I would be inclined to conclude the students did cheat. The text book publisher's bank of questions is generally not available to students.

In my whole school/university life, I never, ever had one test with multiple choice questions. All you get is usually the question and a blank space to fill with your knowledge (or lack thereof). "Daring the gap" for the win :)

And the professors I had usually involved their assistants in the corrections of the exams, which took up to one or two months, depending on the department.

How is access to a rare resource cheating ?
How are students normally prevented from accessing it ?

Lets assume that a student has been cheating because they read something that they were specifically told not to. Naturally they deny it. How could someone prove that they had cheated ?

If you can't prove that someone used it and it is very helpful in passing the test, wouldn't banning it just be harming the honest students ?
