Luke Skywalker already beat Palpatine once before in Dark Empire, LotF Luke is much stronger than he was then.

Scenario two: Force battle
Scenario three: All out

Depends on whether Palpatine has enough control over Force Storms to direct individual lightning blasts. Luke can walk on magma and Obi-wan could block flechette launchers with a force shield, I don't see why Luke couldn't protect himself from the less destructive elements of a terrestrial force storm.

By the time of Legacy of the Force, he's genereally considered to be considerably more powerful then Darth Sidious.
