Ok lets put this another way. If you want to destroy the SW universe. All the Q has to do is travel back in time and kill whoever came up with the idea of forming the Empire.

OK, let's look at the problems with this scenario:

1) Time travel in the Trek universe seems to produce alternate timelines rather than rearranging events in one contiguous timeline. Every attempt to deny this has inevitably resulted in shitloads of gratuitous handwaving.

2) The Q have been embarrassed by the John Delancie Q's antics on many an occasion, but have never tried to erase his misdeeds. Did you ever ask yourself why not?

3) The Q appear to have rules limiting their activities, hence the punishments inflicted on Delancie Q.

Again, I would point out that there is not a shred of evidence that the Q can do this or would allow it to happen even if it were possible.

The Q (Delancie Q in particular) look at the Federation as more of a funny little pet than an ally. I think the scenario can be compared to a dog standing out in the street with a truck bearing down on it. Will you rush out into the street to save the dog? You might...or you might not.

The Q have no actual risk to themselves in trying to save the dog. A better analogy would be Superman seeing the dog standing out in the street. He can easily save it with no harm to himself. (Of course the Q generally don't have Superman's compulsion to save everyone, either.) So General Zod sees a dog in the street. He kinda likes dogs, but it would be really cool to see one get splattered...
