Why is that?

How come it can't just be that the SGC is overstretched as it is, and with budget constraints they can't mount yet another war

Plus the LA doesn't pose the same threat that the Goa'uld, replicators, or Ori did, and despite the IOA the United States is overwhelmingly dominate as the defacto face of Earth (which is a situation that Russia and/or China would definitely like to see change)

If the IOA permits a full scale war against the Lucian Alliance, it will be another American war with American troops securing more worlds and expanding its sphere of influence (which as it is spans much of the galaxy in the form of bases, alliances, and firm diplomatic relationships). Now if you're among the international participants the situation as is isn't very palatable (but atleast now that you are involved you can manage it), and exacerbating America's position as a 'Galactic Empire' by allowing a war with the LA is unstomachable

So long as the Lucian Alliance doesn't overtly threaten Earth with outright invasion or catastrophic devastation there will be no war, the SGC is exhausted as it is and terrestrial politics is getting increasingly complicated.

The real problem is that the show never explains to us that this is the case. And it needs to, because anyone who watched the last two seasons of SG-1 will not consider the Lucian Alliance a credible threat otherwise. They're a sideshow of space-corn smugglers, and for them to have ambitions with regard to Destiny is inconsistent with their past and baffling.

I really wish that they'd been built up as a threat in a believable way.

I have to agree. Our speculations and knowledge of the geo-political situation in the post-Ori Milky Way can fill in the blanks, but it would have been better to lay more ground work.

Mallozzi's full of shit.

I now think it makes more sense that the Hammond, like the Enterprise-B, was launched prematurely before all systems were installed or ready. It makes sense; the Icarus trip was a supposed to be a quiet voyage. Furthermore, this immediately followed the Wraith Hive's attack; they'd rush its launch to compensate for the Apollo and Sun Tzu.
