With the advent of war and a great deal of debate on this board about the war, and associated with it, the legitimacy of the UN, it seems that the UN has almost become irrelevant, much like the old League of Nations.
So, with less than 50% of the member nations in the UN being elected democracies, I don't think anybody harbors any hope of dictatorship nations like Syria, Libya, North Korea, Iraq and the like being 'nice' to others if they could help it.
Other things like Libya and Iraq being assigned to chair the Human Rights Commision and Disarmanent really serve to mock the purpose of the UN.
So how about a new world body to replace the UN? The main criteria for aspiring member nations? A system to elect a government. In other words, they must be democracies(as we define it nowadays).
Any member country which undergoes any form of upheaveal(like Pakistan) which results in the change of government thru non-lgislative means would be placed on a probation list and barred from voting.
Dictatorships need not apply. They can form their own League of Evil if they want. Perhaps Castro, Kim, and Saddam can meet to see what they can do to destroy the evil Americans.
Advantages in this new organization? I dunno. At least the various delegates can arguably be truly speaking for their people. Would it be more legitimate than the UN? Hard to say either.
Also, one definite downside of it is that France will be an important member, but they have their place too.

Is that really such a bad thing?
Besides, the Cold War was possible only because there was somebody to counter the US: USSR. Without it, it'll be more like a variety of states against the US and its nominal allies.
Of course, the same old problems of negotiation after negotiation are still there.
