Probably not...given you could program a droid, and IG series as well as Guri have shown droids are on par with Jedis in the facility of reflexes.

Size would be a concern like it is in any other race. Size and weight. You can compensate, but there are drawbacks. Why do you think jockeys in horse races tend to be so small? Taking of non-essential equipment could be useful though. All you really need is his main computer and sensory equipment and a way to control the pod.

Persay Data isn't on the level of something like Guri or the IG series or most droid given what he is...they might let him in because aside from his advanced reflexes he's not much more than a glorified computer.
I say he gets plastered alongside the wall given his nature of fair play...given how that fatalities aren't considered uncommon in pod racing.

If he does race I think he will win provided he is properly prepared and programmed before hand. Strip him down to the bare essentials which is probalby just the head and maybe a couple of parts from his body, attach it to a pod racer hook the lines that normally control the body into the pod. He's probably pretty resistant to G forces so some of the inertial nullifing systems can be removed from the pod to help lighten it up further. Take out his eyes and replace them with cameras hooked all over the pod. Give him so practice getting used to his new body and some training on being ruthless and you've got yourself a race winning machine.

But the difference between Data and every SW droid is in terms of tech...Data cannot even have truly any emotions(something considered standard...also gives a sign of tech)

I'm confident that Lore could try his hand at Pod-Racing.
Data might have what it takes to Pod-Race, but Lore can do it better. Lore knows the meaning of "cheat" and "duplicity" and is an aggressive version of Data.
In addition, Lore can learn from his errors and mishaps.
Given time, Lore can build up his Pod-Racing skills in the same way as everyone else. Through Experience. Lore has one advantange that most pod-racers don't have. He can suffer more horrifying crashes and can be repaired compared with most "organics". It's the same principle as an android's ability to survive more severe car, plane, train, boat, etc. wrecks than mere humans or "organics".
Give Lore a few years behind the wheel of a Pod-Racer, coupled with his durability and not get "nervous" and make emotional mistakes, he just might give Sebulba a run for his money.
