Yeah, he just set it up to give Davros a chance to back down instead of just digging up the Hand and saying 'go kills Skaro k?' Ultimately he could claim he wasnt' directly responsible (even though he clearly was).

Anyway. To buisness. My knowledge of the different Doctor's is limited to the collection of VHS tapes and DVD's i acquired over the years, so here goes:
1st: A grumpy, mysterious, aloof man. Quite definitely an alien mindset. Whihc makes sense given that hes an alien. Quite willing to part with companions, and for him (apart from Susan) they definitely TRAVELLING companions rather than anything else. They are along for the ride
2nd: A much younger personality, much more friendly, more willing to accept companions as friends. Quick with technology yet still eloquent, in his own blunt way
3rd: A fairly blank charachter to me. I remember lots of gizmos, some funny moments, some serious moments. When trapped on Earth he is the everyman doctor. When not trapped he is, well, almost carefree
4th: EPIC. Simple as that. Serious when necessary, funny when he needed to be. Ale to switch between the two very well. Tended to ramble and talk a lot, and to shout at odd times. He was nice enough to qorry about the morality of genocide, which is more than some doctor's have done
5th: Younger, and almsot, well, vulnerable. Like he knew he was not up to scratch, but always willing to try to prove himself. Seemed to genuinely care for his companions, but was not at the level of bending to their every whim
6th: A crap dresser. He was OK I geuss. Some of his bits were quite good. I met him once, which was interesting
7th: Probably my favourite. Darker, mysterious, manipulative, always seemed to have a grand plan for utterly crushing his enemies. Stories got a bit weird toward the end, but still good. And, ofc, he had Ace as a companion, which helped enormously
8th: I really liked him. He was eccentric but not bat-shit insane like Tennant sometimes was. A pity he didn't get more time on screen. Paul McGann was very good, although I felt he did better in Hornblower.
9th: Second favourite. Very good indeed. The perfect mindset after a brutal war. And at least he could laugh about his regeneration.
10th: A lot more sure of himself. This incarnation seems to have recovered from the War, to a greater extent then 9 at least. Prone to annoying outbursts. His first season was excellent. Tennant annoys me. I can't specify exactly what it is. Perhaps its the moments of granduer where he goes "I'm the DOCTOR, and..." didn't like those. Past "Doomsday" it was all downhill, except for "Family of blood/Human Nature", "Utopia" and "Poison SKy/Sontaran Strategem", although two of those weren't written by RTD which probably explains it
11th: Im liking him so far. Seems to be an older personality, more platonic than Tennant
