Should smokers be made to pay ( with their own money ) for their treatments of smoking-related diseases ?
Of course, that would be in countries which do have a health care system.

Yes and no.
If it's covered by their insurance plan, their insurance should pay for it. Of course since they pay for inurance they would be paying for the treatment, indirectly at least.
Otherwise, if they want to risk it they should have to pay for it if they get hurt.
