Anything truly eternal would end up being hell. Even the most sublime pleasure dome would, after trillions of years, with an infinity more to go, be as thoroughly hellish as a fiery pit. Boredom would set in eventually, and after that, the slide into hellishness would be well and truly underway.

Being at Disney World.

Being at Epcot Center.

Riding the "It's a small world" ride.

Having the ride break down while you're in the ride.

Being stuck in said ride with obnoxious song playing in the background for ALL ETERNITY.

My hell would be run by Preppies. Lots and lots of Preppies.

I would makeit a slightly above avarage place. You would feel good, pain and suffering should be rare. Except for one minor detail...

Upon arrival you would be informed that you are dead and this is the afterlife. Then you would be told that this is one of two possible places to spend eternity, but you will not be told which...

Let's then sit back and watch as the "guests" spend enternity torturing themselves on whether this is the better or worse alternative.
(If I could parrallel design Heaven it would be the almost same except you would know that you were in Heaven.)

A few ideas:

"Her Majesty's Wizard" by Cristopher Stasheff
Each person's hell was custom made to what they did in life.

"And Eternity" by Piers Anthony
Each person had to suffer all the hurt they inflicted on others, until they were truly sorry for it. Each time they felt truly sorry, that sin would go away, and a new one would take its place. If you killed others, and they were innocent, you also got to deal with their sins as well. Even better, you knew what sins were coming up.

"Eric" by Terry Pratchett.
A demon lord has reorganized hell like a business. Since all the inmates know that pain is a mere sensory sensation, they have gotten used to it, and ignore it. So this demon decides mental torture is better. Running over red-hot coals for miles is replaced by jogging on a tradmill. Nothing changes, no scenery, no laughter, you are just jogging. The other demons finally manage to lock him somewhere far away, so they can go back to normal (even the other demons were horrified at the punishments). The people there also knew that there was something far worse than merely carrying a boulder up a hill for eternity (the demon was required to read the health and safety manual before each attempted lift).

I believe Manson put it best in his auto-bio when he said, "The road to hell is paved with bad rejection letters."
"And as I promised, I said I would read from the bible..." "...And if we could turn our bible to Pslams..."Happy shall he be that taketh and dasheth thy little ones against the stones." (Pslams 137:9) So let me ask you a question? Who is the worst influence, God or Marilyn Manson?" "God!" "And if that's not the best fucking example, God HIMSELF killed his own MOTHER FUCKING SON!"-Marilyn Manson
