be lost. In the ten years since the massacre, Germany, Austria and Hungary have become one and we shall never forget that this unity was paid for in blood. It is a holy unity, one which we shall not sacrifice. There are those who would say that we should forgo that unity. I ask those whether they want the honoured dead to have died in vain and I promise that to my dying breath, I will fight to preserve that unity."

While the crowd applauded, Sänger took a sip of water before continuing. "Since the conclusion of the terrible war, every single citizen has done his utmost to ensure that no such massacre may ever happen again and that the damage done will be repaired. Today I can proudly say that the Austrian, Hungarian and Italian parts of the German Empire have finished the long and ardous task of reconstruction and modernization. Today, Prussians, Austrians, Hungarians and Italians can stand shoulder to shoulder. I shall also pledge that I will do my utmost to ensure that the same privileges will be extended to our new dutch and belgian citizens. Never before have we enjoyed such prosperity and security. We shall not surrender it, instead we shall expand it. We shall not sacrifice our unity, but instead strive for an even greater union. We shall not highlight the differences, but focus on that which binds us together. It shall not matter if you were born in Vienna or Berlin, for we are of the same blood and same heritage. Our history is a proud one, an unbroken record of success. Fellow citizens, let us continue on that path - the path of progress, of prosperity, of unity and friendship. I thank the great city of Vienna for receiving me so kindly. A piece of my heart shall always remain here."

Under thunderous applause, the Reichskanzler shook the hand of the Bürgermeister and that of the Kardinal of Vienna before retreating.

Vienna, the streets
As the Reichskanzlers car slowly drove through the cheering crown, Sänger took a look at the Musikverein building. It's renovation was finished and from the outside, the building looked at beautiful as ever. Clutching the bouquet of white Roses and Clove Pinks, he remembered how it had looked after the massacre - a burned-out skeleton, the plaza before it filled with dead bodies and body parts - and blood colouring the snow read.

After a short while, a mounted police escort cordoned off the car, giving the Chancellor more privacy as the car neared the Zentralfriedhof. Hans watched as with heavy strides, the Chancellor strode towards the rear section of it. As with every visit to Vienna, Sänger stopped before a modest yet elegant grave and laid the flowers to it. He remained silent for a long time and it was not until two hourse later when he bent forward and kissed the headstone. Then he turned and left, Hans following at a respectful distance. No words were spoken, for none were necessary.

The headstone remained behind and if anyone had passed it at that moment, he would have seen the inscription upon it.

Vienna
Opernhaus
The same evening

The city of Vienna had decided to throw a great ball both to celebrate the New Year and the completion of the Reconstruction efforts. And while Sänger was not in a mood to dance, the political reality had forced him to attend - after all, snubbing Vienna was not a good idea. And so the ball had started, though Sänger had stopped dancing after an obligatory dance at the start with the wife of the Bürgermeister. Truth to be told, he did not particularly enjoy dancing anymore - not that he was never a great dancer in the first place. He never would have gotten through all those diplomatic dances if Julia had not been there. Thinking of the tricks she had employed to hide his deficiencies at dancing made him smile - a smile that was bittersweet and soon disappeared from his face.

Looking across the room, he tried to hide his boredom. Vienna had turned out in style of course, it was Vienna after all. There also was a large number of Russian nobility in attendance - something that was to be expected, Sänger mused. After the massacre, most of the aristocracy of the Austro-Hungarian empire had been wiped out and many more had been killed in the chaos when the state had disintegrated. The state had therefore become the owner of a great many holdings and estates, which were quite expensive to maintain. In a way, the Russian revolution had taken care of that - after Sänger had formulated a deal which allowed the wealthy Russians and nobles to leave Russia with their possessions, a lot of them had purchased the holdings as the state was quite happy to get rid of them and the Russian nobles needed places they found acceptable. This in turn was now responsible for the Russians composing quite a large faction in attendance, but they stayed far away from Sänger and Sänger was quite content to leave them alone. After all, they were political enemies.

Sänger scanned the room once more and took a sip from his glass of wine when he heard a familiar laughter. Turning his head once more, he noticed the Countess Volkonskaya joking with some lady friends of hers. At that time, she turned and looked at him, smiling.

The countess being the one smiling.
Sänger nodded a greeting, then realized that it would not be enough as she had caught him staring. Sighing, he stood up and made his way over to her, bowing. "Countess, Myladies." The woman smiled and replied with a short curtsy. "Herr Kanzler. Allow me to introduce my friends, the Princess Aleksandra and Fräulein von Eggenberg." The two dark-haired women curtsied in turn to Sänger, who replied with a bow before countinuing to address the countess. "My condolences for your loss, Countess." Her mother had passed away a few weeks before, which was also the reason why Sänger now addressed her with Countess instead of Mylady. "Your note was much appreciated, Herr Kanzler." Nodding, Sänger was about to bid her farewell when he noticed that immediately turning away would look as if he could not stand her company. So he continued with some small talk. "If you do not mind me asking, Countess, what brings you to Vienna? I would have thought you would be in Berlin."

The Countess smiled. "And you would be correct, Herr Doktor. However, my father" - the countess pointed at a large man with enormous whiskers surrounding a heavyset face - "has just purchased a Summer house near Vienna. We visited it a few days ago to conclude the deal and some friends invited us to stay until New Year." Sänger smiled in return. "Indeed a most valid reason, Countess. What property did you buym unless you would consider the question too forward?" The young woman laughed. "Of course not. My father purchased a lovely countryhouse. It is the most lovely house, with two stories and a great garden. You would love it, I am sure. Oh, you must visit it sometime."

The joy of the young women was contagious and Sänger found a grin breaking out on his face. Until she added: "It was even sold by a merchant from your hometown of Bremen - a Mr. Weidling. Do you know him per chance?"

Sänger felt the blood draining from his face and nodded. "Yes. Yes I do." He made a short bow. "If you would excuse me, Countess, Myladies."

Balcony
Sänger removed his collar and breathed in the dark, rich Vienna air. After he had steadied himself, he fixed his collar and was about to return when he almost collided with the Countess, whose brow was now worried. "My apologies, Chancellor. Did I insult you?" Sänger forced himself to smile. "No, you did not. You are not at fault." "But something I did must have caused you to retreat so quickly...Herr Kanzler, was it the house?"

Sänger smiled grimly. "It was nothing that you did. Do not worry about it." "But the mention of house upset you. Did you know it?"

Sänger twitched before regaining control over his body, his hands gripping the rails tightly. Oh yes, he knew the countryhouse well - after all, he had lived in it for the greater part of a year. "Yes. Yes, I do know that house."

Seeing that talking about it caused him distress, the Countess decided that she had invaded the privacy of the Reichskanzler enough already. Biting her lip, she turned to leave when his voice caught up with her. "I lived in that house for six months. It belonged to a very dear friend of mine." She stopped and joined Sänger.

Sänger briefly considered not continuing on, but then decided to tell her what besides her only Hans knew. "Julia and I had been inseperable since our childhood. She was the daughter of one of our neighbours. When I had completed my military service in 1904, her family's house burned down, killing all but her. When I started studying in Münster, she followed me, trying to escape Bremen and the attention that she received from people who only saw her as the victim of a tragedy. Since then, we always travelled together. She and I then went to Berlin, Barcelona, Oxford, Constantinople, her always studying with me. I did not propose to her - after all, I did not have the means to support a family and while she was the heiress to a small fortune, living off her money was not something I wanted to do. Nevertheless, we had an agreement that as soon as I would find gainful employ, we would indeed marry. In March 1914 I joined the diplomatic service and was posted to Vienna in June. She used her money to purchase a beautiful house in the country and I did propose to her on her birthday in November."

Sänger stopped, obviously overwhelmed. The countess reached out and touched his arm, willing him to go on. After a small pause, he did. "The ceremony was scheduled for January 15th, 1915. Two weeks before that, the Kaiser visited Vienna for a concert on New Years Eve and as a member of the diplomatic corps, I had to attend." Sänger shuddered as the memories came back. "When the first bomb detonated, we were lucky - we were close enough to the exit to get out. Then the second bomb detonated, sending a metal splinter into the back of her head, instantly killing her."

After a long pause, Sänger continued. "I then threw myself into my work and in 1915 I joined a delegation to Russia, leaving Vienna behind. As the house was in her name and we were not married yet, it fell to a distant relative of hers, me neither having the money nor wishing to keep it any longer. The house which your father just purchased."

After a short pause, Sänger felt the countess shudder and turning to her, saw tears running from her eyes. He immediately handed his handkerchief over to her. "I am most sorry, Countess, I seem to have ruined your evening." Dabbing at her eyes, the countess shook her head. "That is quite alright." Returning the handkerchief, she proposed "If you like, I can ask my father to sell it to you." Sänger considered the offer before shaking his head. "That is most kind, Countess, but I have to decline."

The Countess nodded. Wishing to change the topic to a more joyous subject-matter, the Reichskanzler asked: "I hear your brothers will be coming home soon." "Yes, they will." The girl smiled. With the war in Manchuria being almost guaranteed to be over due to the recent peace talks, the foreign volunteers would be returning home soon. "I am looking forward to see Wanja and Piotr again after that long time." Sänger chuckled, remembering the hot-headed young men. "I just hope he does not stick a pistol in my face again." To his immense relief, the countess laughed, her clear laughter rolling over him and lifting his spirits as well.

Sänger smiled. "Now, my dear, I fear it is high time you return to the ball. Otherwise your father will be coming looking for ýou and to be honest, I rather have enough troubles with his friends in the Reichstag already." The girl nodded. "I understand. How goes the campaign? The papers are full of contradicting things most vile..." The Reichskanzler nodded grimly. "To be honest, it is not looking so good. I am beeing squeezed very hard on both ends of the spectrum, with both the left and the right being quite content to hammer me instead of each other for a change. But to be honest, this is a lot of very depressing talk and I think we both had our fill of that already. I'll accompany you back to the ballroom, if you would like that."

The countess nodded and took his arm. As they almost reached the ballroom, they heard laughter and music coming from it. The orchestra started to play the Kaiserwalzer and the countess stopped, biting her lip. Seeing her hesitate, Sänger stopped and waited for her to clear her mind. Then, she asked: "Will you dance with me?" Sänger frowned, not having expected that. Seeing him frown, the young woman almost immediately apologized. "Oh, I am so sorry. That was very tactless of me. Of course, you have no intention of dancing with me, not after that talk we had..." Sänger held up a hand to stop her from babbling. "It is not that I wouldn't dance with you - I just don't dance. At all. I try to avoid it whenever possible."

"Oh." She laughed. "But I do love Music. And Furtwängler will start the season in Berlin on January 10th. If you would care to trade a dance for the Berlin Philharmonic..." Sänger trailed off. She nodded. "I accept." Sänger smiled. "I shall see you then. I now must bid you goodbye, Countess. I have a night train to Salzburg waiting for me."

Venice,
January 8th

The guns of the former Austro-Hungarian flagship and now gunnery training ship SMS Radetzky provided the background as Sänger addressed the assembled citizens of Venice. He once more stressed the importance of Unity, but added more campaigning for his ideas of reform - ideas that seemed to resonate with the Italians. No wonder, they would gain the most of it. The tour through Hungary and Austria had consolidated his support there - something that was enhanced when the Hugenberg and the socialist candidates tried to do the same. Hugenberg had emerged as the conservative front runner when von Hindenburg, in true form, had declared that as a Prussian Field Marshal he already enjoyed the highest honour the country could bestow and that he would not sully the uniform by running for office. Hugenberg however had had a very difficult time to explain his "germany first" to the Hungarians and Italians and the socialist and protestant Müller had been received poorly as well, for his policies mirrored Sänger without the latter being a socialist. Thus, according to all predictions, Sänger looked to win Austria, Hungary and Italy, a prediction that was reinforced when several Italian politicians had declared their support for Sänger.

But Sänger did not deceive himself. In the long run, the three parts of the empire would not be enough to gain victory and with Hugenberg consolidating his hold on Prussia and the socialists poised to win the Netherlands, Belgium and most of northern Germany, he would still not gain more than 30% of the vote.

Still, it was a satisfying end to a trip and Sänger soon boarded a plane for a speedy return to the Chancellery.

Reichskanzlei,
January 9th

Sänger was welcomed with lots of paperwork, for the affairs of other nations did not stop just because Germany held an election. Most worrying was the recent Dominion activity.
Lonestar wrote: "Massive" mine barrage proposed in event of war with Shepistan
The Special Industrial Group has proposed that, in the event of another full blown commencement of hostilities with the Schismatics, a massive mine barrage be laid across the Grand Dominion Gulf. Such a barrage would require at least 300,000 mines and be useful as a way to neutralize the superiority the schismatics current hold in naval vessels...[More]

Study: Crusaders' Gate fortresses must be "rebuilt".
A Joint War Staff study has determined that the Crusaders Gate fortresses must be greatly expanded and rebuilt. The fortresses, specifically Fortress William, should have several more large caliber guns added to it, as well as an increase in the number of motor torpedo boats stationed in the Gulf of Aden...[More]
Sänger, after conferring with Großadmiral Scheer, jotted down some notes which were passed on to the foreign office.
From the German Empire to the Grand Dominion of the Indies

Your excellencies,
it has come to the attention of the German Empire that the Dominion is considering a massive mine barrage as well as trying to increase its military presence in the Gulf of Aden. As the German Empire and other nations have vital commercial interests in the region, we would like to inquire about the impact such plans would have upon shipping and what measures the Grand Dominion is taking to minimize the risk to shipping. Understand that the German Empire might be forced to increase its own military presence in the region to protect our ships from mines, should a naval war between the Dominion and Shepistan escalate
Let's hope the Dominon does not take this as a provocation, but rather as the inquest it is, Sänger thought. A second, more joyous message was sent to the Kingdom of Madagascar.
From the German Empire to the Kingdom of Madagascar
To his Royal Majesty,
To his Excellency, the Prime Minister Randriana Sitrakinianiania

Your Majesty, your Excellency.

The German Empire congratulates you on the successfull conclusion of the fleet cruise and salutes the Merina Navy for the skill and daring displayed during that occasion. It is therefore my honour to report that His Imperial Majesty, Kaiser Wilhelm II, Deutscher Kaiser, König von Preußen, Reichsverweser von Österreich und Ungarn etc. has decided to decorate Vice Admiral Naringosy with the honorary rank of Admiral of the German Navy and has further decided to bestow upon him the Order of the Red Eagle, fourth class, for this endeavour.

The press not associated with Hugenberg had also decided to focus more on real news:
Berliner Zeitung

Election still undecided, but numbers solidifying
Though the election is still too close to call, it seems that the socialist will gain a respectable 10 percent majority, capturing about 40% of the votes, mostly gaining support from industrial workers and the new dutch territories. These numbers would be even higher if a large number would not be supporting the Chancellor due to his social politics.

According to the newest predictions, the second-largest faction will be the conservatives, gaining 30% of the vote. Their support seems to have consolidated and is mostly due to monarchist, conservatives and a large number of Prussians supporting them. However, conservative elements in Hungary and Austria have not decided to throw their support behind them as they will not recognize the right of Catholics to religious freedom. Yet the Russian exiles have given large amounts of money to them due to the public pledge of Hugenberg to restore the Russian monarchy.

The third faction is headed by the current Reichskanzler, Johannes Sänger. His support is strongest in the non-german areas as well as in the Hanseatic Cities and Southern parts of the Empire. He also enjoys overwhelming popularity among the Chinese Immigrants. However, current predictions have him at 25% of the vote. One political analyst noted that it was nothing short of a miracle that Sänger was able to hold that many factions together.

Around 5% of the vote are still considered to be undecided.

German Army to motorize
Today, the Reichskanzler announced that the German Army will not expand in size, but in capability. According to the chancellery, Korps I-IV will be motorized over the next year. This decision was made to highlight the fact that, according to the chancellor, the German Empire is not expanding its armed forces for the foreseeable future, but that it will stay ahead of the technological curve. This move was highlighted by political analysts as an indication that Sänger will try and find a middle ground between the conservatives, which called for a massive expansion of the army and the socialists, which called for a reduction in man.

Gunnery trials of the Bismarck class complete, Sharnhorst class armament revealed
A confidential source told the Berliner Zeitung that the Bismarck class battleships have completed their gunnery drills to the satisfaction of the Imperial Navy. The effect of the guns on 14" plates is said to have been devestating.

Furthermore, the source told the Berliner Zeitung that the Bismarck class and its successor, the Imperator class would be both too wide to pass through the Kiel canal, making them the first warships of Germany not to be able to do so. However, the source revealed that the Scharnhorst class Battlecruisers would be able to do so. The source also revealed details about the two 55kt Scharnhorst class battlecruisers building, stating that they would achieve a speed in excess of 30 knots and be armed with 18" guns. The number of those guns would be most likely less or equal to 9, as any number larger than that would necessitate a larger beam, therefore making a Kiel Canal crossing impossible.

The source also said that it was possible that 8 more mineslayers would be purchased.
Villa von Schenk
Cairo

The Lieutenant attached to the Naval mission of the German Empire rang the doorbell and was led into the antechamber. He did not notice it, but he expected that he was under constant watch of the bodyguards of the Count and that in fact several hidden weapons were pointed at him already. For while it was extremely unlikely that a lieutenant of the German Navy would try and attack an enemy of the empire in public or even wearing his uniform, he thought the Count would be paranoid and capable enough to consider all eventualities. Thus, he handed over an envelope to the servant that had led him in and departed as quickly as possible.

Inside the envelope were two letters - one, a short handwritten note by the Reichskanzler, the other a more formal Imperial letter bearing the Seal of the Imperial Ministry of Justice.
Letter of the Rechskanzler wrote:Count von Schenk,
my apologies that this took so long, but political realities caused a slight delay. I hope you enjoy your newfound freedom.

Regards,
Johannes Sänger
