In SC2's case, there'd be a LOT more risk of backlash and fundamental loss in potential revenue for Blizzard if they didn't get the game working (balance aside)... and the SC2 players' expectations were probably higher.

Weren't there quotes from the CEO when development started on this that he didn't expect it to turn a profit? I'm astounded that they bothered to do a slightly less bad job than usual (ie gamebreaking bugs surfaced 2 days after launch rather than the standard first day) with that kind of thinking from the guy in charge.
Given that they probably see they're going to get fixed sales numbers regardless every day they are paying their employees is literally that days salary worth of profit lost. Their plan for 'growth' is to have a standard pattern for doing things, and just use that to build games successively faster (why the same bugs keep being carried over between iterations). They don't have to make more sales to grow profits, just cut costs... Until they literally can't pump shit out fast enough, at which point you retire.

Mixture of both. X-COM 1 and MOO 2 both got scores in the high 80s -- I wish I could remember where I put the stack of PCGs I kept around (got rid of all but the most interesting a while ago) -- but back then games that scored in the 80s were "good solid games you could recommend to non-fans of the genre".

I think the highest PC Gamer (US) ever gave a game back in 1994-1999 was Civ II with 95% or something like that.

I remember mentioning this back in one of the Hearts of Iron threads here, in the initial development announcement they proclaimed that HoI3 was what the fans were all waiting for or the most-asked for, don't remember exactly. This was something of a lie, since they ran a "What game do you want next?" poll on their forum right before, and Hearts of Iron 3 came in third, well behind Victoria 2 and Crusader Kings 2.
On a somewhat related note, a couple months ago they opened a CK facebook page and did this weird stunt where they said they'd make CK2 when their "petition" got 25k signatures. They got about 6,000.

Quoting whatever numbers they give on a 1-10 scale is still fucking useless though, I don't see why you choose to defend that site based on "doesn't give over 9.0 scores often". Generally reviews are way more useful than random and arbitrary numbers (especially if you learn to read between the lines), but saying that gamersglobal is "reliable" based on not "giving too many scores over 9.0 and only two 10/10" is some of the dumbest shit you've ever dictated from your fingertips.

I think the problem with poor reviewers would not matter if there were more demoes. Very few of the big name games have demoes these days. So you have to buy a game solely based on what other people said about it.

Incidentally, if anyone is interested at all, I've localized Victoria 2 in Russia. I liked the game and I don't really care what the reviews say - it is quite playable, more so than Victoria 1 and some other Paradox titles.
