Take the Historical Vlad Tepes, equip him with an Army of Partisans wielding weapons inferior to the Main line forces. Now given Vlad's tactics what Sci Fi governments and military could withstand the trauma of seeing what Tepes "Insergaints" would do to the Civilian Populations of their Universe.

Don't underestimate Dracula!! He was quite EVIL. The Empire's torture methods, for example, is nothing next to what he did. Example:
If any wife had an affair outside of marriage, Dracula ordered her sexual organs cut. She was then skinned alive and exposed in her skinless flesh in the public square, her skin hanging separetly from a pole or placed on a table in the middle of the marketplace. The same punsihment was applied to maidens who did not keep their virginity, and also to unchaste windows. For lesser offenses, Dracula was known to have the nipple of a woman's breast cut off. He also had a red-hot iron stake shoved into a woman's vagina, making the instrument penetrate her entrails and emerge from her mouth. He then hade the woman tied to a pole naked and left her exposed there until the flesh fell from the body, and the bones detached themselves from their sockets.
And he wasn't insane, (he was acctually pretty smart, sick but smart) he was just evil. Just like me muhahahahaa :twisted: !!!

I do not underestimate him, he was sucessful because he was a legitimate ruler and there was a strong external threat, If he used said meathods in an insurrection most sci-fi govenments would come down on him like the proverbial ton of bricks.

Hmm, yeah terror isn't probably the best way to conquer something.
But he might try what did to the turks - be their "friend" and find out everything about their strenghts and weaknesses and then suddenly attack them.
