For the female orgasm question, I think it has to do with fertilization. The way the human body is oriented means that if a woman is up and about after sex, the semen has a good chance to leaking out, which is bad if you're trying to have kids. But since orgasms give people the sensation of relaxation, she'll be less likely to move around afterwards, giving the sperm a greater chance of reaching the egg.

As for the other question, probably.
