Most of those listed would quickly realise that they have no clue how to fight a 19th century army. They would relinquish command to their immediate subordinates, who may or may not be able to win.
Janeway, on the other hand, has fought something resembling a Civil War ground battle before. That will lead her to the delusion that she knows what she's doing. She will attempt to command the army herself and lose through her well-known bad tactics.

Janeway doesn't have any experience in ground wars or ground tactics.
She will try to lead the forces through the center of the Rebel army in a classic star treck manuver of hit hard and try to break your way through and escape.
if she stands her ground she will insist on trying to negotiate a ceace fire or just have mesenger after mesenger try to contact general Lee
Lee who is fighting this battle with the intent to win will not be wanting to be bothered by needless negotiations in the middle of a battle he intends to win.

The one advantage the Starfleet officers have is that Gettysburg is part of their history. If Starfleet still teaches military history (not a given), they should at least know the basics of what happened. The Imperial officers do not have that advantage, and in fact are at a considerable disadvantage compared to Meade, in that they aren't familiar with the capabilities of mid-19th century soldiers, equipment, and weapons, and they've never heard of General Lee or how dangerous an opponent he is.
My guess would be that Ozzel would be most likely to lose. He was totally unable to predict that the rebels might have a shield on Hoth, something that should have been obvious, considering the size of the generators the probe spotted. He seems to be a very straightforward, plow straight ahead commander, which was a good way to get beaten when up against Robert E. Lee. On the Starfleet side, there's no doubt it would be Janeway to lose. She WOULD send a massed charge into the center of the Confederate lines and wonder what happened when her divisions were vaporied by canister shot.

Who would perform best by the way? If I had to choose one from the poll to lead the Union armies, then I would choose Kirk. He has the historical knowledge of the period and he is not a peacenik. Like it was said, the SW commanders lacks knowledge of the period and Picard would try diplomacy. I lack knowledge of the capabilities of Archer, Sisko and Janeway. Do they know their history?

Probably not since in a holodeck simulation Nazi's armed with machine guns are beaten by bathleth wielding Klingons. It seems Janeway's history classes are biased.
