If you're talking about the Bundeskanzler then no, he did not make any such comparisons.
The only person to do so was Hertha Däubler-Gmelin and she was thrown out of the parliament for this remark.

I don't know why many Americans think the germans hate them, the majority certainly does not. Granted, currently the two countries don't agree on several issues but it's not as if the population is going out burning American flags.
