There is this little problem of a man in Arizona. He likes to dress up convicts in stripes, put them in pink underwear, spend as little as possible on prisons so that men die in the desert of beatings by the guards, or plain heat exhaustion. Solutions have been running through my head, and, quite honestly, this is the first time my mind has been stumped on constitutional law. Even given it would be extremely difficult to move around the prisoners, does a president or governor have the authority to commute the sentences of all persons in his "tent city" to a different facility? Furthermore, does a president or governor have the authority to declare all of his inmates there awaiting trial to be let out on recognisance awaiting his "tent city" to be replaced with a more suitable facility?

The problem with Pig Arpaio's tent city and chain gangs is that a lot of those prisoners are there by choice. In exchange for a briefer sentance, they get to fuel Pig Arpaio's self promotion machine.
Take heart, Pig Arpaio looks like his health is failing.

One of those prisoners would have to bring suit for cruel and unusual punishment. I presume it's already been tried and thrown out, or we would have heard something by now.

I forget what happened to the suit about the parapalegic who was strapped into their "restraint chair" and recieved spinal cord injuries. They refused to empty his ostomy bag full of urine, as well. That was in '96 or '97. There have been several suspicious deaths, and Amnesty International has given Pig Arpaio bad marks, as well. Considering how the only people that vote regularly in Maricopa County are senior citizens, and that they believe that rapists and murderers are sent to county jail, instead of people in on minor offenses and poor people that cannot afford bail who are awaiting trial. It will take something incredible to get the fat fuck ousted.
He takes pride in serving green bologna, BTW. This is no exaggeration.

Well, the question here is. Could the Arizona state governor or a future president (i sincerely doubt the monkey in the president's office would fix it) conceivably go over sherrif joe's head.

Officially, I don't know. Pardons are part of their perogative, but I doubt anyone would cast so much doubt on the "justice" system as to pardon people en masse.
