Imagine if you were the person to discover that ant who could count, and realized that you were competing with another race in the same area. They would be no competition, but you would worry about what they could eventually accomplish. A pragmatic person might step on that ant, thinking themselves better safe than sorry.

I disagree. We shouldn't be trying to poke too close, we should be trying to talk. While we should be ready to defend ourself, we should be more concerned with not having to in the first place and crashing something of ours into something of theirs is not a good way to go about that. In theory, our simulation results mean we're pretty sure we know how they transmit numbers; we can probably beam them a few numbers in sequence. It'll be meaningless, but, well, imagine if you were going to step on an ant and it started counting out loud. Lets get a probe up with the ability to communicate with SA-1 and say hello.

I think we should stick a nice diagram on the probe of us, Pioneer style, and no self-destruct. If they try to initate contact, maybe drag the probe home, thats a good thing; it means they are interested in us and want to learn more about us.

So far the aliens have not initiated any hostile actions towards Cassini-Pheonix. This is why POTUS has chosen CP as the messenger.

However, once CP attempts communication, we need replacement probes out there.

This is Alex Hamilton speaking on behalf of the EU.

From what I understand, the USA has come to the following conclusions:

1) The ship appears to be unmanned, and instead controlled by an Artificial Intelligence.

2) The ship appears to be obtaining antimatter.

This suggests a complicated operation. This suggests a plan, long term, well thought out. This suggests that we might be seeing the beginning of a permanent or semi-permanent alien presence within the solar system. Now, neither our scientists nor yours have been able to determine whether or not this probe is capable of Faster Than Light travel, but if it is then we might see more and more alien craft near Saturn, and if that happens, the continued silence of the Security council will cause greater panic than a public statement would.

In effect, the EU is asking that the President make a public statement in the UN to the effect that a first sighting of alien technology has been made near Saturn, and that all current evidence points to the conclusion that the aliens are not interested, or are unaware of Earth.
