Ultimate mecha battle of Good vs. Evil
After playing hyper dimensional chess with the Beyonder, Q decides to try one of the Beyonder's experiments.
He takes the world of Gundam 00 at the end of the first season and then inserts the following characters in equivalent roles in the equivalent organizations, with their iconic equipment available to them, as well as the needed support equipment.
In this first wave are Papatiums Scirocco (Zeta Gundam), Haman Karn (Zeta Gundam, ZZ Gundam), Char Aznable (Char's Counter Attack), Yazan Gables (Zeta Gundam), Flay Alster (Gundam SEED), Katejina Loos (Victory Gundam) and the Frost Brothers (After War Gundam X). These humans will be released immediately into the world.
Also brought to this world is the entire cult of the Comrade, also known as "The Claw" (Gun X Sword), which includes several of his "Original Seven": Michael Garret, Fasalina, Carossa & Melissa. This group will appear 6 months after the first wave. They need 3 years to complete their plans.
Third, is along with the resources of Bardoss Island, come Dr. Hell and his 3 generals: Baron Ashura, Viscount Pygman and Count Broken (Shin Mazinger). Will appear 3 year and 8 months after the first group, but will not make their move until 2 months later.
Fourth, he strands a ship of Mondas Cybermen on earth. There are 10 Cybermen and 1 Cyberleader, and the resources to build initial conversion facilities. This group will appear 2 year after the first group.
Finally, Q brings 5 hidden cashes of Gyaos (Heisie), modified to function perfectly in space, as well as 7 awakened Gyaos, who are quite hungry. If the environment degrades enough as a result of fighting, these cashes will release 10 more Gyaos from one of these Caches. These will appear just as Dr. Hell's forces begin to move.
Each group is representative of either some human evil, or a standard type of adversary faced by the protagonists of a giant robot shot (Assimilation plots, Dinosaurs, Alien Invaders, etc).
Then Q turns to you. For insertion into the start of the second season (giving the humans 4 years to settle themselves, or kill each other off to a degree given who we're dealing with), you are to choose a ship, the main crew (Captain, First Mate, Helmsman, Communications Officer, Head Mechanic, Chief Medical Officer and One Other role of your choice) as well as 15 Pilots and their machines. These machines can be mecha, robots, fighters or powered armor.
The rest of the crew will be filled in with skilled people from the planet. They can ally with the Gundam Meisters/Celestial Being if they can negotiate properly/find them, but they and their support staff cannot be directly recruited.
In order to keep things interesting, the pilot machines cannot have no weapon capable of leveling a large city all by itself. And the Ship chosen can have individual weapons capable of leveling Delaware or Rhode Island. Everyone must be able to fit inside the ship as well.
You can only choose characters from series with spacecraft, mecha or powered armor. Characters from 00 Gundam can be recruited, but cannot be part of the initial lineup.

nothing else can compete with a mecha that throws galaxies around like ninja stars, and since its made mostly out of willpower and awesome it fits within the rules. (before it goes mega sized)

There is no Super Spiral Dimensional Space to draw from either, so it's a no go either way.

Ghetto Edit: Technically, Gurren Lagann is 2 machines and it would need to dock to achieve any form of advancement to Ridiculous power levels.
So yeah, you can have it, but it's not going to be as unstoppable as you think it is.
Plus, even if you did, you'd cause so much destruction with your "Plan" that the world would be better off under the thumb of evil.

Shoot I will happily Grab Megas XLR for this job, next to Gurren Lagann it is one of the best "Walking Deus Ex Machina" mechs of all time. It like Lagnn can pull non sensical weapons from non existence. By himself he should be enough for much of this, I doubt I'd need a ship, but if I did... Well I don't know if it counts but the Exelion would do quite nicely as a base of operations.

There are a lot of things that the setup excludes that would be good at handling the problem, probably more than it lets in to be honest.
I suspect the best option would be the Macross Quarter and SMS. Quarter's main gun is powerful but not enough to disqualify it, and the MDE warheads that are available to SMS are intensely destructive due to their mode of operation drives but have a very limited radius so they couldn't destroy a city.

But then there's the question of how much of this can be called canon.

I think the SDF-1 and it's veritech fighters could handle it. If nothing else, that reflex cannon is going to raise some hell.

I'm trying to build a team for this and I'm trying to find things that are able to take more damage than the enemy combatants can dish out while not using weapons that are in city killing territory. I already know that the EVA Units from Evangelion can take the punishment and while capable of leveling a city with time they don't have any single weapon that could do the job in a single shot. Now, not knowing too many more giant robot series I'm looking for other such suits that can take punishment without the need to dish it back.
I'm also trying to find a ship for this team. So far The Massive, fro, Invader Xim, looks to be a good choice. I'm not sure if it fits firepower wise or not though as I'm not sure we see it fire. We do however see it ramming planets which might nix it from consideration.
For a rough guide of how much firepower a ship in this scenario can have I used the nuclear effects calculator any DET based weapons systems will need to stay below ~125 MT in order to not violate the weapons limits set forth by the OP.
Other things that might be worth considering would be to find good characters to fill that last slot on the ship's roster. So far I'm considering Alucard (Modern earth does have spaceships), Invader Xim (If for nothing other than comedy value), Goku (He has a spaceship and he, not a ship or mecha, can destroy planets), or Captain Planet (Most likely to be able to subdue the Gyaos) for this important role.

I'm trying to remember if Zeorymer can flatten a city in anything other than a suicide attack.. I know it can blow up large portions of it but takine one out all in one shot I'm not sure about. If not then it would be perfect for this given the obscene beating it can take.

I second the SDF-1 Macross and its VF-1 Valkyries, and add the Mazinkaiser- far superior to the Evangelions, if only because the pilot is a trigger-happy hothead- and various robots from G Gundam. As for Flay- Christ, that's a morbid name for a girl- I'm sure we can find SOMEONE with the charm to seduce the pants off her, among the pilots. (Cough! Roy Fokker in a threesome with Claudia and Flay! Cough!)

I have a question: Why is it just Flay Allster representing the Cosmic Era's contribution to the forces of evil? Sure, she may be a representation of a human evil (she is a petty and selfish bitch, after all), but she can't really do much by herself. For extra fun with Cosmic Era characters, why not add Rau Le Creuset and Gilbert Durandal to the mix?

Ship: Macross Quarter (Macross Frontier): 400m in length and it turns into a giant robot.
Captain: Commander Bright Noa (Gundam): The Captain as far as mechs go.
First Mate: Captain Ruri Hoshino (Nadesico): For extreme hacking and ship control. She fills in for most of the bridge bunnies.
Helmsman: Bobby Margot (Macross Frontier): If only so he can utilize the Quarter's full capabilities.
Communications Officer: Misa Hayase (SDF Macross): For the nostalgia factor, and she was pretty darn good at her job, considering how many machines she kept in contact with.
Head Mechanic: Dexter, Boy Genius (Dexter's Lab): The things this boy has built...were still stifled by Badaxta rather easily.
Chief Medical Officer: Doctor Julian Bashir (Star Trek: Deep Space Nine): A genetic superman with an off-button Hypospray is hard to beat in terms of medical staff. If only the Doctor actually practices proper medicine...
Combat Crew:
1) Tony Stark/Iron Man - We'll go with the movie version for the heck of it.
2) Armuro Ray/Nu-Gundam - A Classic.
3-4) Guy Shishio/Galeon and Genesic GaoGaiGar - The God of Destruction is here!
5) Souske Sagara/Arbalest - He's more there for his overall combat skill, but his mech can be quite useful as well. Invisible mechs are fun.
6) Major Motoko Kusanagi/Tachikoma - between the Major and Ruri, we have Information Warfare down to an art. Very useful against the A-Laws. Ya gotta think outside the "Blow everything up!" box
7) Kabuto Koji/Mazinkaizer - More Mazinger than any other Mazinger!
8-9) Max and Miria Jenius/VF-22S Sturmvogel II - This pair of aces will be nigh-unstoppable. Though part of me wants to use their younger selves with newer machines, if only for more hilarity.
10-12) Coop, Jamie and Kiva/MEGAS XLR - For when collateral Damage is not an issue.
13-15) Illana, Lance and Octus/Sym-Bionic Titan - Because we need SOMETHING over 30 meters, and they can actually fit in the ship.
