Okay, lets say that during the events of Age of Steel John Lumic is not injured by his right hand man and remains a wheelchair-bound man with a genius level intellect. His plan is still foiled by The Doctor but he doesn't die at the end.
After the Doctor leaves, his cybermen break him out of jail and they dimension shift to a different universe, namely ours. Lumic appears in modern day earth with a team of about twelve cybermen, all the files regarding all of his inventions and the tech of his own world, a few suitcases full of EarPods, and somewhere around two million cybermen who are still in transit (they appear as faint ghostly outlines and can't appear on modern Earth unless he builds a device to help pull them through. The other five million cybermen are still going to The Doctors universe.).
John Lumic decides to start Cybus Industries over again here so that he can get the resources to either take over the world and end mortality... or maybe build a ship so he doesn't have to deal with all the people who are afraid of bulletproof cyborgs.
Lumics resources are:
1. The skill to forge himself a new identity on our world.
2. Details of his inventions which include a metal that shrugs off assault rifle fire (but can be damaged by missiles or energy weapons), some very advanced cybernetics, earpods that can download information straight into peoples brains or take them over, and possibly energy weapons or dimension shifting technology (which is limited because it needs Dalek void ships to make a hole first).
3. The business sense to make and run a multinational corporation that simultaneously wants to take over the world... no idea if his world had to deal with nukes or what the political landscape was.
4. By virtue of he earpods... the ability to control peoples minds or extract information from their brains.
5. The ability to transfer himself to an near immortal cyborg body if things get rough (he's staying in his human body now mostly so he can talk to people without letting them know something totally sci-fi is going on).
6. If all else fails, about two million bulletproof infantry crossing the barrier. Army of Ghosts said that the ghosts appeared about two months prior and during their appearances the Torchwood staff wer using a machine to siphon energy from them (and unwittingly helping the cybermen manifest in their world) they said that during one of the ghost manifestations Torchwood was about to get five thousand Gigawats from the ghost energy. If it takes the cybermen two months with unwitting assistance to cross the barrier then I suspect they could get here faster if John Lumic wanted them there, or they would get here slower if nobody helped them. I'd say Lumic could build a gizmo to summon them faster, tell the cybermen to hide in warehouses while they materialize to avoid suspicion, and he could tell everyone he invented cold fusion or something so he could sell the energy. Without assistance... I'm guessing it would take them a year or more to materialize.

During "Army of Ghosts" (I think, might have been "Doomsday") Cybermen were killed by a soldier with a shoulder mounted rocket launcher. I'm going to assume it was an M72 LAW. So, at the low end of the scale a Cyberman can be killed by a 66mm HEAT round. So, they're about as tough as an armoured car.
I don't think the military forces of the world would have any trouble destroying two million Cybermen. They don't have Dalek levels of invulnerability and infantry portable weapons are more than capable of killing one. That's not even getting into tanks, helicopters, airplanes and artillery. Without some sort of writer's fiat or Lupis converting millions more inside of one year (which seems unlikely, I imagine it would take him a year atleast to set up his company) they would be defeated easily.

Yeah, once they materialize the cybermen could be taken out by infantry level heavy weapons. However, the Cybermen were acting pretty stupid in their invasion by materializing in tidy neat formations out in the open (and next to famous landmarks). If Lumic is able to scout out the planet prior to invasion and coordinate his troops then he could order them to ghost-walk towards important government buildings. If the cybermen materialize inside a government building with hostages then it would be alot harder to kill them without killing the people around them.
I mean, if a few hundred cybermen were materialize inside UN building, white house, or the pentagon, capture everyone inside and block all the exits then could the military bring to bear enough firepower to take them out in close quarters?
Plus, if he can incorporate his brain interface technology into a common electronic device then he could use it to mind control people. Maybe design the earphones so that users can understand different languages (and avoid that obvious 'downloading trance' people had in the alternate universe), or upload skills into peoples heads, or maybe provide some sort of military mind-machine interface that lets soldiers get better use of their equipment. If Lumic can produce a product that lets him get into peoples heads and sneak in a 'take over the world' function then he could get at least a fair chunk of the population to help him in his plan... at the very least serve as a distraction while he seizes control.
And of course with his knowledge of computer systems, he could arrange some sort of cyberattack that takes over the internet or at least messes up communication enough to give his troops a better chance to seize control.
