It's basically a story game, Gainax even did animation for it, and it's won several awards.

Technically, Mana is an agent of the Japanese Goverment, sent to kind of infiltrate and collect intelligence on NERV. She's not actually Shinji's girlfriend, but just acts like it as part of her cover, which irritates Asuka.

Non of this is official, BTW. As far as the series is concerned, the game doesn't exist.

All the same, Shinji was getting unwarranted attention from a female and in a good way, I reckon she really did fall for him because he certainly fell for it, agency or no.

Would be interesting if it was part of the canon timeline, he may have been somewhat happy in his life before the world abruptly ended, he reminds me of Arthur Dent almost.
