It's possible that was the last thing in a line of gradually escalating activities designed to get a response profile, and now these three guys will disappear, and the information they collected will contribute to a plan executed by someone else.

If their intent was to see how weell secuity at the gates pays attention, what security will and won't allow them to do, if security will involve or alert other agencies, ect then they probably learned exactly what they needed to know. Oh please, just about anyone could've predicted what the guards would've done. You seem to be under the impression there are super secret sensors and response reams hiding out waiting to pounce on suspected terrorists. As someone whose driven onto many military installations, gate security is much more mundane. Tell me, what should the guards have done? Opened fire, arrested and interrogated them? The manuals are available on the net, actual observation of security involves more than just driving on the base but require monitoring so that you know where the sensors, patrol routes, counter patrol routes, security stations and rotation of those stations. You need to know access points and the security of those access points.
Similarly, physical access into a base is both very easy and very hard. They chose literally the most HARDEST way to get inside a base. Driving up the main gate. Where all the physical barriers and anti access mechanisms are.
Unless you can show those three idiots belonged to a cell that had access to Google Earth and some form of surveilance of the base, this speculation is worthless. If anything, the fact that they "asked" for directions to Camp Pendleton means they didn't even have access to Google Map.
If this was a terrorist dry run, I agree that this would be one of the most incompetent ones EVER.

You seem to be under the impression you know everything these guys did before crashing the gate, and to which parts the guards did or did not respond. Since the article doesn't say, and even the base personnel themselves don't know what else these guys may have done, you don't either. While I have no experience whatsoever in what the US military does to secure an installation, our own scares back post 9/11 along with an actual terrorist plot against the US warships here in Singapore does support my points.
Let's go through.

3. Again. As a "probe" or dry run, they deliberately tested the MOST difficult way to enter a base without alerting security. Right. Rush past a checkpoint. Ok, it does allow them to test whether any anti access barriers was emplaced and how fast it could react, but as a threat to vulnerable installations? Nadda. Now, they could and do pose a threat to the outer areas of the base, including base housing, but base security can't reduce a threat to zero for everyone.
And this is a US base, which from quick glances through google pictures, is the typical huge ass sprawl, making strikes against the protected interior relatively more difficult.
4. Despite what the expert says, unless they actually can get the security cam and other data, they STILL don't know ass about the base security cameras and stuff. Just that the base has a rapid reaction force that stopped them. MORE importantly, your

STILL doesn't hold, because like my statement says, they need to actually mount surveillance of the base itself to get that kind of useful material. Given the fact that investigation revealed them asking for directions at a gas station, seriously, you think that any attempts to actually get such data can't be noticed post hoc?
Here's a funny thing. You know all those security cams you mount at a base? Their job isn't to actually deter an intrusion. Detect yes, deter no. Their other function is to provide data so investigators can cross check license plates and what not so as to trace perpeatuators. That's why you can trace the WTC bomber because a camera noticed the van license plate. And the plethora of powers agencies has to actually cross check such data in a city is enormous.
Barring a larger cell, we can safely say that they didn't mount an effective surveillance in the days prior to the incident itself.
