Yes, he carelessly used the phrase "control the people", but in the same sentence where he accidentally said that there are only 300 Americans, not 300 million. He certainly wasn't saying that the bill is about totalitarianism, as hunter5 seems to idiotically think; he was actually trying to explain why it takes so long for the bill's provisions to come into effect.

I thought it was a fairly consistent tactic for a certain type of internet troll to post a 'question' about some controversial issue/talking point and then run. That way if pulled up on it they claim they were only asking a question.
