A big part of it, at least in Eastern Europe, may have been the fact that their oppressive communist governments allowed for little in the way of recreation. So you smoke to pass the time.

Well, there's a reason they're the poorest nation in the already poor Eastern Europe. The country is controlled by mobs and corruption, and the education is severely lacking, despite them being ex-USSR.

They're several decades away of even being considered E.U material.
