I'd say for the population at large yeah. But look at any number of ocassions where high ranking Starfleet officers were willing to fight to the death or kill themselves for some esortic moral principle. They all have a penchant stupid self sacrifice in the name of stupid philisophical concepts. Picard in particular has show a willingness to blow himself to bits over stuppid points of honor.
I don't know if that'd apply to the Federation as a whole or it's civilian population. I do think though, that the population might be brainwashed enough to fight on if the giverment tells them too.
